2021-04-1268 REGULAR MEETING CYPRESS CITY COUNCIL APRIL 12, 2021 5:30 P.M. The Cypress City Council conducted this meeting via webinar/teleconference in accordance with California Governor Newsom's Executive Orders N-29-20 and COVID- 19 pandemic protocols. WORKSHOP SESSION At 5:55 p.m., the Mayor reconvened the meeting. At 5:56 p.m., Council Member Hertz recused herself from the Workshop Session. Review of Contribution Policy for Non -Profit Organizations, Non -Profit Grant Award Requests and COVID-19 Support Requests for FY 2021-22 and FY 2022-23 The Recreation and Community Services Manager provided a presentation on this item. REPORT OF WORKSHOP AGENDA/CLOSED SESSION The City Attorney reported that the City Council met in Closed Session regarding the items listed on the agenda, the City Council provided direction and no reportable action was taken. The City Manager reported that the City Council held a Workshop Session to review the contribution policy for non-profit organizations, non-profit grant award requests and COVID-19 support requests for FY 2021-22 and FY 2022-23. He stated that no reportable action was taken and that Council Member Hertz recused herself from the presentation and discussion of the Workshop Session. PRESENTATIONS Jennifer Medina, Cypress Library Branch Manager, provided an update on the Orange County Public Library. ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the City Council) Shelley Henderson, Cypress, spoke on behalf of the Cypress Chamber of Commerce regarding the Workshop Session item. Award an on-call contract to MuniEnvironmental Professional Consultants for $70,533; and 2. Award an on-call contract to Michael Balliet Consulting for $82,750. Item No. 6: Award Contract for On -Call Stormwater/Fats Oils and Grease Inspection Services Recommendation: Award a contract for on-call Stormwater/Fats Oils and Grease Inspection Services to Charles Abbott Associates, Inc. Item No. 7: Award Contract for Traffic Camera Upgrades, Project 263 Recommendation: Award a contract to Macadee Electrical Construction, for $72,525, and authorize a contingency of $7,252. It was moved by Council Member Morales, and seconded by Mayor Pro Tem Berry, to select Scenario Three as the primary scenario, with Scenario Four as the back-up, as 72 part of the Housing Element update; direct the City Manager to analyze Scenarios Three and Four as required by the California Environmental Quality Act; and present the analysis to the City Council for consideration at a future meeting. Mayor Pro Tem Berry commented on the item. It was moved by Mayor Pro Tem Berry, and seconded by Council Member Morales, to adopt a Resolution expressing support for actions to further strengthen local democracy, authority, and control as related to local zoning and housing issues. Mayor Peat: Met with new Supervisor Katrina Foley via zoom. Celebrated 35th wedding anniversary. CITY MANAGER REMARKS 73 The City Manager stated that the City Council would be holding a virtual Special Meeting on Monday, April 19, 2021 at 5:00 p.m. to conduct a quarterly budget review initiated as part of the response to the COVID-19 pandemic. ADJOURNMENT Mayor Peat adjourned the meeting at 8:54 p.m. to an adjourned Regular Meeting, to be held on Monday, April 26, 2021, beginning at 5:30 p.m. in the Executive Board Room.
