The Cypress City Council conducted this meeting via teleconference in accordance with
California Governor Newsom's Executive Orders N-29-20 and COVID-19 pandemic
protocols.
Mayor Peat called the meeting to order at 5:31 p.m.

ITEMS FROM CITY COUNCIL MEMBERS
Item No. 2: Authorization to Join in Support of Orange County Sheriff Don Barnes'
Challenge to an Order Releasing Approximately 1,800 Inmates from Orange County
Jails
The City Attorney provided a report on this item.
City Council discussion ensued.
It was moved by Mayor Pro Tem Berry and seconded by Council Member Morales, to
approve joining in a brief to be filed by the City of Newport Beach supporting Orange
County Sheriff Don Barnes' challenge to the order issued on December 11, 2020 (in the
case entitled Cynthia Campbell et al. vs. Don Barnes, in his official capacity as Sheriff of
Orange County, California, Orange County Superior Court Case No. 30-2020-01141117-

CU-WM-CXC), ordering the reduction of the Orange County Jail inmate population by fifty
percent (50%) in all congregated living areas.
The motion was unanimously carried by the following roll call vote:
AYES: 5 COUNCIL MEMBERS: Hertz, Marquez, Morales, Berry and Peat
NOES: 0 COUNCIL MEMBERS: None
ABSENT: 0 COUNCIL MEMBERS: None
ADJOURNMENT
Mayor Peat adjourned the meeting at 5:53 p.m. to an adjourned Regular Meeting, to be
held on Monday, January 11, 2021, beginning at 5:30 p.m. t e xecutive Board Room.
