Dear Nick and Members of the Consultant Selection Committee:
On behalf of the Community Works Design Group (CWDG)-led team of consultants, we are pleased to
present this proposal to continue working with the City of Cypress. As Lexington Park rapidly approaches
completion, we are ready to seamlessly transition our team’s efforts toward the design, bidding assistance,
and construction administration for Arnold Cypress Park.
While many of our colleagues that participated in the mandatory pre-proposal meeting are well-qualifi ed
to perform the professional services described in the City’s RFP, we are confi dent that the CWDG team
offers the best fi t for Cypress. This confi dence is rooted in the following points:
• The CWDG-led team will begin Arnold Cypress Park with a strong familiarity and rapport with
City staff, elected offi cials, and parallel City consultants. As we have successfully completed the park
rehabilitation/ restroom replacement project at Oak Knoll Park, and have helped the City transform
a challenging former golf course site into Lexington Park, we have gained much insight on what will
work best to streamline the design and construction of Arnold Cypress Park. We are up to speed on
the Cypress Brown Book and with the various agencies required to achieve all permit approvals.
• Our team excels at park renovation and rehabilitation projects, especially where new design features
will be dovetailed into existing mature improvements. One notable example of our success in park
rehabilitation is the $18 million Frisbie Park Expansion for the City of Rialto, which was recently
announced as a winner of the 2021 American Public Works Association (APWA) Southern California
Chapter B.E.S.T. Award in the Recreational & Athletic Facilities category.
• We understand the costs and intricacies involved in renovating existing parkland. It often becomes
far more expensive than developing new land, especially in terms of tying new improvements into
existing infrastructure. Additionally, the closure of a frequently used park should be done as timely as
possible, with the entire project team working diligently to minimize interruption to park users . We

• Our team consists entirely of subconsultants that we have teamed with on numerous successful park
projects, including many familiar faces from the Lexington Park and Oak Knoll Park teams, such as
D.A. Hogan, Geocon West and Envirocheck. Our collective familiarity with one another will ensure
that we will “hit the ground running” on this project.
CWDG prides itself on our ability to provide a fully-dedicated level of service to each of our municipal
clients. Accordingly, we only pursue projects and clients that we can guarantee that ongoing client
satisfaction can be fulfi lled. We are confi dent that we can continue providing this top level of service to
the City of Cypress.
This proposal acknowledges that the RFP was not supplemented by any Addenda.

plan on walking the City through a series of critical decisions as the design progresses, to ensure that
the proposed design will make way for a high-quality, durable, maintenance-friendly facility within
the available funding parameters, and that can be achieved in an expedited time frame.
• CWDG excels in providing and updating three-dimensional renderings to fully convey design intent
to key stakeholders and constituents, as recently showcased in Lexington Park. This ensures that
misconceptions and unfulfi lled expectations are managed from the early stages of the project. One
service we plan to offer within the Arnold Cypress Park project is to 3-d scan the entire park site to
aid in working through the design, as well as to create a benchmark for fully and accurately capturing
the conditions of the park prior to construction. This has proven to be a much more effective means
than videos or photographs of pre-construction conditions, especially for resolving claims by the
project’s contractor regarding items the contractor alleges were damaged prior to construction.
• The slated renovations to Arnold Cypress Park, as indicated within the City’s Request for Proposals
have a strong focus in providing accessible and equitable amenities into the park. Accessible design is
our forte! Our team will be led by our Principal Landscape Architect, Scott Rice, whom in addition
to being an award-winning park planner, is the only landscape architect in southern California that
also holds Certifi ed Access Specialist (CASp) credentials.

Community Works Design Group (CWDG)
was established in 1985 and provides municipal
planning services throughout the State of
California. The fi rm focuses on Park, Recreation,
and Public Landscape projects. CWDG has a ready
and available staff of eight professionals. We draw
upon three Licensed Landscape Architects, a LEED
Accredited Professional, an in-house ISA Certifi ed
Arborist, a Certifi ed Irrigation Designer/Certifi ed

Community Works Design Group does what its

the City Landscape Architect for City of Highland
continuously since 2005. Additionally, our Senior

Burkhart, joined our team after serving as Senior
Landscape Inspector for the City of Yorba Linda.
CWDG continues to smoothly proceed through a
business succession, where Principal Landscape
Architect, Scott Rice, has now taken over the reins
from CWDG founder, Tim Maloney. Tim continues
to provide supplemental services as a consultant to
CWDG, under the business name, T.I. Maloney

