Resolution No. 6881 132 RESOLUTION NO. 6881 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND ACTING AS EX-OFFICIO GOVERNING BOARD OF DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT, TERMINATING THE PROCLAMATION OF THE EXISTENCE OF A LOCAL EMERGENCY BY THE DIRECTOR OF EMERGENCY SERVICES RATIFIED ON MARCH 23, 2020 WHEREAS, California Government Code Section 8630 and Cypress Municipal Code Section 8A-6 authorizes the City Council,or the Director of Emergency Services,to proclaim the existence of a local emergency to protect and preserve the public welfare when the City is affected or likely to be affected by a public calamity; and WHEREAS, on March 18, 2020, the Director of Emergency Services proclaimed the existence of a local emergency as a result of the novel coronavirus (COVID-19), a novel communicable disease; and WHEREAS, on March 23, 2020, the City Council of the City of Cypress, and acting as ex-officio governing Board of Director of the Cypress Recreation and Park District, adopted Resolution No. 6774 ratifying the Proclamation of the Existence of a Local Emergency by the Director of Emergency Services and that this local emergency shall continue to exist until the City Council proclaims its termination at the earliest possible date that conditions warrant; and WHEREAS, the local emergency and associated actions were designed to assist in a coordinated public health response to reduce transmission and illness severity, provide assistance to health care providers, coordinate and mitigate public services that may be disrupted from this emergency, and mitigate any other effects of this emergency on the residents of the City; and WHEREAS, following the proclamation of a local emergency, the City took extraordinary measures to protect public health and support local businesses, including authorizing outdoor dining and outdoor business activities, obtaining grant funds from the County, State and Federal governments, providing funding to local businesses, providing support services to at risk residents, obtaining local testing and vaccination sites; and WHEREAS, more than two years later, the threat of COVID-19 still exists but, in light of advances in medicine and availability of vaccines, the need for the City to exercise extraordinary local powers has reduced; and WHEREAS, pursuant to Government Code Section 8630(d), the City Council should proclaim the termination of the local emergency at the earliest possible date that conditions warrant. WHEREAS, the City Council hereby finds that conditions warrant termination of the proclamation of local emergency. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress, and acting as ex-officio governing Board of Directors of the Cypress Recreation and Park District, does hereby terminate the proclamation of the existence of a local emergency declared by the Director of Emergency Services on March 18, 2020 and ratified by the City Council via Resolution No. 6774 on March 23, 2020. IT IS FURTHER RESOLVED AND ORDERED, that the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original Resolutions. 133 PASSED AND ADOPTED by the City Council of the City of Cypress, and acting as ex-officio governing Board of Directors of the Cypress Recreation and Park District, at a regular meeting held on the 28th day of March, 2022.
