HomeMy WebLinkAboutcwdgdesign for arnold cypress park statement of qualifications and proposal for submitted by: park planning andlandscape architecture november 10, 2021 rehabilitation st November 10, 2021 Mr. Nick Mangkalakiri, PE, Assistant City Engineer City of Cypress sent via email: nmangkal@cypressca.org RE: Request for Proposals (RFQ/RFP) for Design Arnold Cypress Park Rehabilitation 8611 Watson Street, Cypress, CA 90630 Dear Nick and Members of the Consultant Selection Committee: On behalf of the Community Works Design Group (CWDG)-led team of consultants, we are pleased to present this proposal to continue working with the City of Cypress. As Lexington Park rapidly approaches completion, we are ready to seamlessly transition our team’s efforts toward the design, bidding assistance, and construction administration for Arnold Cypress Park. While many of our colleagues that participated in the mandatory pre-proposal meeting are well-qualifi ed to perform the professional services described in the City’s RFP, we are confi dent that the CWDG team offers the best fi t for Cypress. This confi dence is rooted in the following points: • The CWDG-led team will begin Arnold Cypress Park with a strong familiarity and rapport with City staff, elected offi cials, and parallel City consultants. As we have successfully completed the park rehabilitation/ restroom replacement project at Oak Knoll Park, and have helped the City transform a challenging former golf course site into Lexington Park, we have gained much insight on what will work best to streamline the design and construction of Arnold Cypress Park. We are up to speed on the Cypress Brown Book and with the various agencies required to achieve all permit approvals. • Our team excels at park renovation and rehabilitation projects, especially where new design features will be dovetailed into existing mature improvements. One notable example of our success in park rehabilitation is the $18 million Frisbie Park Expansion for the City of Rialto, which was recently announced as a winner of the 2021 American Public Works Association (APWA) Southern California Chapter B.E.S.T. Award in the Recreational & Athletic Facilities category. • We understand the costs and intricacies involved in renovating existing parkland. It often becomes far more expensive than developing new land, especially in terms of tying new improvements into existing infrastructure. Additionally, the closure of a frequently used park should be done as timely as possible, with the entire project team working diligently to minimize interruption to park users . We 4649 Brockton Avenue - Riverside, CA 92506 - (951) 369-0700 / (951) 369-4039 fax- www.cwdg.fun • Our team consists entirely of subconsultants that we have teamed with on numerous successful park projects, including many familiar faces from the Lexington Park and Oak Knoll Park teams, such as D.A. Hogan, Geocon West and Envirocheck. Our collective familiarity with one another will ensure that we will “hit the ground running” on this project. CWDG prides itself on our ability to provide a fully-dedicated level of service to each of our municipal clients. Accordingly, we only pursue projects and clients that we can guarantee that ongoing client satisfaction can be fulfi lled. We are confi dent that we can continue providing this top level of service to the City of Cypress. This proposal acknowledges that the RFP was not supplemented by any Addenda. The members of the Design Team and I appreciate your consideration of our team for this important project. Please do not hesitate to call or email me directly with any questions. Respectfully submitted, COMMUNITY WORKS DESIGN GROUP Scott Rice ASLA, LEED AP, CASp President Landscape Architect CA #5111 / NY #2645 Certifi ed Access Specialist CASp-709 scott@cwdg.fun plan on walking the City through a series of critical decisions as the design progresses, to ensure that the proposed design will make way for a high-quality, durable, maintenance-friendly facility within the available funding parameters, and that can be achieved in an expedited time frame. • CWDG excels in providing and updating three-dimensional renderings to fully convey design intent to key stakeholders and constituents, as recently showcased in Lexington Park. This ensures that misconceptions and unfulfi lled expectations are managed from the early stages of the project. One service we plan to offer within the Arnold Cypress Park project is to 3-d scan the entire park site to aid in working through the design, as well as to create a benchmark for fully and accurately capturing the conditions of the park prior to construction. This has proven to be a much more effective means than videos or photographs of pre-construction conditions, especially for resolving claims by the project’s contractor regarding items the contractor alleges were damaged prior to construction. • The slated renovations to Arnold Cypress Park, as indicated within the City’s Request for Proposals have a strong focus in providing accessible and equitable amenities into the park. Accessible design is our forte! Our team will be led by our Principal Landscape Architect, Scott Rice, whom in addition to being an award-winning park planner, is the only landscape architect in southern California that also holds Certifi ed Access Specialist (CASp) credentials. MANAGING QA/ QC, SCHEDULE, AND TEAM: We will provide the City with a critical path schedule, prepared in Microsoft Project, and will adhere to the schedule we present. Our fi rm utilizes an online-based application called Basecamp to balance coordinate project responsibilities amongst internal staff and subconsultants. This platform also allows our clients to have the ability to maintain a real-time “window” into the inner workings of our fi rm. This accountability will serve as peace of mind for the City, with a level of transparency not offered by other fi rms. DELIVERABLES: We will provide all levels of deliverables outlined in the RFQ document. We utilize a wide variety of software, including AutoCAD 2021, Adobe Creative Cloud, Microsoft Offi ce, SketchUp Pro 3-d, and much more. We will provide hard copy and digital media in PDF or any requested format. OUR APPROACH: Our approach to design and quality control is unique to the industry. Every design project is assigned one Licensed Landscape Architect as Project Principal, one Licensed Landscape Architect as Project Manager, and one Assistant Project Manager. CWDG realizes that our success is based on our ability to deliver projects on time and within budget. This team approach will guarantee that the project comes in on budget and stays on budget with minimal change orders. WHAT SETS CWDG APART: While there are many similarities between municipal design projects, we have developed an understanding of what it takes for a project to truly stand apart and shine, as evidenced in our consistent winning of CPRS --> PROJECT MANAGEMENT, STAFF AVAILABILITY AND APPROACH TO QUALITY CONTROL STATEMENT OF QUALIFICATIONS AND PROPOSAL: DESIGN FOR ARNOLD CYPRESS PARK REHABILITATION 17 The City of Ojai has had many successes in working with the Community Works Design Group team for many years on various projects - from skate park design and management to the Sarzotti Park Master Plan. Their creativity and willingness to work well beyond the scope of the project in order to exceed our City’s needs is just extraordinary. They have always been there for our City and they have always been on time and within budget time and time again - Steve McClary - former City Manager - City of Ojai Awards of Excellence in Park Planning and APWA B.E.S.T. awards. Our team offers a wide variety of in-house services, such as Irrigation Auditing via our Certifi ed Landscape Irrigation Auditor, and Accessibility Evaluation from our Certifi ed Access Specialist (CASp), that are dovetailed into our fi nal products. CREATING FAMILY-FRIENDLY PARK SPACES: Our team has reviewed the conceptual plan as a refl ection of the community’s expectations regarding which amenities they want to see in the revitalized Arnold Cypress Park. Our team plans to further analyze the resultant spaces, especially regarding balancing the park’s circulation to be compatible with days where the softball league is making full use of the ballfi elds, as well as weekday mornings where parents will bring their small children to enjoy the playgrounds. We will work to eliminate “corners”, “hiding spots”, and “dead ends” to ensure users feel safe, regardless of how many people are enjoying the park. WORKING WITH CITY STAFF AND POLICY-MAKING AGENCIES AND STAKEHOLDERS: As we have worked on multiple recent park projects within Cypress and nearby cities, our team is very well versed in the intricacies of the City, having had a great rapport and positive working relationship with many department heads and staff members. For Arnold Cypress Park, CWDG President, Scott Rice, will be our team’s main point of contact. Scott has developed an excellent reputation for proactive communication with Public Works and municipal clients. We are confi dent that Scott’s leadership will continue providing the high quality of service the City has come to expect from CWDG into the future! OUR “NOT SO SECRET” INGREDIENT TO SUCCESSFUL PROJECTS is remaining in close, ongoing communication with the City and all key stakeholders throughout the life of the project - from concept to construction, and from constantly refi ning our methodology and processes based on lessons learned from previous projects. OUR RECORD OF MEETING SCHEDULES ON SIMILAR PROJECTS: We invite you to contact our listed references for confi rmation of CWDG’s ability to meet deadlines and critical path schedule milestones. This is especially apparent with projects where the project funding is directly connected to grant deadlines or fi scal year budgets. ADAPTING TO COVID LIFE IN 2020-2021: We have been successful in implementing online commu- nity outreach activities and in using alternative meeting platforms, including Google Classroom, Zoom, and Facebook Live. T yy“ have alwa “STATEMENT OF QUALIFICATIONS AND PROPOSAL: DESIGN FOR ARNOLD CYPRESS PARK REHABILITATION NOVEMBER 10, 2021 18 We understand the importance of defi ning realistic construction costs and cost increase projections when budgeting for construction projects with fi xed budgets. Our fi rm excels in this type of cost estimating, as we regularly prepare detailed construction plans, details, specifi cations and estimates for park projects, and strive to make our construction drawing packages the most biddable and buildable across the industry. Since we also perform Landscape Plan Check for various agencies, our fi nger remains on the pulse of