SUBCONSULTANT TEAM
While the Community Works Design Group team will perform the majority of the project scope for
Arnold Cypress Park, our team also includes the following subconsultants:
Adkan Engineers will provide all Surveying, 3-d Scanning, and Civil
Engineering services for the Arnold Cypress Park Rehabilitation project.
We (CWDG) have teamed with Adkan on many successful projects
across Southern California, including Frisbie Park Expansion and
Horseshoe Lake Park, BOTH of which have been named as 2021 APWA
Southern California Chapter B.E.S.T. Award winners! Adkan has been
based in Riverside since the company opened its doors over 25 years ago.
They continue to proudly serve Southern California as a comprehensive
multi-disciplined fi rm offering municipal/ city consulting, general civil
engineering, land surveying, hydrological studies and drainage design
solutions, storm water management treatment, retention, infi ltration,
design, permitting and reporting assistance, water quality management
standards development, and implementation assistance, and public
works inspections.
Adkan Engineers will be represented by Mitch Adkison, PE,PLS, QSD/P,
and Richard Reaves, PE, PLS, Project Manager
Design West Engineering (DWE) will provide all Electrical Engineering
and Dry Utility design/ coordination services for this project. We
(CWDG) have teamed with DWE on many successful park projects
across Southern California, especially those with sports lighting,
including Bud Bender Park in Rialto (showcased within this proposal).
DWE will be represented by Roy Morales, Electrical Engineering
Department Head. With over 25 years of experience, Roy contributes
a high level of expertise in electrical applications, including parks and
community facilities.

D.A. Hogan will provide all sports fi eld design, including the use of both
synthetic and natural turfgrass. We (CWDG) have teamed with D.A.
Hogan on many successful park projects across Southern California,
including Lexington Park in Cypress.
D.A. Hogan will be represented by Bob Harding, Principal Landscape
Architect. Bob has developed a strong reputation as one of the nation’s
leaders in sports fi eld design.

Geocon West, Inc. will provide all geotechnical investigation for the
project. We (CWDG) have teamed with Geocon on many successful
park projects across Southern California, including Lexington Park in
Cypress and Rancho Mirage Dog Park in Rancho Mirage.
Geocon will be represented by Jelisa Thomas Adams, GE. Jelisa has
performed many geotechnical investigations within Cypress and
neighboring cities, and is very familiar with the Orange County Health
Care Agency permit requirements prior to boring when groundwater is
anticipated to be encountered.
Design Space Modular (DWE) will provide design services for the 52’ x
30’ multi-purpose room. We (CWDG) have teamed with Design Space
for the incorporation of meeting rooms constructed off-site and installed
as on-grade, pit set modular facilities that have the full appearance of
site-built buildings. One example is the Community Center at Harada
Heritage Park in Eastvale, for Jurupa Community Services District.
Design Space (now a part of the Mobile Modular family) will be
represented by Dana Johnson. We are currently working with Dana and
Design Space on a supplemental childcare facility in Moreno Valley.
Wallace Laboratories of El Segundo will provide agronomic soil
testing in support of sports fi elds and supplemental planting areas. We
(CWDG) have utilized Wallace Laboratories for nearly all agronomic
soil investigation for park projects over the last several years, as they
have a great track record for providing timely and acccurate analysis
and recommendations for soil amendment to optimize plant growth.
Garn Wallace, PhD is the lead soil scientist for Wallace Labs. He is
a former staff member of University of California and has over 600
publications concerning soil science, plant nutrition, plant physiology
and heavy metal toxicity.
Envirocheck will provide thorough testing of all existing site buildings to
be demolished. Testing includes lead, asbestos, mold, and other toxins.
CWDG has utilized Envirocheck on many park renovation projects,
including Oak Knoll Park in Cypress, and Frisbie Park Expansion in
Rialto.

We are retaining TR Design Group in our project bullpen for the Arnold
Cypress Park project for fl exibility in our integration of buildings, such
as working with Design Space Modular to tailor the multi-purpose
building exterior to have a compatible look to other on-site buildings
and shade structures.
TR Design Group will be represented by Brian Gridley, Architect.
CWDG has worked with TR Design Group, and with Brian specifi cally
on numerous park and public space buildings.
We are retaining The Altum Group for the optional CEQA report
preparation for either Negative Declaration or Mitigated Negative
Declaration.
The Altum Group will be represented by Thomas Strand, Environmental
Manager. CWDG has worked with The Altum Group for CEQA/
Environmental report preparation for many park projects, including the

We have hand-selected the following reference projects as being most applicable to the Arnold Cypress Park
Rehabilitation project, in terms of showcasing the following criteria: multiple successful but distinctively
different projects for repeat municipal clients; our experience directly with the City of Cypress; renovation

STAFF AVAILABILITY: All staff members listed in this proposal
are available to begin work immediately upon City request. We
guarantee that we will adjust our master schedule to dedicate
suffi cient resources to City of Cypress.
MANAGING QA/ QC, SCHEDULE, AND TEAM: We will
provide the City with a critical path schedule, prepared in
Microsoft Project, and will adhere to the schedule we present.
Our fi rm utilizes an online-based application called Basecamp
to balance coordinate project responsibilities amongst internal
staff and subconsultants. This platform also allows our clients to
have the ability to maintain a real-time “window” into the inner

years on various projects - from skate park design and management to the Sarzotti Park Master Plan. Their

