PUBLIC PARTICIPATION
Consistent with current COVID-19 safety guidelines, members of the public can participate in this meeting
as follows:
1. Attend In-Person. Limited first-come, first-served seating is available. All in-person attendees are
required to wear a face covering regardless of vaccination status, adhere to social distancing and seating
restrictions, and must be free of any symptoms associated with COVID-19.
2. Attend Virtually via Webinar. This option provides the ability to provide live public comments during
Oral Communications or Public Hearings and view slideshow presentations. Please
register at https://attendee.gotowebinar.com/register/359360401956358157 to receive an email
containing a link to join the webinar. Advance registration is recommended.
3. Listen to the Meeting. The public may participate via the listen-only teleconference mode by calling
(415) 655-0060 and entering Access Code 656-052-597 when prompted. No registration or audio pin is
necessary.
4. Submit Public Comments Prior to the Meeting. The public may submit comments via email
to cityclerk@cypressca.org. Comments submitted by 2:00 p.m. on December 27, 2021 will be added to
the City Council agenda as a Consent Calendar item.

2.Approve On-Call Contract Services Agreement for Community Outreach and Public
Engagement
Prepared by: Peter Grant, City Manager
Recommendation:
1. Approve an on-call contract services agreement with Communications LAB for community
outreach and public engagement; and
2. Approve a task order for an amount not to exceed $37,5000 to Communications LAB for
California Voting Rights Act community engagement ;and
3. Appropriate $37,500 in the General Fund.

3.Consider Recommendations from an Ad Hoc Subcommittee Regarding California Voting
Rights Act - City Council Election Format Community Forums

Recommendation:
1. Approve the community forum schedule; and
2. Approve the community forum format; and
3. Approve the community forum information presentation framework and outreach plan.

The next meeting will be an adjourned Regular Meeting, to be held on Monday, January 10, 2022,
beginning at 5:30 p.m. in the Executive Board Room.
