A regular meeting of the Cypress City Council was called to order at 6:00 p.m. by Mayor Peat in the Executive Board Room, 5275 Orange Avenue, Cypress, California. INVOCATION Mike McKay, Neighborhood Church, led the Invocation. REPORT OF WORKSHOP AGENDA/CLOSED SESSION The City Attorney reported that the City Council met in Closed Session and held a discussion on the single item listed on the Closed Session agenda, namely Conference with Legal Counsel, one item of anticipated litigation under the heading significant exposure to litigation, a claim of California Voting Rights Act violation from Southwest Voter Education Project. He stated the City Council received a briefing, provided direction and no further reportable action was taken. PRESENTATIONS Mayor Peat presented Records Supervisor Tonya Irwin with a "Law Enforcement Records and Support Personnel Day" proclamation. The Chief of Police introduced Officer Diana Martinez and Officer Christopher Spindola. Director of Recreation and Community Services made a presentation on the redesigned Recreation and Community Services Activity Guide. ORAL COMMUNICATIONS Bob Youngsma, Cypress, spoke regarding disrespect from City Council and staff during City Council meetings. Shelley Henderson, Cypress, spoke regarding State and County redistricting. PUBLIC HEARING Item No. 1: Approve the First Reading of an Ordinance Amending Section 3.17.240 of the Municipal Code Relating to Emergency Shelters The Planning Director provided a report on this item. Mayor Peat asked Council Members to disclose any communications with anyone relevant to the item. There were no disclosed communications. City Council discussion ensued. Mayor Peat opened the public hearing. There were no public comments. Mayor Peat closed the public hearing. The City Attorney read the Ordinance by title only. It was moved by Mayor Pro Tem Morales, and seconded by Council Member Marquez, to approve the first reading, by title only, of an Ordinance amending Section 3.17.240 of Appendix I of the Municipal Code, relating to performance and development standards for emergency shelters and finding the action exempt from the California Environmental Quality Act. Item No. 5: Adopt a Resolution Approving the Measure M2 Annual Expenditure Report Recommendation: Adopt a Resolution approving the Measure M2 Annual Expenditure Report for the fiscal year ended June 30, 2021. RESOLUTION NO. 6865 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND ACTING AS EX OFFICIO GOVERNING BOARD OF DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT, CONCERNING THE MEASURE M2 EXPENDITURE REPORT FOR THE CITY OF CYPRESS FOR THE FISCAL YEAR ENDED JUNE 30, 2021 Item No. 6: Approve an Agreement for Security Camera and Access Control Systems at the Police Station Recommendation: Approve an agreement with MVP Security Systems, Inc. to install a security camera system and door access controls at the Police Station for an amount not to exceed $95,397. Item No. 7: Approve and Agreement with the County of Orange for Meal Gap Services Recommendation: 1. Approve the County of Orange Meal Gap Services agreement; and 2. Appropriate $105,000 in the General Fund for Meal Cap Services; and 3. Increase estimated revenues by $105,000 in the General Fund. Item No. 8: Approve a Task Order for the Civic Center Sewer Lateral Repair Design, Project 303 Recommendation: Approve a Task Order to AKM Consulting Engineers for $50,028 for sanitary sewer design services and authorize a contingency of$7,500. 169 Item No. 9: Award Contract for LED Street Sign Upgrades, Project 294 Recommendation: Award a contract to crosstown Electrical & Data, Inc., for$73,618, and authorize a contingency of$11,050. Item No. 10: Award a Contract for Arterial Rehabilitation, Project 297 Recommendation: 1. Approve Plans and Specifications for Arterial Rehabilitation, Project 297; and 2. Award a contract to R.J. Noble Company, Orange, CA,for$688,945, and authorize a contingency of$103,500; and 3. Approve a Task Order for Construction Inspection Services to TRC/Vali Cooper and Associates, for$57,296, and authorize a contingency of$8,600. Item No. 11: Award Contract for Traffic Camera Upgrades, Project 295 Recommendation: Award a contract to Yunex Traffic for $56,135, and authorize a contingency of$5,600. Item No. 12: Proclaim November 9, 2021 as Law Enforcement Records and Support Personnel Day Recommendation: Proclaim November 9, 2021 as Law Enforcement Records and Support Personnel Day. COUNCIL MEMBER REPORTS AND REMARKS Council Member Minikus: Attended the Grand Reopening event for Subs and Grubs on Friday, November 5, 2021. Council Member Marquez: Thanked the law enforcement and support personnel for all their work throughout the year. Recognized Veterans Day and thanked those who served. Congratulated Assembly Woman Sharon Quirk-Silva on commemorating their Korean War Memorial. Congratulated Coach Feldman and Cypress High School football for their recent win. Council Member Hertz: Attended the Association of California Cities conference on Friday, November 5, 2021. 170 Mayor Pro Tern Morales: Recognized Veterans Day and thanked those who served. Addressed public comment regarding disrespect during City Council meetings. Mayor Peat: Visited the Westmont Senior Care Center on Tuesday, November 2, 2021. Attended the Anaheim Mayor's Prayer Breakfast and Cypress Mayor's Prayer Gathering. Prepared a video as part of a Boy Scout event honoring veterans at Forest Lawn. , CITY MANAGER REMARKS The City Attorney thanked all the Veterans for their service. The City Manager attended the Mayor's Prayer Gathering. The City Manager reported that the City held an employee appreciation luncheon on Thursday, November 4, 2021. He announced City Hall would be closed on Thursday, November 11, 2021 in observance of the Veterans Day. He wished his wife and son a happy birthday.