We understand the importance of defi ning realistic construction costs and cost increase projections when
budgeting for construction projects with fi xed budgets. Our fi rm excels in this type of cost estimating, as
we regularly prepare detailed construction plans, details, specifi cations and estimates for park projects, and
strive to make our construction drawing packages the most biddable and buildable across the industry. Since
we also perform Landscape Plan Check for various agencies, our fi nger remains on the pulse of the industry,
and are able to glean tips and tricks to making plans more readable, maintaining a good balance of notes
and clarifi cations without overwhelming the drawings with redundant information.
We are regularly receiving bids for various public work projects. Upon receiving the bid we also request from
the two apparent low bidders their unit prices. We incorporate these updated unit prices into our own in-
house cost estimates. This allows our fi rm to provide up-to date cost estimates for our clients.
One recent example of our accuracy in cost estimating is the Lexington Park project. Our engineer’s estimate
was listed as $11.7 million for the base bid and seven tiered alternates. Twelve bids were received, with the
average bid of $11.1 million.

Mr. Scott Rice is President and Managing Principal of Community Works
Design Group (CWDG). He has managed over $150 million of park projects
during his tenure at CWDG. Scott oversees the development of construction
documents, plan checking, cost estimating, conceptual rendering, and
construction observation and management.
Scott graduated with honors from Cal Poly Pomona, earning a Bachelor
of Science Degree in Landscape Architecture. He is a full member of the
American Society of Landscape Architects (ASLA). Additionally, Scott is a
LEED Accredited Professional (LEED AP), as designated by the United States
Green Building Council (USGBC), and a Certifi ed Access Specialist (CASp)
as issued by the State of California, Division of the State Architect. Scott
is one of only three Landscape Architects in California that currently hold
CASp Certifi cation.
Scott also serves as the City Landscape Architect for the City of Highland,
California, and has acted in that capacity since 2005. Scott also has served as a
Contract Park Planner for Jurupa Community Services District (JCSD) since
2003 and Consultant Park Planner/ Plan Checker for Jurupa Area Recreation
and Park District (JARPD) since 2015.
Mr. Rice draws on previous work experience in graphic design and golf course
maintenance to integrate high aesthetic quality in balance with functional,
cost-effective design. His focus is in Public Works projects for various
municipalities throughout the State, including Park Planning of various

Mr. Dan Burkhart is a Senior Landscape Architect at Community Works
Design Group (CWDG) joining the fi rm in early 2020. Dan is charged with
maintaining CWDG construction development and documentation process
as well as mentoring and guidance of junior staff. Dan handles plan checking,
in house reviews, and CD support in addition to specifi cation, estimating,
and construction oversight. Dan is often referred to as Coach in the offi ce and
works diligently to elevate and improve CWDG’s production and effi ciency.
Dan graduated from Cal Poly Pomona, earning a Bachelor of Science degree
in Landscape Architecture. He started his journey in the fi eld with the City of
Anaheim, working within the Parks Department at Dad Miller Golf Course.
He continued on exploring the Nursery side with Armstrong Garden Centers
before moving into Design Practice after graduation. After working up to
the project manager level, Dan ventured to the Design build practice with
Valley Crest Companies. Shifting into the realm of sustainability Dan laced
his boots and worked up to the position of general superintendent with a
Landscape Habitat and Mitigation General Contractor, designing, creating,
restoring, and maintaining naturalized habitats.
Moving to the public side of the practice Dan was the Senior Landscape
Inspector for the City of Yorba Linda LMAD group. Supervising staff,
managing contracts, and design and inspection duties for the City. Dan
worked with management and the public to improve the Cities 22,000 trees
and over 500 acres of City maintained landscape.
Dan brings a wealth of design, installation, and maintenance experience to
CWDG earned over his 24-year journey. Dan’s varied and wide experience on
both sides of the table includes the Private and Public sectors at all levels and
gives him an understanding of different points of view and the forces involved.
Dan has started with a shovel and a pencil and has demonstrated an ability
to listen, learn, and advance in the profession. Licensed as a Contractor,
Certifi ed Arborist, QAL, FAA Remote Pilot, and being a continual student of
all aspects related to the fi eld and process, Dan continues to learn and build

Upon Notice to Proceed, our team will work with the City to transform the conceptual plan included in the
RFP into a schematic plan, so that fi nal decisions can be made on layout, materials, and so on. A critical step
in this process is developing real-time cost estimates so that we can ensure our design stays within the City’s
available funding.
Our team members will become intimately familiar with all aspects of the existing site, utilizing
in-person inventorying by our in-house ISA Certifi ed Arborist and Certifi ed Landscape Irrigation
Auditor. Topographic survey, utility fi eld surveys and 3-d fi eld scans will be performed by Adkan
Engineers and Design West Engineering, under supervision of CWDG representatives. Geocon
West will contact Underground Service Alert, and also obtain an Orange County Health Care
Agency (OCHCA) permit, prior to excavating 8 small diameter test borings to depths up to 25 feet.
Geocon will also perform a half day of Cone Penetrometer Test operations to evaluate existing
soil for liquefaction potential below habitable structures. Geocon will also perform percolation
testing for later use in stormwater retention/ infi ltration design. Envirocheck will test all existing
site buildings for lead, asbestos, and other notable hazards.

