We have successfully completed many park rehabilitation and improvements projects for other cities throughout California and look forward to working with you and your team on the successful rehabilitation of Arnold Cypress Park. We are excited about working with the City of Cypress on this project and understand the city’s expectations for us from the pre-proposal meeting, the RFP, and visiting other rehabilitated projects in the city. We have also included Dick Fisher on our team to ensure that the community input he helped to gather and represent in the concept phase is carried through in the design development and construction documents. He also brings over 40 years of park design experience with agencies throughout Southern California. Experience Experience Rancho Jurupa Regional Sports Complex RHA lead a multi-disciplinary design team in the design of a 40 acre sports complex directly across the street from Rancho Jurupa Park detailed on the previous page. The site includes 4 full size synthetic turf soccer fields, 11 natural turf soccer fields in varying sizes, restroom and concession building, storage building, playground, picnic shelters, pathways, perimeter fencing and parking for RV’s and over 400 cars. On-site bio-swales and permeable pavers in a portion of the parking lot were used to address requirements in the WQMP. Experience Kare Park (Kare Youth League) RHA lead a design team in the preparation of Preliminary Planning and Construction Documents for a 16 acre youth sports complex in Irwindale. The site design included 1 lighted baseball field, 1 lighted football/soccer field, 3 softball/baseball fields, restroom building, 4 lighted full court basketball, playground, drought-tolerant native planting, central courtyard with fountain, 5 portable buildings converted to offices and program rooms, and on-site parking for 163 cars. All storm drain water was designed to be held in subterranean drainage vaults for percolation back into the water table. A state of the art sewer filtration system was installed to clean the effluent water prior to passage into the sewer leach fields. The site serves the youth sports programs of Kare Youth League and is also available for rent for residents in the greater San Gabriel Valley and beyond. The design process included meetings with the city and Kare Youth League staff and coaches. Experience American Heroes Park RHA lead a design team in the preparation of Preliminary Planning and Construction Documents for a 14 acre downtown park in Lancaster. The site design included 2 ballfields, 2 soccer fields, restroom building, 3 full court and 1 half court basketball, other hard court games, playground, central plaza with raised gazebo and trellis structures, veterans’ memorial, public plaza with gazebo for weddings and special events, drought-tolerant native planting and on-site parking for 127 cars. The site also serves the students in the Seventh Day Adventist School on the west and the Sacred Heart School on the east. The design process included meetings with local community groups, city staff and representatives from the Seventh Day Adventist School and Sacred Heart Church/School. The sports fields and courts serve the school children during the morning and early afternoon hours and the public during the late afternoon and evening hours. Portions of the park are open to the public at all hours of the day. Experience Nicholson Park RHA is currently working with the City of San Bernardino on the renovation/rehabilitation of Nicholson Park. This is very similar to Arnold Cypress Park in that existing park facilities will be demolished including buildings with lead/asbestos abatement, working around exiting trees, etc. The new design includes a full size ballfield, a Miracle League Field, all-inclusive playground, new parking, shaded bleachers, large picnic shelter, splash pad, dog park, exercise stations, new concession and equipment room building, and renovated restroom building. Construction documents are currently being prepared and construction is expected to begin in summer 2022. Experience Carriage Crest Park RHA is currently working with the City of Carson on an expansion of Carriage Crest Park. The project adds 10 acres of park land as well as renovation of the existing park to provide two ballfields, multi-purpose turf area for third ballfield and soccer fields, dog park, all-abilities playground, exercise station area, basketball courts, community center renovation, new parking lots, and a DG walking path. The project is currently waiting on funding. Experience James Woody Park RHA is currently working with the Town of Apple Valley on the renovation of James Woody Park. This is similar to Arnold Cypress Park in that a portion of the existing park facilities will be demolished while maintaining as many existing trees as possible. The remainder of the site will be renovated with new irrigation, turf, etc. The new design will provide two new ballfields, batting cages, restrooms, pickleball courts, basketball courts, skatepark renovation and expansion, dog park, all-abilities playground, picnic