PUBLIC PARTICIPATION
Consistent with current COVID-19 safety guidelines, members of the public can participate in
this meeting as follows:
1. Attend In-Person. Limited first-come, first-served seating is available. All in-person
attendees are required to wear a face covering regardless of vaccination status, adhere to social
distancing and seating restrictions, and must be free of any symptoms associated with
COVID-19.
2. Attend Virtually via Webinar. This option provides the ability to provide live public comments
during Oral Communications or Public Hearings and view slideshow presentations. Please
register at https://attendee.gotowebinar.com/register/3793026363368451344 to receive an
email containing a link to join the webinar. Advance registration is recommended.
3. Watch the Meeting. The City Council meeting can be viewed live on Spectrum Cable
Channel 36 or on the City's website at www.cypressca.org/watchlive.
4. Listen to the Meeting. The public may participate via the listen-only teleconference mode by
calling (631) 992-3221 and entering Access Code 830-995-235 when prompted. No registration
or audio pin is necessary.
5. Submit Public Comments Prior to the Meeting. The public may submit comments via email
to cityclerk@cypressca.org. Comments submitted by 3:00 p.m. on November 22, 2021 will be
added to the City Council agenda as a Consent Calendar item.

Recommendation:
1. Approve Plans and Specifications for Sewer System Evaluations, Project 302; and
2. Award a contract to Pipe Tec Inc., Baldwin Park, CA, for $105,080, and authorize a
contingency of $16,000.

7.Adopt a Resolution to Amend the Personnel Rules and Regulations

Recommendation: Adopt a Resolution to amend the City of Cypress' Personnel Rules
and Regulations.
8.Second Reading and Adoption of an Ordinance Amending Cypress Municipal
Code Section 3.17.240 of Appendix I Relating to Emergency Shelters

NEW BUSINESS
11.Approve an Organic Waste Recycling Program; Amendments to the Solid
Waste Franchise with Valley Vista Services to Implement the Organic Waste
Recycling Program, Adjust Residential and Commercial Recycling Rates, and
Change the Consumer Price Index Calculations; and a City Organics Recycling
Compliance Fee

Recommendation:
1. Approve Valley Vista Services’ Organic Waste Recycling Program and related
franchise amendments; and
2. Approve franchise amendments adjusting residential and commercial recycling
rates and changing the Consumer Price Index calculations; and
3. Approve the city organics recycling compliance fee, subject to a Proposition 218
hearing; and
4. Approve the Proposition 218 notice and schedule; and
5. Set a Public Hearing for the rate adjustment.
12.Adopt a Resolution Establishing an Ad hoc Subcommittee for the Purpose of
Recommending Community Forums on the Potential for Electing Council
Members using a District-based Election System

Recommendation:
1. Adopt a Resolution establishing an ad hoc subcommittee for the purpose of
recommending community forums on the potential for electing Council Members using
a district-based election system; and
2. Confirm the Mayor's appointment of the ad hoc subcommittee's members.
