Council Members Hertz, Marquez and Minikus,
The subcommittee had its first meeting Monday and made excellent progress. As I mentioned in an
earlier meeting, it is targeting a special meeting (12/21 or 12/27) to provide its recommendations to
the City Council.
Part of the subcommittee’s charge is guiding the development of a neutral informational
presentation for residents at the community forums that would precede any advocacy from Council
Members and input from the community. The subcommittee requested I ask for your input on the
topics the presentation will cover. The subcommittee is inclined to limit the neutral information
presentation to 20 minutes and I recommended it include (at least and in no particular order):
· CVRA basics
· Cypress’ demographics and a summary of the demographer’s findings
· Recent city and CSD election results
· Comparison of at-large and by-district election formats
· Other agencies’ CVRA litigation experience
· The decision the City Council faces
· The process the city is required to follow if the City Council chooses to move toward by-
district elections
Again, the subcommittee would like your input on this list of topics (revisions or additions). Please
constrain your suggestions to informational topics - I expect the subcommittee will recommend
community forum format that provides Council Members the opportunity to advocate for each form
of election, which will offer the chance to promote either election format.
The subcommittee’s next meeting is Monday, December 6. If you would like to provide input ahead
of the open, special City Council meeting, please email me by 12 noon on December 6.
To comply with the Brown Act, it is important you send your input only to me. The nature of an ad
hoc subcommittee makes the Mayor and MPT “Brown Act buddies” on this matter and you may not
discuss the community forums with them outside a City Council meeting.
