Brown Act in response to the COVID-19 pandemic. Consistent with the Governor's Orders, members of the public can participate in this meeting as follows: 1. Attend Virtually via Webinar. This option provides the ability to provide live public comments during Oral Communications or Public Hearing portions of the meeting and view slideshow presentations. To participate via webinar, please register at https://attendee.gotowebinar.com/register/8579907462129824270. Following registration, you will receive an email containing a link to join the webinar. Advance registration is recommended. 2. Attend In -Person. Limited first-come, first-served seating is available in the Council Chambers. All in-person attendees are required to wear a face covering regardless of vaccination status, adhere to social distancing and seating restrictions, and must be free of any symptoms associated with COVID-19. The Council Chambers' seating capacity is approximately 15 people. 3. Watch the Meeting. Approve the First Reading of an Ordinance Amending the Municipal Code Relating to Legal Notice Requirements Prepared by: Alisha Farnell, City Clerk Recommendation: Conduct a public hearing, take public testimony, and approve the First Reading of the attached Ordinance, by title only, amending the Cypress Municipal Code Relating to Legal Notice Requirements. Approve Amendment No. 2 to the Police Station Seismic Retrofit, Emergency Operations Center, and Modernization Project with Interlog Construction for change orders and unforeseen conditions, not to exceed $476,771; and 2. Defer the seismic retrofit of City Hall and include it as a future Seven Year Capital Improvement Program project. 7. Approve Task Order for City Engineer Services Prepared by: Doug Dancs, Director of Public Works Recommendation: 1. Approve a task order for an amount not to exceed $70,000 to Ardurra to provide City Engineer services; and 2. Approve appropriation transfers totaling $70,000 from personnel to professional services in the City's General Fund, the Recreation and Park District's General Fund, the City's Capital Improvement Projects Fund and the Sewer Fund. 8. Approve Task Order for City Traffic Engineer Services Prepared by: Doug Dancs, Director of Public Works Recommendation: Approve a Task Order for an amount not to exceed $163,000 to Linscott, Law & Greenspan Engineers (LLG) to provide FY 2021-22 City Traffic Engineer Services. Approve Task Order for Professional Design Services for Restroom Facilities at Maple Grove Park North and Shade Sails at Oak Knoll Park Prepared by: Doug Dancs, Director of Public Works Recommendation: Approve a task order to David Volz Design for $38,060 for professional design services for park facilities and authorize a contingency of $5,700. 10. Authorize the Purchase of Five Police Vehicles and Four Public Works Vehicles Prepared by: Doug Dancs, Director of Public Works Recommendation: 1. Authorize the purchase of five police vehicles from National AutoFleet Group for $136,149.12; and 2. Authorize the purchase of a wood chipper from Cal -Line Equiment Inc. for $44,945.50; and 3. Authorize the purchase of a combination tractor loader backhoe from Sonsray Machinery, LLC for $128,988.11; and 4. Authorize the purchase of two public works vehicles from National AutoFleet Group for $129,916.43. 11. Receive and File the Annual Solid Waste Franchise Consumer Price Index Rate Adjustment Prepared by: Doug Dancs, Director of Public Works Recommendation: 1. Receive and file the annual Solid Waste Franchise Consumer Price Index rate adjustment; and 2. Waive the requirement to submit the rate adjustment by March 15, 2021; and 3. Reduce the notification period for the 2021 Consumer Price Index rate adjustment from 60 days to 30 days. 12.