shelters, new parking lots, and a DG walking path. The project is currently waiting on funding. Experience Over the course of the firm's 46 years of work in Southern California, RHA has garnered a number of prestigious awards from a variety of organizations, including the American Society of Landscape Architects, the American Planning Association, and the California Park and Recreation Society (CPRS). The firm garnered CPRS awards for Excellence in Park & Facility Planning for the Cities of Upland (McCarthy Park), Riverside (White Park), Norco (Pikes Peak Park), Riverside County (Ranch Jurupa Park), and Carson (Dolphin Park All- Abilities Playground). Pikes Peak Park was also given an APWA (American Public Works Association) award of excellence. RHA takes pride in preparing documents that result in minimal to no change orders during the construction of the project. Our park projects typically have less than 1% change orders resulting from design errors and/or omissions. RHA strives and accomplishes this low change order percentage through a thorough in-house plan check process that involves the project Principal-in-Charge as well as another review by a principal and/or senior project manager. If and when issues do arise during construction, RHA works diligently to resolve the matter within 48 hours so that the construction can continue to move forward without incurring additional costs for delays. Project scheduling is an important part of the plan preparation. RHA utilizes Microsoft Project to prepare a detailed project schedule at the beginning of the project and updates the schedule on a regular basis to insure the project is completed on time. While we do not have control over agency reviews and internal agency schedules and priorities, we strive to complete our portion of the work in a timely manner per the project schedule to keep the project moving in a positive direction. The ability to accurately project the cost of a park development is a very critical step in the preparation of park construction documents. The cost of re-bidding a public park project if the bids come in too high can be extreme for a City already operating on a tight budget. We are constantly updating our computer-based cost estimating program with the latest price information from our most recently bid projects. RHA typically bids 3-4 projects per year which enables us to keep up-to-date cost estimate numbers for a variety of park projects. Refer to the Project Understanding and Management Approach section for examples of our project schedules and cost estimating. Project Understanding and Management Approach Project Understanding and Management Approach We understand that this project is to demolish the entire park site but save as many trees as possible. We have reviewed the existing Arnold Cypress Park site and are aware of the existing conditions but as part of this project we will need to analyze and take into consideration all project constraints, including, but not limited to, the condition of the irrigation system, electrical, buildings to be demolished, site accessibility constraints, CEQA requirements, community input, and the project budget. The Arnold Cypress Park Improvement project will create a sense of place and become a gathering point for all residents of Cypress and those living in close proximity to the park. On top of being a sports park, it will be a place for families to gather, meet neighbors, and make new friends. This park will help build a safer community, provide a place for children and adults to play and interact, walkers to rest, and a place to relax and enjoy the outdoors as well as the many sports activities. Located in a residential neighborhood on the north side of the city, Arnold Cypress Park has been serving the surrounding neighborhoods for many years. With the proposed improvements, the park will receive a brand new look and be recreated to meet the current recreational needs of the neighborhood and community. Improvements will include: • Four softball fields • Batting cages • Six pickle ball courts • One multi-use court • Centralized restroom and concession building • Multi-Purpose Room building • Basketball/volleyball court • Two Playground areas • Picnic pavilion • Walking/jogging path with exercise equipment stations As the design team continues to refine the Conceptual Site Plan it will be important to ensure that the community’s vision is maintained. We are excited to have Dick Fisher on our design team to help with this task. Dick led the city and community through the original Conceptual Design process to develop the plan that was approved by City Council. He will work closely with our team to continue the development of the site plan as we bring over 100 years of combined park design experience to ensure the rehabilitation of Arnold Cypress Park is a complete success. TASK 1 - KICKOFF MEETING, PROJECT MANAGEMENT AND COORDINATION We will coordinate and attend a project kick-off meeting within one (1) week of receiving the Notice-to Proceed from the City. The purpose of the meeting will be to establish clear lines of communications, review and redefine the proposed project scope and schedule and establish general design guidelines, discuss project goals, parameters and constraints and obtain background data. We will prepare a project schedule in Microsoft Project listing all tasks required to ensure a successful project from start to finish. We will establish review milestones in the project schedule and submit deliverable products in a timely manner for adequate City review and revision. 