Verde Design, Inc. is an integrated landscape architecture and civil engineering firm focused on public athletic and recreational planning, design, and construction administration services for cities, counties, and park and recreation districts. We are uniquely qualified to lead this project in partnership with the City due to our extensive experience developing athletic facilities, specifically sports complexes, such as the one outlined through this RFP. To accomplish your goals, Verde Design has proposed a team of qualified, problem-solving professionals, led by myself, Mark Baginski (project principal), and Chris Giannini (associate and senior project manager). Together, we have had the privilege of serving numerous agencies throughout California with similar scope to your proposed project. If selected as the consultant to lead this project, we will bring our expertise and knowledge to ensure that Arnold Cypress Park successfully serves your citizens, as well as enriches the quality of life for your community. In direct response to the RFP, we offer the following key points, which sets the Verde Design team apart: • Technical Expertise: Verde Design’s nationally award-winning landscape architecture and civil engineering teams have unsurpassed technical abilities, which include unparalleled natural grass and synthetic turf field installed design, as well as hardcourt and pickleball experience. We have designed multiple types of batting cages from single tunnels to large covered structures with multiple tunnels for public parks, high schools and collegiate level. Utilizing stick built or pre-fabricated restroom and concession buildings throughout our projects is typical and we are well versed to respond to your needs and budget. • Recognized Leadership: Verde Design is a leader in the areas of athletic facility design and synthetic turf. We are the official outdoor athletic facility designer for the California Interscholastic Federation (CIF). We frequently speak at professional conferences such as California Parks and Recreation (CPRS – state and local levels), American Sports Builders Association (ASBA -Nationally) and American Public Works Association (APWA - locally). We provide educational presentations on synthetic turf topics, including the use of organic infills as alternatives to the crumb rubber, use and types of pads, multi-use field athletic performance and safety, field subsurface drainage, and stormwater management approaches to synthetic turf fields. • Quality Documents: Our quality control program has resulted in our construction documentation packages being recognized by the contracting community as being easy to read and execute and lacking ambiguities that result in potential change orders. This begins with our inhouse review process during the design phase of the project where at least three licensed professionals review the contract documents. Our uniquely developed specifications providing step-by-step quality control checks with stated tolerances built into the construction process to ensure that each layer of the park and especially the synthetic turf and court systems. This includes both pre-construction lab testing and on-site testing. Verde Design has guided and educated dozens of clients through their first synthetic turf field project, walking through the system of components, separating facts from fiction, and answering questions and concerns along the way. We have developed one of the most robust synthetic turf specifications in the state with the City of San Francisco who really led the charge on environmental and end of life issues surrounding synthetic turf. EXPERIENCE ARCADIA SOFTBALL COMPLEX, SAN JOSE, CA Project Description: Working within a tight 4.5-acre footprint, we were able to design four full-size adult softball fields by using tall fencing on two of the fields to maintain an average home run distance of 300-feet. The Arcadia Sports Complex is designed as one of the top premier softball complexes in the Bay Area. In a tight site surrounded by residential homes and apartments, the site includes two championship fields with terraced chairback seating, full bullpens, and covered dugouts. The site also includes two smaller fields with tall outfield fencing ranging from 8-14 feet tall, creating a feel similar to that of the 'Green Monster' at Fenway Park. Aside from the fields, the site offers amenities such as the unique central restroom/concessions building, thematic architectural entry signage, sports field lighting, picnic areas, thematic children's play areas, and a miniature synthetic turf ball field. This site posed two major challenges related to redirecting and treating all site drainage and how to balance cut and fill. The site is extremely flat, which has proved to be a challenge when running the cut and fill analysis to make the raised central plaza. With some careful design of slightly depressed C3 planting areas that treat all paved runoff, and a less than 3" drop of all ball fields, we were able to accomplish creating an 18" raised spectator plaza while still balancing the cut and fill. EXPERIENCE FAIR OAKS PARK, SUNNYVALE, CA Project Description: Verde Design was selected by the City of Sunnyvale for the renovation of Fair Oaks Park, a 15-acre community park located in Northern Sunnyvale, originally built in 1969. The design includes the replacement of the existing athletic field turf with synthetic turf for its baseball, soccer, and multi-use fields. This would be the City's first park with synthetic turf, which would reduce annual water usage and significantly increase play time during high rainfall seasons. In addition to the fields, the Verde team is working with the “Friends of Magical Bridge” community organization and City staff for an all-inclusive playground to be incorporated within the park design. The project also includes hardcourt improvements, expanded picnic areas, and circulation and infrastructure improvements. EXPERIENCE TAMIEN PARK, SAN JOSE, CA Project Description: Verde Design was selected by the City of San Jose (City) to provide two concept plans, a preferred concept, construction documents, bidding, and construction assistance for the City's Tamien Park. Included in Phase 1 of the park design, is a new parking lot, a pre- fabricated restroom/storage building, security lighting with power outlets, shade