HELD
January 23, 1996
The Adjourned Regular Meeting of the Cypress City Council was called to order at 5:O0
p.m., in the Administrative Conference Room, 5275 Orange Avenue, Cypress, Mayor
Walter K. Bowman presiding.

Also present were City Manager Darrell Essex, Finance Director Richard Storey,
Community Development Director Chris Kelly, Administrative Services Director Gary
Bacock, Public Works Director Mark Christoffels, Police Chief Daryl Wicker and Recreation
and Park District Director Marvin DeCarlo.

COUNCILMEMBER KERRY ARRIVED AT 5:12 P.M.
1996/97 BUDGET WORKSHOP:
The City Manager and the Finance Director presented the mid-year review showing
estimates of both revenue and expenditures for the current fiscal year as well as
preliminary estimates for fiscal year 1996/97.
The City Manager, Finance Director and Public Works Director reviewed the proposed
capital improvement plan, which will be a part of the final budget presentation.
Staff and the City Council discussed the potential for financing the advisory measures
primarily for the storm drain facilities. The Council requested copies of the map which
showed the proposed storm drain improvements.
The Recreation and Park District Director Marvin DeCarlo provided a briefing on the
departmental operations, including various Orange County cities' adult day care
programs.
Council received a briefing on the departmental operations and capital improvement
projects of the Public Works Department from Director Mark Christoffels.
The Police Chief presented their preliminary budget indicating capital purchases and
replacements. There was some discussion on proposed new positions and the 800 Mhz
system.
A review of the projects currently in progress in the Community Development
Department and an update on the GRC Consultants was presented by Director Chris
Kelly.
The Finance Director provided anticipated budget revenue projections and expenditures
for fiscal year 1996/97.
The Administrative Services Director presented a report on the reinstitution of the City
Newsletter, which was continued to a future City Council meeting. Also discussed were
recommendations from the CATV Commission regarding the Cable TV PEG review budget
appropriation.
COUNCILMEMBER AGE LEFT THE MEETING AT 8:15 P.M.
The Council requested additional information from the City Manager on staff salaries.
