HomeMy WebLinkAboutMinutes 83-08-31001 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD August 31, 1983 The adjourned regular meeting of the Cypress City Council was called to order at 7:30 a.m., Mayor Pro Tern Partin presiding: PRESENT: Councilmembers Coronado, Kanel, Mullen and Partin ABSENT: Mayor Lacayo Also in attendance were Darrell Essex, City Manager; Diana Needham representing Senator Paul Carpenter; and Doris Allen, Assemblywoman from the 71st District, accompanied by staff member Lou McNeeley. In response to the City Council's concern regarding proposals to cut local subventions, Diana Needham indicated that Senator Carpenter was supportive of returning the $607 million in subventions to local government and suspending the deflator for 1983-84. Assemblywoman Allen assured the Council that the proposal to cut local subventions and replace them by giving local government the authority to impose a local sales tax is a dead issue and that AB 1235 (Frazee) would appropriate $607 million in subventions to local government and suspend the deflator foe 1983-84. Under this proposal there would be no reverse bailout. Assemblywoman Allen further stated that the long-term solution for local government funding would not be concluded in 1983-84 but would be the subject of discussion following the submittal of the report to the Governor by the Governor's Task Force on Local Government Funding. The City Council expressed appreciatic~ for the support of both Senator Carpenter and Assemblywoman Allen on this local funding issue and indicated their support in working on the long-term solution for local government financing.