structures, picnic and play opportunities. Additional features of the park include a post-tension slab basketball court, synthetic turf volleyball court, youth play area, game tables, ornamental fencing, stone pilasters, signage, pervious and impervious paving, site-specific improvements, drought-tolerant planting, and an MWELO-compliant pump and irrigation system that is designed to be switched over to recycled water when it becomes available. In Spring 2021, Verde Design completed Phase II additions to the park, which included a natural grass multi-use field with accompanying shade structures, perimeter all-weather walking/running path, and field netting. An outdoor fitness/exercise area is provided with additional seating and shade. The park is designed to have direct linkage to the train station upon build out. EXPERIENCE DOWNTOWN PARKS, MORGAN HILL, CA Project Description: Verde Design was selected to provide the planning and design for three of the City of Morgan Hill’s newest park sites. Each park is unique in its environmental surroundings, topography, and proposed uses. The new parks provide the Morgan Hill community with three new recreational areas in which to enjoy, not only creative play experiences, but also two natural parks in the riparian and Oak woodlands. Program: • Railroad Park - The new entrance features reinforce the Train Depot theme with fun and exciting play structures for all ages and abilities, artwork among a colorful and textural landscape, as well as many observation areas, lighting, security cameras, and a self-cleaning restroom building. • Third Street Creek Park - The park design included revegetation of the natural grassland areas, and the creek riparian corridor. It is a quiet park that provides picnicking, playing on climbing boulders, and strolling, and sitting along Llagas Creek. Along the paths you will find environmental information signs and inviting pictures. Access to the park is made possible by the redevelopment of two streets, the installation of parking, lighting, security cameras, new vehicular circulation, and a repurposed pedestrian bridge. • Nob Hill Trail Park - This park takes advantage of select views of Morgan Hill, and the valley beyond with vista areas and informational maps and pictures. It offers picnic areas, exercise stations, hiking trails, and two long and steep slides that offer excitement to the brave. EXPERIENCE MINNIE & LOVIE WARD REC. CENTER, SAN FRANCISCO, CA Project Description: In a public-private partnership with the City Fields Foundation and the City of San Francisco, Verde Design was tasked with converting the existing natural grass field at the Minnie and Lovie Ward Recreation Center to synthetic turf. The project required mass grading and retaining walls to achieve a maximum 2% slope across the fields. An elaborate stormwater management system captures water, stores it, and slowly infiltrates into the site soils. The synthetic turf fields will stand up to more hours of play, and be usable and maintainable even in wet conditions. This benefits the sports groups of San Francisco, who were previously lacking opportunities for field use. EXPERIENCE KAISER PERMANENTE SPORTS VILLAGE, BAKERSFIELD, CA Project Description: Verde Design was selected by the City of Bakersfield to provide design services for the City's remaining 95 acres of undeveloped parkland for Kaiser Permanente Sports Village. PROJECT UNDERSTANDING AND MANAGEMENT APPROACH PROJECT UNDERSTANDING & APPROACH Verde Design understands that the City of Cypress' (City) Arnold Cypress Park is an existing 14.5 acre +/- park that is bordered by Crescent Avenue and Watson street on the North and East side with residential areas to the South and West. The park is widely used by the community and is home to Cypress girls’ softball. Existing amenities include softball fields, pickleball courts (formerly a skating rink), tot lots, a basketball court, a picnic area, and restrooms. The existing park amenities have exceeded their design life. In January of 2020, the City initiated a process to “reimagine” the park so that it would meet the current needs of the community. All of the existing improvements currently on site will be demolished and removed with the exception of mature trees that can be saved and the angled parking stalls along Watson Street. Since the existing buildings on site will also be demolished and removed, we have included a task item to test for asbestos and lead so that proper instruction and plan preparation can be provided for the bidding contractors should there be any concern with existing materials. We have also included an optional task for performing an initial environmental study /CEQA analysis with the preparation of the CEQA Initial Study Negative Declaration document as noted in the RFP. The City has conducted two (2) community meetings and one (1) sports group workshop to gather input for the new park. A conceptual plan was developed as a result of these meetings. PROJECT UNDERSTANDING AND MANAGEMENT APPROACH The new park development will include smart irrigation technology and a plant palette that facilitates water conservation. The proposed design will utilize sustainable and environmentally friendly design practices such as consideration of products that use recycled materials, reduce the use of energy, reduce the use of water, and reduce stormwater run-off. This approach includes the preservation of existing tree canopies, as well as the incorporation of low impact development (LID) and best management practices (BMPs). We will also look at opportunities to recycle materials currently on-site, such as concrete or asphalt paving, steel fencing materials, and trees that may have to be removed. Sometimes we are able to re-purpose existing materials and use them again. If not, simply recycling them responsibly is an option we always consider. We understand that the City's current construction budget for this project is $15,000,000 and that the design and construction schedule must be established to facilitate construction completion preferably by July 2023. Verde Design is an industry leader in the design and development of sports facilities with extensive knowledge of synthetic turf systems. We have delivered successful design services for highly competitive sports facilities such as high schools, colleges, and universities, as well as for