THIS IS A CITY COUNCIL MEETING BY WEBINAR/TELECONFERENCE ONLY.
On March 17, 2020, Governor Newsom issued Executive Order N-29-20, which authorizes the City
Council to hold public meetings via teleconferencing and suspends certain provisions of the Ralph M.
Brown Act in response to the COVID-19 pandemic.
Members of the public may participate, provide public comment, and view the webinar by registering
at: https://attendee.gotowebinar.com/register/4782259161532481807. Following registration, you
will receive an email containing a link to join the webinar, enabling you to provide live comments
during Public Hearing or Oral Communications portions of the meeting and view live presentations.
Advance registration is recommended.
Registration is not required to listen to the meeting in teleconference mode. The teleconference is
available by calling (631) 992-3221 and entering Access Code 274-143-991 when prompted. No
Audio Pin is necessary.
Those persons wishing to make a general comment or a comment on an agenda item, may do so by

registration is recommended.

5. Approve Continued Participation in the Urban County CDBG and HOME Programs for
Fiscal Years 2021 — 2024 and Accept the Award of Fiscal Year 2020-2021 CDBG
Funds

1. Adopt the Resolution confirming Cypress' continued participation in the Urban County
CDBG and HOME Programs for Fiscal Years 2021 — 2024; and
2. Adopt the Resolution accepting the award of CDBG funds for Fiscal Year 2020-2021; and
3. Authorize the Community Development Director to sign Amendment Five to the
Cooperation Agreement and CDBG contracts.
6. Approve Plans and Specifications for the Lincoln Avenue Median Restoration,
Project 229.

10. Receive Update from the City Manager and City Departments Regarding the COVID-
19 Emergency, and Provide Direction to the City Manager Concerning City
Operations, Allocation of City Resources, Maintenance of Essential Services,
Temporary Suspension and/or Closure of Non -Essential Public Services and
Facilities, Management of City Finances, Measures Necessary to Protect Public
Health and Safety, and Expenditures Necessary to Meet the Community's Needs.

pandemic and provide direction to the City Manager.

11. Non -Profit Support Ad Hoc Subcommittee Recommendation

1. Receive and file grant requests received from non -profits; and
2. Direct the City Manager to modify the Fiscal Years 2021-22 and 2022-23 Non -Profit
Contribution Program process to permit non-profit organizations to apply for one-time, direct
support for costs associated with COVID-19.
