211106 November 6 Weekend News and NotesFrom:Peter Grant To:Peter Grant Subject:November 6 Weekend News and Notes Date:Saturday, November 6, 2021 12:18:52 PM Mayor and Council (via bcc), + Monday’s meeting starts at 6 with CVRA closed session. Open session is consent and the emergency shelter zoning public hearing. You’ll recall the public hearing is to consider State mandated changes to the zoning that controls where a homeless shelter could go. The changes have to be approved before the State will certify our Housing Element update. + If you need to contact Council Member Marquez, please text or call her as access to city email is restricted pending completion of cybersecurity training. + This week two businesses received Business Recovery Program waivers: tenant improvement for a new physical therapy office and a tenant improvement for DiaSorin Molecular, an existing the medical device manufacturer on Valley View St. + The Lincoln Ave. Specific Plan undergoes a review of its policies, guidelines and standards every five years. The purpose is to ensure consistency with the plan’s goals and recommend changes (if any) to the City Council. Planning completed the review and is not recommending any changes at this time (in large part because much of the Regional Housing Needs Assessment is allocated to Lincoln Ave. and we cannot make changes to the plan without impacting the Housing Element which under State review). + Park enhancements are underway at Darrell Essex Park, including a new meandering walkway between the playgrounds, a security light and new turf. + RCS is preparing for the Holiday Sing and Tree Lighting. Many of the schools that have performed in the past are not able to participate this year due to lack of participation or COVID guidelines. Confirmed performers are the Oxford Academy Choir and the CHS High Voltage Choir. RCS has reached out to additional groups to perform but may end up extending the performance times of the confirmed performers. + PD modernization is making the final push. Furniture and security cameras are slated to arrive next month with move-in scheduled shortly thereafter. + Our contractor performed emergency repairs to Storm Water Pump Station #3 on Myra this week. The needed repair (gas leak to the backup generator) was discovered while performing routine annual maintenance. + Public Works removed a large declining Cedar tree next to the Boys & Girls Club. In the Spring, we will replace it with a new 24" box Cedar tree. Over time, the new tree will learn to grow in the planter area and its roots will reach out to find moisture past the patio area into the grass area as it continues to mature. + Public Works completed annual sidewalk and sign inspection this week and will complete temporary sidewalk repairs by the end of the month. This year, we cross-trained new personnel to do the work. The permanent repair will be part of the upcoming annual concrete replacement project. + Golden State Water is installing their service line to Lexington Park this week. By next week, the park will finally have a permanent water source, which means the contractor can now move forward with installing the natural turf field (can’t install grass without water). + Southern California Edison provided an update that the two pole relocations along Cerritos Avenue is on track for March 2022. The street work is complete and temporary traffic delineation devices are in place to close off the right-turn lane until SCE can relocate their facilities. The driveway will not be affected and will be open for use once the park is open. (They told Nick there is a shortage of steel poles). + PD participated in the Boys and Girls Club Bingo Halloween. Officers helped call the bingo numbers as well as handed out prized to the winners. Patrol vehicles and Police Motorcycles were on display for the children to see and ask questions. The bingo event was held at three different locations within the city; Cypress Boys and Girls Club, Arnold Elementary Clubhouse and King Elementary Clubhouse. + PD responded to a vehicle burglary in the area of Bloomfield and Lincoln. As Officers arrived at they spotted a suspicious vehicle leaving the area and conducted a vehicle stop. During the investigation it was determined the vehicle and its occupants were not involved in the original burglary call. However, all three of the vehicles occupants were arrested. One for possession of a controlled substance, drug paraphernalia and a warrant, another for possession of drug paraphernalia, and the third for identity theft. + This week I was elected Vice President of the OC City Managers Association (more meetings!) and I have been invited to give a guest lecture to CSUF political science students next week. I am scheduled for oral surgery (wisdom tooth removal) Thursday (it’s Veterans Day and the city is closed). I expect to be out of action all day Thursday and Friday and am warned I should expect to be miserable for several days (yea!). We’re celebrating Owen’s (11/7) and Emily’s (11/8) birthdays this weekend. Owen is 8. Emily was 32 when he was born ;-).
