A special meeting of the Cypress City Council was called to order at 5:03 p.m. by Mayor Morales at the Navy Golf Course Banquet Room, 5660 Orangewood Avenue, Cypress, California. ROLL CALL Cypress City Council, also acting as the Ex-Officio Governing Board of Directors of the Cypress Recreation and Park District Mayor Paulo Morales Mayor Pro Tem Anne Hertz-Mallari Council Member Frances Marquez Council Member Scott Minikus Council Member Jon Peat STAFF PRESENT City Manager Peter Grant City Clerk Alisha Farnell Communications and Marketing Analyst Brooke Straus DISCUSSION ITEMS Public Forum on City Elections — California Voting Rights Act Presentation Facilitator Arianna Barrios provided introductory comments and presented an informational video on this item. PUBLIC COMMENTS AND QUESTIONS (Two minutes per speaker, unless extended by the City Council) Wayne Comeau, Cypress, spoke in favor of district elections. Gail Comeau, Cypress, spoke in favor of district elections. Hank Machal, Cypress, spoke in opposition of district elections. Beth Culver, Cypress, spoke in opposition of district elections. Glen Button, Cypress, asked questions about district elections and the CVRA challenge received by the City. Harumi Lucak, Cypress, spoke in opposition of district elections. Val Mallari, Cypress, submitted written questions regarding prior election turnout and the CVRA challenge received by the City. Seven anonymous questions were submitted via text message regarding the California Voting Rights Act, district elections, and the challenge received by the City.
