On March 17, 2020, Govemor Newsom issued Executive Order N-29-20, which authorizes the
City Council to hold public meetings via teleconferencing and suspends certain provisions of the
Ralph M. Brown Act in response to the COVID-19 pandemic.
Consistent with the Governor's Orders, members of the public can view the City Council meeting
streamed live online at www.cypressca.org/watchlive or on Spectrum Cable Channel 36.
Additionally, the public may participate and provide public comment by registering at
https://attendee.gotowebinar.com/register/8166041383512519437 or listen in teleconference
mode by calling (415) 930-5321 and entering Access Code 640-575-141 when prompted. No
Audio Pin is necessary.

4. Approve Continuing Appropriations, Revenues and Transfers from FY 2019-20
to FY 2020-21

1. Authorize the appropriation of $7,057,109 in FY 2020-21 for the carryover of items
from FY 2019-20, as detailed in Attachment A; and
2. Authorize the appropriation of $3,482,758 in FY 2020-21 for the carryover of items
encumbered at June 30, 2020, as detailed in Attachment B; and
3. Authorize the continuation of operating transfers totaling $8,790,351 and estimated
grant revenue totaling $996,825 from FY 2019-20 to FY 2020-21, as detailed in
Attachment C to support carryover appropriations.
5. Approve Cypress Recreation and Park District Continuing Appropriations and
Transfers from FY 2019-20 to FY 2020-21

1. Appropriate $333,495 in FY 2020-21 for items encumbered at June 30, 2020; and

support carryover appropriations.

7. Approve Purchase of Two Motorcycles

Recommendation: Approve the purchase of two replacement motorcycles from Iry

8. Approve Resolutions to Revise Conflict of Interest Codes

Recommendation: Approve the Resolutions adopting Conflict of Interest Codes for
the City and Recreation and Park District, which supersede all prior Conflict of Interest
Codes and amendments previously adopted.
9. Confirm Temporary Outdoor Storage Permit at Earth Friendly Products in
Response to a Surge in Demand Due to COVID-19

Recommendation: Confirm the Emergency Services Director's decision to permit
temporary outdoor storage at Earth Friendly Products in response to a surge in

Management of City Finances, Measures Necessary to Protect Public Health
and Safety, and Expenditures Necessary to Meet the Community's Needs.
