On March 17, 2020, Governor Newsom issued Executive Order N-29-20, which authorizes the City Council to hold public meetings via teleconferencing and suspends certain provisions of the Ralph M. Brown Act in response to the COVID-19 pandemic. Following registration, you will receive an email containing a link to join the webinar, enabling you to provide live comments during Public Hearing or Oral Communications portions of the meeting and view live presentations. Approve Plans and Specifications for the Concrete Rehabilitation, Project 238; and 2. Award a contract to CT&T Concrete Paving Inc. of Diamond Bar, CA, for $259,650, and authorize a contingency of $39,000; and 3. Approve a Task Order for Construction Inspection Services to TRC/Vali Cooper and Associates, Inc. for $26,640, and authorize a contingency of $4,000. 10. Award a Contract for Community Outreach for the Rehabilitation of Arnold Cypress Park Prepared by: Cameron Harding, Director of Recreation and Community Services Recommendation: 1. Award a community outreach contract to Richard Fisher Associates for $34,863 for the rehabilitation of Arnold Cypress Park; and 2. Approve a $34,863 transfer in the District's General Fund from personnel to professional services. 14. Ratify the Cypress Small Business Relief Program Prepared by: Peter Grant, City Manager Recommendation: 1. Ratify the Cypress Small Business Relief Program; and 2. Receive and file the Subrecipient Agreement with County of Orange; and 3. Establish a new fund to account for CARES Act funding (Fund 115); and 4. Increase estimated revenues and appropriations in the new CARES Act fund by $1,159,840; and 5. Authorize the City Manager to review applications, determine eligibility, award grants to qualified businesses and enter into any other agreements necessary to administer the program. 15. Receive an Update from the Police Chief Regarding Regional Civil Unrest and Public Safety Prepared by: Rod Cox, Chief of Police Recommendation: Receive an update from the Police Chief regarding regional civil unrest and public safety. Receive Update from the City Manager and City Departments Regarding the COVID-19 Emergency, and Provide Direction to the City Manager Concerning City Operations, Allocation of City Resources, Maintenance of Essential Services, Temporary Suspension and/or Closure of Non -Essential Public Services and Facilities, Management of City Finances, Measures Necessary to Protect Public Health and Safety, and Expenditures Necessary to Meet the Community's Needs.