37 Design for Arnold Cypress Park Rehabilitation November 10, 2021 City of Cypress RHA LANDSCAPE ARCHITECTS - PLANNERS, INC. Project Understanding and Management Approach TASK 2 - SITE RESEARCH, TOPOGRAPHICAL SURVEY, AND REVIEW PROJECT DATA The RHA team will perform all necessary data collection that will include a topographic site survey, research, gathering and reviewing existing City records appropriate for the project site. RHA will review existing site information, including maps, landscape plans, topographical information, Geographic Information System (GIS) data, and street improvement plans, along with any requested information to complete a successful project. Included in this phase will be to identify areas of the project that will require traffic control plans for construction activities. We will complete all field reconnaissance necessary to verify existing irrigation and planting improvements and site conditions and locate and identify undocumented surface improvements relevant to the proposed redesign. BKF will provide aerial control and flight panel layout necessary for an aerial survey to be flown at 20-scale with one-foot contour interval. Their sub consultant will fly the site and develop an aerial topographic survey, which can be used as a background for the project base. Union field crews will then perform a topographic survey to locate detailed topography within the site area limits. This includes but is not limited to: existing building corners, finish floor elevations, walkways, curbs, gutters, hardscape features, stalls, and trees (typically over 4” diameter, with drip lines.) This includes supplemental data where critical exit and entry doors connect to the sidewalk where ADA accessibility conformance is vital to the design. The Path of travel (POT) walkway elevations, including any existing ADA Parking Stall elevations. Additionally, they will locate existing visible utilities within and to serve the site and obtain the rim and pipe invert elevation (with pipe sizes) of gravity utilities (sewer and storm drain), that serve, or are directly adjacent to, the site. This 20-scale topo will include 1-foot contours, on a developed surface in AutoCAD 2018 format. The record paper boundary will be delineated on the survey. Benchmark and Basis of Bearing will be stated and .pdf and .dwg version will both be provided BKF will map the “paper” site boundary per the current vesting deed listed in the Title Report provided by client. The record deed information will be ‘best fit’ to existing information that BKF will collect as part of the topographic survey. We understand that this is for planning/study purposes only. Resolved boundary survey will not be performed at this time in an effort to save the client/owner on the extensive costs related to a resolved field boundary survey and for BKF to be in compliance with the CA B&P Code and Land Surveyor’s Act. Our intent is to assist the client /owner in the planning efforts while remaining budget conscious. The “paper” boundary should not be used set building locations or used to be determined whether the site meets zoning setbacks. Utilizing the Title report and associated record documents in the Title Report, BKF will map the existing easements contained in the report and attempt to fit them to the “paper” boundary. Note that we are currently seeing more than the average errors in Title with respect to the vesting deeds and easement documents. RHA will visit and evaluate the site to determine the existing landscape conditions, grading, drainage, irrigation equipment, utilities, and other critical information required for a complete design. RHA staff will photo document the site, take notes on existing conditions, test the operation and condition of the irrigation system components. 38 Design for Arnold Cypress Park Rehabilitation November 10, 2021 City of Cypress RHA LANDSCAPE ARCHITECTS - PLANNERS, INC. Project Understanding and Management Approach TASK 3 - UTILITY RESEARCH & LOCATING BKF will hire a utility subconsultant to perform an investigation of existing utilities within the outlined work area of the site. The technicians will utilize various techniques to identify the location of existing utilities. Geophysical equipment may be used including GPR, Electromagnetic Locators, Ram Rods, etc. to assist in locating lines. Where geophysical equipment is utilized, the investigation will be performed to identify utilities to quality Level B as defined by the guidelines for quality levels produced by Ground Penetrating Radar. The utilities identified during the investigation will be marked out onsite