2021-11-01 (Special Meeting) 164 SPECIAL MEETING CYPRESS CITY COUNCIL NOVEMBER 01, 2021 4:00 P.M. A special meeting of the Cypress City Council was called to order at 4:01 p.m. by Mayor Peat in the Executive Board Room, 5275 Orange Avenue, Cypress, California. ROLL CALL Cypress City Council, also acting as the Ex-Officio Governing Board of Directors of the Cypress Recreation and Park District Mayor Jon Peat Mayor Pro Tem Paulo Morales Council Member Anne Hertz Council Member Frances Marquez Council Member Scott Minikus STAFF PRESENT City Manager Peter Grant City Attorney Fred Galante Director of Finance and Administrative Services Matt Burton Planning Director Alicia Velasco Director of Recreation and Community Services Jeff Draper City Clerk Alisha Farnell PLEDGE OF ALLEGIANCE Mayor Peat led the Pledge of Allegiance. ORAL COMMUNICATIONS (Limited to 30 minutes—three minutes per speaker, unless extended by the City Council) None. CONSENT CALENDAR Item No. 1: Receive and File Public Comments Submitted for the November 1, 2021 Special City Council Meeting The City Clerk reported that two comments were received via email. The submitted comments were provided to the City Council prior to the start of the meeting and added to the agenda packet online for public review. It was moved by Council Member Hertz, and seconded by Council Member Marquez, to receive and file submitted public comments. The motion was unanimously carried by the following roll call vote: AYES: 5 COUNCIL MEMBERS: Hertz, Marquez, Minikus, Morales and Peat NOES: 0 COUNCIL MEMBERS: None ABSENT: 0 COUNCIL MEMBERS: None CLOSED SESSION The City Attorney reported that the City Council would meet in Closed Session as follows: CONFERENCE WITH LEGAL COUNSEL —ANTICIPATED LITIGATION Pursuant to Government Code Section 54956.9(d)(2) Significant exposure to litigation — one potential case Claim of California Voting Rights Act violation from Southwest Voter Education Project 165 Mayor Peat recessed the meeting at 4:04 p.m. Mayor Peat reconvened the meeting at 5:34 p.m. REPORT OF CLOSED SESSION The City Attorney reported that the City Council met in Closed Session to discuss Conference with Legal Counsel, one item of anticipated litigation, a claim of California Voting Rights Act violation from Southwest Voter Education Project. He stated the City Council received a report and data from its demographic consultant and the City Council is considering the information received and will further consider that information at a future Closed Session. No further reportable action was taken. ADJOURNMENT Mayor Peat adjourned the meeting at 5:35 p.m. to an adjourned Regular Meeting, to be held on Monday, November 8, 2021, beginning at 5:30 p.m. in the Executive Board Room. /.J.. Ph!