recreational park facilities. We understand the importance of creating a family friendly sports park that suits the needs of community athletes as well as providing design ideas with safety in mind such as set back distances around fields, clear site lines from spectator areas to playgrounds and restrooms, security lighting, emergency call towers, safety netting systems, and efficiently designed amenities for parents and kids of all ages. Our proposed project manager Chris Giannini and project principal Mark Baginski have each been designing parks and sports facilities for over 25 years, and during that time have raised children that have played sports in parks like the City's Arnold Cypress park. We understand how important it is to create a family-like environment in a park associated with multi-use sports fields and activities. We have assembled a team of design and engineering professionals to provide the appropriate services noted in the RFP, which will exceed the City’s expectations. Our approach to this project and to team leadership begins with clarity of expectations and proper documentation throughout the design process. You will note in our scope of work below our “Submittal Book” document. We begin developing this book at the beginning of the project when we establish the Basis of Design Document as a programming tool. The Submittal Book will provide clarity of expectations and communication for all members of the design team and will include other documents such as updated cost estimates and schedules. As each deliverable is submitted, the Submittal Book is updated. The Book also includes tracking of critical questions and answers from the design team and City departments that are critical to design decisions or design changes that may occur during the design process. It serves as a record as to why decisions were made during the collaborative process. We encourage City staff to review this Submittal Book as well as the PSE documents to ensure that the collaborative design process is being documented accurately. PROJECT UNDERSTANDING AND MANAGEMENT APPROACH Regarding our internal team scheduling, submittal milestone dates are sent to production team members as calendar requests so that we all have the same dates and reminders on our calendars. If there are challenges with delivery dates either from a design team or City staff perspective, we discuss those issues and the possibility of scheduling changes if necessary. As we approach milestone delivery dates we also have calendar dates scheduled for all team members for internal QA/QC review. This is typically 2-3 weeks prior to the City submittal date and allows our sub consultants to review their own work as we review ours however it also allows us as the prime consultant to review our subconsultant’s work so that we can identify any items that may need to be addressed prior to the formal submittal to the client. Typically this review process internally is done by licensed professionals that have NOT been working on the project so that personnel that are not familiar with the project can look at it from a fresh perspective. We have found that this review process provides great results in identifying concerns that must be addressed prior to the milestone submittal. SCOPE OF WORK TASK I – PROJECT START-UP AND CONCEPTUAL DESIGN REFINEMENT A. Establish files and in-house documentation. B. Receive all available data, maps, reports, etc. C. We will provide 3 colored, conceptual plan options for consideration by the City. These options will be discussed with the City at one (1) presentation meeting where input and comments will be collected that will inform a final conceptual plan. Once a final conceptual plan has been selected, we will provide a final conceptual plan with 3D color renderings/photo simulations of vantage points from distinct locations within the park. We can also use the 3D rendering to create a fly over video of the final proposed layout. These different vantage points and video will provide accurate sightlines and views of different proposed park elements. TASK III – 30% CD SUBMITTAL A. Based on the comments and input received during project kick-off / programming phase and Concep- tual planning phase, we will prepare a 30% CD Level submittal. B. The 30% design submittal will refine the chosen con- ceptual design and provide necessary detail that will define the final design that will serve as the site plan and base for the construction drawings. The City of Seaside was looking to enhance a popular community park by upgrading the buildings, playing field, and play areas, and also adding a skate park. The Verde Design team provided a turn-key solution that included extensive community outreach, design services for the upgrades to the buildings, recreational facilities, landscaping, and master planning services for the renovation of the park. They worked diligently to add the greatest value while being sensitive to budget constraints. Assist in bid evaluation and contractor selection. TASK VIII – BID SERVICES A. Attend an internal virtual handoff meeting from the design team to the construction management team. Consultant shall be prepared to address possible construction pitfalls, items for the construction man- agement team to be aware of (special construction considerations, long lead time items, etc.). B. Attend one (1) pre-construction meeting C. Respond to questions, request for information, and provide clarifications. D. Review submittals and shop drawings. E. Provide design directives if necessary F. In addition to the pre-construction meeting and final punch list meeting we will attend an additional 19 construction observation meetings for a total of 21 meetings during construction. We will provide site observation notes and findings from our site walks. G. Review price requests and change orders. H. Conduct one (1) final punch list walk and report. I. Participate in “lessons learned” virtual meeting at end of project. TASK IX – RECORD DRAWINGS A. Review contractor as-built plans and setup a CAD file of the plans and submit to the City. Record drawings: Original record drawings shall be submitted on com- puter flash drive in Adobe Acrobat format. Addition- ally, submit two (2) black line copies. NOTE - As we provide RFI responses and or field directive respons- es, we update our CAD files during construction.