following the American Public Works Association (APWA) guidelines for the marking of utilities. APWA industry standard colors will be used to mark the locations directly on the surface. Non-permanent water-based paint will be used where permitted. Where paint is not permitted (such as finished decorative surfaces or high traffic customer areas), we will utilize chalk, wax or other materials. At the conclusion of the work, our technician will prepare a written report summarizing the results of our survey. BKF surveyors will then survey the pothole locations and record rim and invert elevation of the gravity utility lines. TASK 4 - LEAD & ASBESTOS INVESTIGATION FOR BUILDINGS BEING REMOVED BOA Architecture will provide a site assessment of the existing buildings to be demolished and collect paint and asbestos samples of the existing buildings. The samples will be analyzed and a report will be created that is sufficient for abatement contractor to remove the lead and asbestos. TASK 5 - GEOTECHNICAL INVESTIGATION AND REPORT Converse Consultants will provide geotechnical field exploration and consisting of 6 borings, laboratory testing, percolation tests, and a full geotechnical report. TASK 6 - PREPARE CONCEPTUAL DESIGN PLANS The RHA Team will prepare three Conceptual Plans that will delineate all proposed site improvements listed above. Colored site plans will be prepared along with photo examples of the various amenities to help convey the design intent. We will meet with city staff to review the concepts and determine what changes are needed to move forward to the final concept plan. As part of the final concept plan we will prepare various photorealistic renderings and virtual fly-throughs to help illustrate what the final product will look like. Project Understanding and Management Approach TASK 8 - PRESENTATION TO COMMISSION AND COUNCIL We will present the final concept plan, renderings, and fly-throughs to the Recreation & Community Services Commission and the City Council for review and approval. We will make any final changes needed based on input from these meetings before moving forward with the construction documents. TASK 9 - CONSTRUCTION DOCUMENTS All plans will be developed using AutoCAD 2021. We will utilize the City title block at 24” x 36”. Construction documents will be submitted for City review at 60%, 90%, and 100% completion. Final drawing will be stamped and wet signed. A. Demolition Plans Detailed plans will be prepared plans illustrating the locations and limits of the proposed project and identify the location and limits of existing site features that are to remain in place and protected from construction activities. B. Construction Plans Construction plans will be prepared that will locate by dimensioning all site elements including ballfields, courts, play equipment, concrete paving, walls, fencing, and site furnishings. Details will be provided to demonstrate proper construction and installation of all the site elements. C. Precise Grading and Drainage Plans Precise grading and drainage plans. Plans will include finished grading design for the new site concrete walkways and ADA compliant pathways around the park from the existing street and Parking lot to the play areas. Area drainage system and construction details will also be shown. Services also include agency plan check revisions, construction notes, quantities, and construction details. D. On-Site Sewer and Water Plans On-site sewer and water plans will indicate new main/lateral alignment and sizing with cleanouts and valves from existing points-of-connection outside of the public right-of-way to the drinking fountains and buildings in plan-view only. Assumes existing connections within the public right-of- way will be sufficient for new service and connections will be made on the property site of the right- of-way and no additional offsite plans will be required. Plans include agency plan check revisions, construction notes, quantities, and construction details. E. Storm Water Hydrology and Hydraulics Drainage Report Hydrologic calculations will be completed to determine construction stormwater conditions. These calculations will be utilized to determine the hydrologic conditions of concern for the site. This task does not include analysis of off-site flows. F. Water Quality Management Plan (WQMP) WQMP/LID documents will be prepared in conformance with the requirements and conditions for Low Impact Development (LID) improvements that are compliant with NPDES Order R8-2010-0036. The WQMP/LID shall analyze prescribe structural and non-structural Best Management Practices (BMPs) in compliance with LID standards. Treatment control BMPs, shall be appropriately sized to meet minimum flow rate/volume mitigation design requirements of the local municipal agency. 