Minutes 84-12-06 2[jl MINUTES OF AN ADJOURNED REGULAR 'MEETING OF THE CYPRESS CITY COUNC1[.. HELD December 6, 1984 The adjourned regular meeting of the Cypress City Council wa:; called to order at 7:40 p.m., on Thursday, December 6, 1984, at the Cypress Community Center, 5700 Orange Avenue, Cypress, California, Mayor John Kanel presiding. PRESENT: ABSENT: Council Members Coronado, Lacayo, Mullen, Partin and Kanel None Also present were City ~~anager Darrell Essex and Planning Director Christine Eynon. The Cypress City Council was asked to be present at the meetiing of the Affordable Development Corporation Board to respond to questions from the members regarding the status of the Senior Housing Project, and to discuss a plan of action. ~~r. Essex reviewed the alternatives for development of senior citizens' housing and summarized the financial limitations of the City in supporting senior citizen housing and related activities. Mr. Essex indicated that City staff support1ed Mr. Florey's suggestion that the best alternative at this time appeared to be a resubmittal of the HUD application for a senior housing grant. Considerable discussion took place regarding the advantages and disadvantages of using the the Cypress Elementary School site for the Senior Housing Project as compared to the property located adjacent to the Civic Center and partially owned by the City. As a part of this discussion the limitations of the City were explained due 1:0 the failure of the voters to pass Article 34 at the last municipal election. It was generally agreed that the Affordable Development Corporation would remain on an inactive basis until such time as further action was taken by thf' City Council in conjunction with the Cypress School District. Mayor Kanel stressed the need to continue major decisions until the report from the School District consultant is completed and suhmitted to the City r01Llncil in January, 1985, concerning the potential development alternatives for the vacant school site. Lengthy discussion continued reg.-ding the initial costs for thl~ preliminary work to change the site location to the Civic Center property and the amount of lead time needed for Mr. Flory to prepare and deliver the application to HUD. ADJOURNMENT: Mayor Kanel adjourned the meeting at 9:15 p.m. to the Counc:il meeting of Decemher 10, 1984, 7:30 p.m., in the Council Chambers of City Hall.
