MINUTES OF AN ADJOURNED REGULAR MEETING OF THE
CYPRESS CITY COUNCIL
HELD
November 16, 2004
The adjourned regular meeting of the Cypress City Council was called to order at 5:31
p.m. by Mayor Keenan in the Board Room, West Wing of City Hall, 5275 Orange
Avenue, Cypress, California.
PRESENT: Council/Agency Board Members McGill, Sondhi, Mayor Pro Tem/Agency
Vice Chair Piercy, Mayor/Agency Chair KE!enan
ABSENT:
Council/Agency Board Member McCoy
Also present were Assistant City Manager, Director of Finance and Administrative
Services, Chief of Police, Public Works Director, Recreation and Community Services
Director, Assistant Community Development Director, Assistant City Engineer,
Administrative Services Manager, Contracts/Environmental Affairs Manager, and
Deputy City Clerk.

Discussion Reqardinq City Marketinq Strateqy ProqramlCampaiqn
The Assistant City Manager stated that the comprehensive marketing strategy comes
from a pre-defined goal in the City's adopted budget and a City Council request for
information to develop specific promotions and marketing brochures that would expand
the City's image.
The Assistant Community Development Director introduced Janet Hawkins, Hawkins
Advertising. He stated that the current marketing efforts are not coordinated and often
overlap in information at times. The Community Development Department developed a
work plan and held interviews with three consultants, with Hawkins Advertising being
the most qualified firm.
Ms. Hawkins discussed the approach and strategy that the City of Glendale used for its
marketing program and suggested areas that Cypress might address when developing
the first phase of its program. She stated that the process would lead to providing a
clear message and positioning for the community that could be rallied around.
She stated that the external community is as important as the internal community in
painting the picture of what it is like to work and live in the City of Cypress.
Council Member McGill asked who the program would be addressing first - the
business park, retail, residential, etc.
The Assistant City Manager stated that a comprehensive approach would provide a
vehicle and a system for communicating to everyone in the city.
Ms. Hawkins confirmed that she would first do a needs assessment with
recommendations to staff and the City Council.
Council Member Sondhi stated that she would like this to provide an opportunity to
review and adjust the City's mission statement.

It was the consensus of the City Council for staff to proceed with the needs assessment
process of the program.
The meeting was recessed at 5:55 p.m.
The meeting was reconvened at 6:06 p.m.
Discussion Reqardinq Adoption of Ordinance Establishinq Fats, Oils, and Grease
(FOG) Control Requlations Applicable to Food Service Establishments
The Public Works Director introduced John McKinley, ECIS, who performs inspection
services for retail establishments within Southern California.
The Public Works Director stated that FOG stands for Fats, Oils, and Grease that come
from animal and plant sources that are insoluble in water and harden and accumulate in
the sewer pipes. He stated that sources in a restaurant include food preparation,
baking, cooking oil, and cleaning.
The Public Works Director stated that Cypress has not had a sewer spill in the past two
years but when they do happen, the spills go back to thE~ beaches and streams causing
beach closures and affecting wildlife. Sewer spills also can cost a lot of money including
the levying of fines.
The Public Works Director stated that the City is required to have this program under
the Porter-Cologne Act and State of California Regional Water Quality Control Board
Order No. R8-2002-0014. In 2001, the Grand Jury determined that source spills due to
grease were a major factor in the cause of beach closures. The adoption of a City
ordinance is the legal framework to regulate discharge and how food service
establishments will be regulated. The implementation deadline is December 30, 2004.
He stated that Cypress reviewed how surrounding cities were implementing their
programs. He stated a business friendly approach will be used with the food
establishments. Staff is proposing no retroactive installation of grease interceptors,
promotion of education amongst the restaurants for compliance, cost recovery for
permits, and inventory to make sure the interceptors are maintained properly.
The Public Works Director stated that every restaurant will have to participate except for
those that are limited preparation food establishments such as coffee houses, sandwich
shops, and those establishments that do not have a fryer. Businesses will be inspected
and assisted through the process.
Council Member McGill asked how the public will be notified about the program.
The Public Works Director stated that an inspection Iletter will be sent to all of the
restaurant owners informing them that the City's consultant will be coming to introduce
himself and conduct an inventory of each establishment.
Mr. McKinley, ECIS, stated that a physical inspection and inventory will made at the
restaurants convenience.
Council Member Sondhi asked about periodic rechecks of the restaurants to ensure
compliance.
The Public Works Director stated that staff is proposing semi-annual inspections for the
restaurants and good housekeeping procedures, and quarterly inspections of locations
with grease interceptors.
Mayor Pro Tem Piercy stated that too few people are aware of the infrastructure
beneath the street that takes care of the sewage, which is getting old and very
expensive to replace. She stated she would like to seE! the homeowners educated as
well as businesses.

Mayor Keenan stated that the Children's Advocacy Council will be having a lasagna
dinner fundraiser at the Holiday Bazaar at the Community Center on Friday, November
19th.