the industry, and are able to glean tips and tricks to making plans more readable, maintaining a good balance of notes and clarifi cations without overwhelming the drawings with redundant information. We are regularly receiving bids for various public work projects. Upon receiving the bid we also request from the two apparent low bidders their unit prices. We incorporate these updated unit prices into our own in- house cost estimates. This allows our fi rm to provide up-to date cost estimates for our clients. One recent example of our accuracy in cost estimating is the Lexington Park project. Our engineer’s estimate was listed as $11.7 million for the base bid and seven tiered alternates. Twelve bids were received, with the average bid of $11.1 million. COST ESTIMATING EXPERTISE STATEMENT OF QUALIFICATIONS AND PROPOSAL: DESIGN FOR ARNOLD CYPRESS PARK REHABILITATION NOVEMBER 10, 2021 MODULAR MULTI-PURPOSE ROOM Harada Heritage Park Community Room, Eastvale, CA: a modular building, constructed in a factory and assembled on site In addition to the use of prefabricated restrooms, the CWDG team recommends the incorporation of a modular building for the multi-purpose room, as the limited scope will drive on-site construction prices to be overly infl ated. The image below shows a collaboration between CWDG and Design Space Modular for a park project in Eastvale. 19 Mr. Scott Rice is President and Managing Principal of Community Works Design Group (CWDG). STATEMENT OF QUALIFICATIONS AND PROPOSAL: DESIGN FOR ARNOLD CYPRESS PARK REHABILITATION NOVEMBER 10, 2021 22 Upon Notice to Proceed, our team will work with the City to transform the conceptual plan included in the RFP into a schematic plan, so that fi nal decisions can be made on layout, materials, and so on. A critical step in this process is developing real-time cost estimates so that we can ensure our design stays within the City’s available funding. Our team members will become intimately familiar with all aspects of the existing site, utilizing in-person inventorying by our in-house ISA Certifi ed Arborist and Certifi ed Landscape Irrigation Auditor. Topographic survey, utility fi eld surveys and 3-d fi eld scans will be performed by Adkan Engineers and Design West Engineering, under supervision of CWDG representatives. Geocon West will contact Underground Service Alert, and also obtain an Orange County Health Care Agency (OCHCA) permit, prior to excavating 8 small diameter test borings to depths up to 25 feet. Geocon will also perform a half day of Cone Penetrometer Test operations to evaluate existing soil for liquefaction potential below habitable structures. Geocon will also perform percolation testing for later use in stormwater retention/ infi ltration design. Envirocheck will test all existing site buildings for lead, asbestos, and other notable hazards. 2. TASK 1 - CONCEPT REFINEMENT AND SCHEMATIC DESIGN 1. 3. SCOPE OF WORK Once the City has indicated initial concurrence with the layout, we will develop an initial color plan and 3-d renderings for conveying the working design to stakeholders and constituents. We will include up to three revisions to the working concept, each accompanied by updated color plans and renderings. Our team, including the key representatives of our subconsultants, will meet with the City, with proper social distaning guidelines in place (or online if necessary, depending on the applicable COVID protocol in place at the time of award). The purpose of this kick-off meeting will be to allow the City and our team to establish the next steps for expediting the project design. 4. We will actively participate in as many community and Council meetings deemed necessary for the forward progress of this project. All preparatory meetings and correspondence with City Staff in advance of the community meeting are also included. 5. We will update the conceptual design and 3-d renderings based on the Community and City input into an updated color plan to memorialize the completion of this concept refi nement task. Multiple fl y-through rendering video clips (1 min. max each) will be provided for publicizing the project. STATEMENT OF QUALIFICATIONS AND PROPOSAL: DESIGN FOR ARNOLD CYPRESS PARK REHABILITATION NOVEMBER 10, 2021 We will put together an initial base plan, utilizing the data gathered in step 2, combined with the conceptual plan information previously prepared. The base plan will serve as a moldable tool for reshaping to best fi t the City’s needs and operational abilities. We will concurrently update our initial cost estimate based on our understanding of the City’s expectations for the park improvements. Because the funding of this project is limited, the ongoing cost assessment will be a critical step in the design process. Estimated costs will refl ect escalation to midpoint of construction. 6. 23 TASK 1 - (CONTINUED) TASK 1 - CONCEPT REFINEMENT/ SCHEMATIC DESIGN - DELIVERABLES • CAD and PDF versions of topographic and utility survey • Updated color concept plans, 3-d renderings, 3-d fl y-through videos • Cost estimates refl ecting estimated cost at midpoint of construction escalated pricing STATEMENT OF QUALIFICATIONS AND PROPOSAL: DESIGN FOR ARNOLD CYPRESS PARK REHABILITATION NOVEMBER 10, 2021 Shown below is a progression of color plan concepts developed by the CWDG team for Lexington Park, previously known as Cypress Sports Park.
