requesting that the State Legislature reconsider the laws concerning such homes. }.~s.
Paulsen expressed concern over the effect on the neighboring cOIl'munity, as well as the

Tony Paulsen, 5968 N oumea Street, speaking in opposition to the proposal, stated concern
trat the owner of the property would not be living at t}-le residence where up to six mental

Jim {lrbanos, 5244 Ron:e Avenue, explained that a police officer had aclvised him to contact
Council regarcling an on-going neighborhood dispute concerning one family and several
neigh}1ors. fl,ir. Url1anos indicatpd tl->at the Police Department nas respon(led to over 400
complaints from the Kinder family against pis family and neighboring families in the past f,
Years, charges of whicn included harking dogs, noisy kir1s, and general harassment.
Roger Yinder, and his mother, ~largaret, of 5243 Cumherland Drive, stated that the
r>eighboring families nave continually harassed tt>em ann },ave vanclalized their property on
numerous occaSlons.

Councilman Lacayo warnec1 that because of possible litigation, tne Council shoulc1 not discuss

STAFF PEPORTS AND PISCUSSION: !'h. Essex indicatec1 that the School Board has
requested a joint meeting ,,'ith Council, and a date is needed to meet for the first budget
workshop. The Mayor inc1icated that the dates would be set l.ater in the evening.
CONTINUATION OF CONSIDFHATION OF PUBLIC HEARING PE: Ar..~ENDtv'ENT TO THE
ZONING OPDINANCE NO. ~4-4: OUTDOOR STORAGE IN COMMERCIAL ZONES: Y\~r.
Essex presented a staff report dated January 4,1981:. At the Decemher 10, ]084 meeting,
tne City Council expressed concern regarding Council authority in cases of Design Pevie\\' as
it relates to t~e proposeil Outdoor Storage Or{linance. Staff researched the existing Zoning
Ordinance and found that Section 18.4 already requires that the decision of the Design
Peview Committee be reported to the Council. Staff suggested placing all outdoor storage
requests on tne Consent Calendar of the City Council Agenda following the Design Review
ComI'"ittee's decision, thereny eliminating tne need for further Amendments to the :Zoning
Ordinance, as well as the proposed 60-clay waiting period which could nave a detrimental
effect upon nusinesses.
It was moved by Councilman Lacayo and seconded by Councilman Mullen to close the public
hearing and to app>-ove the first readinp, of the Ort'linance by title only, title as follows,
amending Section 10.3 of Zoning Ordinance No. 640, Performance Stanclards: Commercial

~'r. Espinoza inquired about what conditions Council would :require for issuance of the

In rf'ponse to the question from f.:'r. Espinoza regarding conditions for approval, Councilman
t-!ullen stated that if a IT' otio!1 for approval were entertained he would suggest 1) special
perTPit may he witj,drawn hy Council at any time; and 2) every complaint rf'ceived would be
reported to the City rouncil.
Councilm an Partin voiced his objection to approval of the permit.
J\Ar. S}lorey sUIted that taxes are received hy every City in "",hieh the Company '..vorks aJ"ld
adrlec that the C"ompany is willing to comport to all of the Council's wishes, concluding that
the Company is only requesting a chance.
Counci1I1'an f'..Aullen moved to close the public hearing and deny the permit based on the
nefYativC' report provided by the Police Department. Tne motion was seconded by Councilman
Lacayo.
Discussion ensured regarding the need to provide a more specific reason for denial and
Councilrran ~~ullen stated he did not feel the need to elabor'ate.
Councilman Lacavo recommended that the motion include Section 15-62 of the Cypress City
Code.
CouncilTPan T\'~ullen reiterated that his motion for denial is based on his judgement that this
permit would not he in the best interest of the citizens of C"ypress.
~/r. Essex explained that a communication from staff to the applicant will be sent stating
Council's decision and the reasons Sf't forth.

rONSIDERATION OF THE PPELU/INARY REPORT FROV THE LOS ALAMITOS AIH BASE
BLUE RIBBON COt\JMITTEE: ~layor Kanel took this item out of order to enable those
present to speak.
Mr. Craig Bourne, 10643 Jill Street, Chairman of the Blue Pibbon Committee, presented a
report dated January 8, 1985, summarizing the Los Alamitos Air Base Blue Ribhon
Committee's preliminary work. The Committee's five meetings have centerep around four
primary areas of concern: 1) Environmental Impact Statement that has been received; 7.)
information that can he ohtained Clirectly from the Air Base. personnel and records; 3)
proposed noise study; aml 4) h'o-way communication between the community and the rity.
After considerable discussion, it was moved by Councilman Lacavo and seconded ry
Councilman !I.-Tullen that staff research tne EIS concerning ills vali(lity with the present Base
operations; research further the feasibilty of a hotline to provide communication among the
City, comrrunity, ani! Base; and approve appropriations in tJ'e amount of $1,000 to proceed

rity Commissions. The City Council, upon reinstating the City Corr.missions, established a
policy of no cOIr'pensation for the rommissioners and conference attendance would be at the
expense of the indivioual commissioner. Since that time, t}-.e City Council has approved
limited expenditure for conferences for the Recreation ancl Community Services Commission
ano hilS approved reimbursement of $15 per meeting for the Senior ritizens Commission, not
to exceed one mf'etir.g per morth.

report was presented dated January 2,1985, sumtr'arizing the six hids received for the
construction of patternec concrete improvements on Valley View Street. This project would
replace narrow landscaped median areas on Valley View Street wit}> patterned concrete,
tnereby eliminating a costly maintenance problem.
It was moved by Councilman fv"ullen and seconded by C"ouncilman Lacayo to award the
contract to Onicnac Custom Construction Company, 1 (,01 \~T. Redondo Beach Boulevard,
Garc1ena, the lowest responsible hidder, in tne amount of $46,189.00. Tne motion

officio governing Board of Directors for the Cypress Recreation and Park District, to accept

Essex presented a sta ff report dClted Januarv 9, 1985, for Council consirleration of
membership renewal in the National League of Cities for tl1e period of April 1, 1985 through
}/arch 3l, 1986, in tre amount of $1,897.00.
\'ouncilman 1I1ullen ann t-fayor Kane] indicated support of maintaining membership in the
National League of \'ities and Councilman Lacayo ard C'ouTlcilman Partin indicated their lack
of support for renewal of memhership. Therefore, Mayor Kanel, hearing no objections,
ordered this itpm continued to tl->e meeting of January 28, to obtain a full Council vote.
CONSIDERATION OF NEWSLETTER ARTICLES: A staff report was presented dated
January 7, 1985, requesting Council review and comment on the l::ity l::ouncil Newsletter,
spring brochure.
It was moved by Councilman Lacayo and seconded hy Councilman Mullen to receive and file
the Newsletter articles f or the spring brochure. The m oti on unanim ously carried 4-0,
Councilman Coronado ansent.
