A regular meeting of the Cypress City Council was called to order at 6:35 p.m. by Mayor
Peat in the Executive Board Room, 5275 Orange Avenue, Cypress, California.

REPORT OF WORKSHOP AGENDA/CLOSED SESSION
The City Attorney reported that the City Council met in Closed Session and held a
discussion concerning, Conference with Legal Counsel — Anticipated Litigation,
significant exposure to litigation — one potential case, regarding a claim of California
Voting Rights Act violation from Southwest Voter Education Project. He stated the City
Council received a briefing and no further reportable action was taken.
PRESENTATIONS
Mayor Peat presented Community Outreach Officer Julie Marquez with a "Red Ribbon
Week" proclamation.
The City Manager introduced Communications and Marketing Analyst Brooke Straus and
the City Clerk introduced Office Assistant Christina Dizol.
Mayor Peat provided a report on the Lexington Park Tour.

Anthony Uy, Cypress, expressed concerns regarding Lexington Park.
Nelson Machin, Cypress, expressed concerns regarding Lexington Park.
Justin Bright, Cypress, expressed concerns regarding Lexington Park.
Shelly Henderson, Cypress, spoke regarding the Cypress Chamber of Commerce
Networking Breakfast scheduled for Tuesday, October 12, 2021. Thanked the City of
Cypress for their partnership in hosting the State of the City event and for their
collaboration on the Cypress Community Festival.
Edwin Kraemer, Cypress, expressed concerns regarding Lexington Park.
Britney Cook, Cypress, expressed concerns regarding Lexington Park.
Malini Nagpal, Cypress, expressed concerns regarding Lexington Park and Cypress
Police Department social media post regarding Columbus Day.
CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a
Council Member requests separate action on a specific item.
It was moved by Mayor Pro Tern Morales, and seconded by Council Member Hertz, to
approve Consent Calendar Items No. 1 through 10.

Recommendation: Approve an update to the Alert OC Warning System agreement with
the County of Orange.
Item No. 5: Approve a Joint Agreement for the 800 Megahertz Countywide
Coordinated communications System
Recommendation: Approve a new Joint Agreement for the Operations, Maintenance,
and Financial Management of the Orange County 800 Megahertz Countywide
Coordinated Communications System.
Item No. 6: Award Contract for Printing the Activity Guide and City News
Recommendation: Award a contract to Advantage Mailing, LLC for printing the Activity
Guide and City News.
Item No. 7: Approve On-Call Contract for Planning and Environmental Consulting
Services
Recommendation: Approve contract for on-call planning and environmental consulting
services to LSA Associates, Inc. and the Annealta Group.
Item No. 8: Confirm an Increase to Earth Friendly Products' Temporary Outdoor
Storage Permit in Response to Pandemic-Related Global Supply Chain Challenges
Recommendation: Confirm the Emergency Services Director's decision to increase in
Earth Friendly Products temporary outdoor storage permit to a maximum 20 containers
for up to 12 months after the local emergency proclamation is rescinded.
Item No. 9: Receive and File Request for Qualification for Community Survey
Update
Recommendation: Receive and file the Request for Qualifications for an update to the
2018 Community Survey.
Item No. 10: Approve Register of Warrants, Transfers, and Wires Issued for the
Period of September 11, 2021 through September 24, 2021
Recommendation: Approve the attached payment register summarized below for the
period of September 11, 2021 through September 24, 2021:

NEW BUSINESS
Item No. 11: Submit the Draft Housing Element and Technical Report to the
California Department of Housing and Community Development for Review
The Planning Director and Housing Consultant provided a report on this item.

It was moved by Mayor Pro Tem Morales, and seconded by Council Member Hertz, to
authorize the City Manager to submit the Draft Housing Element and Technical Report
to the California Housing and Community Development for review.

COUNCIL MEMBER REPORTS AND REMARKS
Council Member Hertz:
Attended the State of the City on October 6, 2021 and Cypress Community Festival on
October 8-9, 2021. Thanked residents for visiting the City Council festival booth. Spoke
regarding Lexington Park tour and encouraged residents to reach out with any comments
or concerns.
Council Member Marquez:
Attended the Cypress Community Festival on October 8-9, 2021. Thanked the Festival
Association, Friends of Cypress Parks and Recreation, and the Recreation Department
for their work. Thanked Cypress Police Department, Orange County Fire Authority,
Assembly Member Quirk-Silva's office, Senator Newman's office, and Supervisor Foley's
office for their attendance at the Cypress Community Festival. Congratulated Coach
Feldman and Cypress High School football for their win over Tustin. Will participate in a
ride along with Orange County Fire Authority. Encouraged the community to participate
in the Cypress Run.
Council Member Minikus:
Thanked residents that provided public comments to share their thoughts and concerns.
Mayor Pro Tern Morales:
Spoke regarding the State of the City and the accomplishments highlighted during the
event. Encouraged community to participate in the Cypress Run. Encouraged residents
to reach out to Council Members with concerns.
Mayor Peat:
Congratulated and thanked all those involved with the State of the City and Cypress
Community Festival including the Cypress Chamber of Commerce, Festival Association
and Friends of Cypress Parks and Recreation. Shared positive feedback received at the
Festival from two business owners that participated in the City's Small Business Relief
and Business Recovery Programs.

CITY MANAGER REMARKS
The City Manager congratulated the Mayor on the State of the City event.
The City Attorney congratulated the Mayor and staff on the State of the City event.
ADJOURNMENT
Mayor Peat adjourned the meeting at 8:14 p.m. to an adjourned Regular Meeting, to be
held on Monday, October 25, 2021, beginning at 5:30 p.m. in the Executive Board Room.