Once the City has indicated initial concurrence with the layout, we will develop an initial color
plan and 3-d renderings for conveying the working design to stakeholders and constituents. We will
include up to three revisions to the working concept, each accompanied by updated color plans and

Our team, including the key representatives of our subconsultants, will meet with the City, with
proper social distaning guidelines in place (or online if necessary, depending on the applicable
COVID protocol in place at the time of award). The purpose of this kick-off meeting will be to
allow the City and our team to establish the next steps for expediting the project design.

We will actively participate in as many community and Council meetings deemed necessary for the
forward progress of this project. All preparatory meetings and correspondence with City Staff in
advance of the community meeting are also included.

With City and Community buy-in to the updated conceptual plan, we will move forward with the preparation
of plans, specifi cations, and estimates (PS&E) necessary to obtain full City and applicable Agency approvals
prior to construction. All scope items within the City’s Request for Proposals (RFP) are included, even if not
specifi cally noted below. We will provide submittals at each plan milestone indicated in the City’s RFP. The
PS&E package will include all items deemed necessary for full City approval, but are not necessarily limited
to, the items listed below.
TASK 2 - DESIGN DEVELOPMENT (30% and 60% PLANS/ SPECS/ ESTIMATES)
1.DEMOLITION PLANS: We will prepare demolition plans to clearly indicate action for all items
to be demolished as well as those intended to be protected in place. For park renovation projects,
the intricacy and clarity of which items need to be protected in place is an essential portion of the
construction documents, and can eliminate the ambiguity that often triggers contractor change
orders during construction.
CIVIL ENGINEERING PLANS: Our subconsultant civil engineer will prepare a working
draft of the grading plan for construction of fi nished grading, drainage, street and parking lot
improvements, horizontal and vertical control, water and sewer plans, water quality management
plan (WQMP) and dust control plans. Cut and Fill earthwork calculations will be prepared at
the 90% point and again at the 100% submittal. The plans will be at a scale of 1”=20’ and
indicate detail fi nish grading, Particular emphasis will be placed on ADA access into and within
the park and will be designed with City input. Various options will be explored and refi ned into
the construction document details.

IRRIGATION PLANS: We will prepare complete irrigation plans to comply with local water
requirements and specifi c City requirements indicated in the RFP. All elements of the system
will be designed to carry optimal amounts of water to irrigate the affected sites. Full detailing
of all equipment will be included. Vandal resistance, durability, serviceability, reliability, water
conservation, effi ciency and, most importantly, consistency with City standards will be our primary
concerns.

1. We will attend the pre-construction meeting and provide written minutes and follow up information
as required.
2.When requested, we will assist the City with construction administration assistance for specialty
areas where specifi c technical expertise is required in determining conformance to design concepts
and approved plans and specifi cations.

TASK 5 - CONSTRUCTION ADMINISTRATION PHASE - DELIVERABLES

• Preparation of Architect’s Supplemental Instructions (ASI) as needed.

We will participate in weekly construction meetings, in support of the City and the City’s
Construction Management consultant. Based on our observations at the site and on the contractor’s
application for payment, we will assist in determining the amount owed to the contractor. We
will review job drawings, as- builts, RFI’s, samples and other submissions of the contractor for
conformance with the design of the project and for compliance with the information given in the
conformance contract documents, for the project.

We will review change orders and submittals for approval and issuance by the City. We will respond
to requests for information from the contractor, issue fi eld bulletins and requests for quotations.
We will maintain updated RFI, Change Order and Submittal logs, which will be shared online via
Basecamp app.
5.
We will review as-builts and assist in the reproduction of the as-built information on disc, for the
project.

Our in-house FAA Certifi ed UAS (Drone) pilot will provide monthly progress drone photography
for use in updating stakeholders and constituents of construction progress.

TENTATIVE SCHEDULE
The Community Works Design Group team is committed to meet any schedule the City wishes to meet. We
are a dedicated, fl exible group, with proven performance with the City of Cypress and all other references
listed within this proposal. We have also worked around sports league schedules when determining optimal
construction time frames.
We would be glad to follow up this proposal with a tentative schedule with placeholder dates if desired by the
review committee.