45 Design for Arnold Cypress Park Rehabilitation November 10, 2021 City of Cypress RHA LANDSCAPE ARCHITECTS - PLANNERS, INC. Architectural Plans BOA Architecture will provide architectural plans and details for the new Centralized Restrooms and Concessions Stand and the Multi-Purpose Room buildings. Architectural themes will be discussed with the city and a cohesive theme will be utilized to unify all of the buildings and other structures on site. H. Electrical and Lighting Plans Electrical plans for the site will be prepared that will include lighting for: • (4) lighted ballfields • Lighted parking lots • Lighted walkways • (2) lighted play areas • (6) lighted pickle ball courts • Lighted multi-use arena • Lighted basketball/volleyball courts • Lighted picnic shelter • Power to Multi-Purpose Room building • Power to Restrooms/Concessions building • Power to batting cages I. IRRIGATION PLANS Irrigation plans will be prepared to water all proposed planted areas with 100% coverage. All irrigation plans will include the location, type, size and manufacturer of the proposed equipment and materials necessary to construct the irrigation system. The plans will also include all required notes and calculations necessary to demonstrate the engineering suitability of the proposed system. Pressure loss calculations, point of connection, mainline, lateral and head layout, drip irrigation layout, controller location, and flow calculations will be provided. The controllers will be ET based Smart controllers with moisture sensing capabilities, non-volatile memory. The system will be designed for a minimum efficiency of 70 percent. Details will be provided to demonstrate proper installation of all irrigation equipment. J. Planting Plans Detailed plans will be prepared for all planting areas on the site. These plans will locate and identify all items of plant material and inert materials such as boulders or rock. Drought tolerant plant materials will be used to conserve water, reduce maintenance and ensure the long- term health and viability of the plant material. Planting plans that illustrate the location, size, quantity and type of proposed plant and inert materials required to complete the project. The plans will include, but are not limited to, trees, shrubs, ground covers, flower color, and mulch. K. The estimate will be a very detailed line item document identifying all of the specific amenities proposed for construction as shown in the example below. These are excerpts from the Carriage Crest Park project we are currently working on in Carson. We will confirm current pricing with recently bid projects as well as discussions with our contractor contacts to ensure that the estimate is extremely accurate. Project Understanding and Management Approach TASK 11 - BIDDING ASSISTANCE & COORDINATION We understand that the City will coordinate the advertising of the plans and specifications for bidding and hand out all plans and specifications to the contractors. The Design Team will assist the City in preparing addendums, answering questions, and attending a pre-bid conference. TASK 12 - CONSTRUCTION SUPPORT The Design Team will review shop drawings, respond to requests for information, attend the preconstruction meeting, make weekly field observation visits of the project during construction to review construction progress as requested by the City. The City’s inspector will provide the day-to-day inspection and organize the meetings. We will support the City, advising and making recommendations. The following duties will be included in the construction administration phase: A. A pre-construction conference will be conducted to be attended by the City, Design Team, and the contractor along with major subcontractors for the project. All of the requirements regarding the hours of operation during the length of the construction process will be carefully outlined. All of the required contracts, bonds, and insurance will be reviewed with the contractor. Construction schedules as provided by the contractor along with the schedule of values will be reviewed and approved. B. Weekly visits to the job site will be conducted including meetings with the general contractor and the City to ascertain the progress of the project and its compliance with the contract documents. Meeting minutes will be prepared for distribution. C. All necessary drawings/specification clarifications will be prepared to further indicate project requirements. D. All submittals provided by the contractor as required in the contract documents will be reviewed and approved including shop drawings, samples, and product data. Turnaround time for review of submittals will be two (2) weeks from receipt of submittals in RHA’s office. E. Assistance will be provided as to the appropriateness of all testing and inspection related to the project. F. Upon completion of the project, a final punch list will be prepared for items to be corrected on the project by the contractor. Assistance will be provided in coordinating all of the required guarantees and operating manuals for all of the components of the irrigation systems. G. A final inspection of the park at the conclusion of the landscape maintenance period. We will make recommendations for acceptance by the City as appropriate. H. We will prepare as-built record drawings of the final installation based on as-built redline plans provided by the contractor. 49
