REPORT OF WORKSHOP AGENDA/CLOSED SESSION
The Director of Finance and Administrative Services reported that the City Council held
a Workshop Session to discuss the American Rescue Plan Act spending plan. He stated
no reportable action was taken and the item will return to a future City Council meeting.
PRESENTATIONS
Mayor Peat presented Certificates of Recognition to the Oxford Academy Each One
Teach One club for their community service.
The Chief of Police introduced Police Services Officer Vladimir Barrientos.
The Director of Finance and Administrative Services introduced Account Clerk Ondrea

Yvette Sugino, Cypress, expressed concerns regarding a homeless individual located at
Ball Rd. and Walker St.
David Burke, Cypress, spoke regarding district elections.
Sonni Waknin, UCLA Voting Rights Project, spoke regarding the California Voting Right
Act.
Shelley Henderson, Cypress, spoke regarding upcoming events in December.
Malini Nagpal, Cypress, spoke in support of district elections.
Britney Cook, Cypress, spoke regarding homeless concerns and expressed support for
district elections.
CONSENT CALENDAR
All matters listed on the Consent Calendar are to be approved with one motion unless a
Council Member requests separate action on a specific item.
Council Member Morales stated that Agenda Item No. 10, the Warrant Register, includes
electronic fund transfer no. 9989 for $795.96 for reimbursement he receives as a
CalPERS annuitant. He indicated that in voting for any motion to approve the Warrant
Register, he would not be voting on electronic fund transfer No. 9989 for the reason
disclosed.
Council Member Minikus stated that Agenda Item No. 10, the Warrant Register, included
warrant no. 58109 for $802.44 for reimbursement he receives as a CalPERS annuitant.
He indicated that in voting for any motion to approve the Warrant Register, he would not
be voting on warrant no. 58109 for the reason disclosed.
It was moved by Council Member Hertz, and seconded by Mayor Pro Tem Morales, to
approve Consent Calendar Items No. 1 through 10.
The motion was unanimously carried by the following roll call vote:

and
2. Authorize the City Engineer to file a Notice of Completion with the County

System Evaluations, Project 302
Recommendation:
1. Approve Plans and Specifications for Sewer System Evaluations, Project 302; and
2. Award a contract to Pipe Tec Inc., Baldwin Park, CA, for $105,080, and authorize
a contingency of $16,000.

Item No. 11: Approve an Organic Waste Recycling Program; Amendments to the
Solid Waste Franchise with Valley Vista Services to Implement the Organic Waste

Change the Consumer Price Index Calculations; and a City Organics Recycling
Compliance Fee

The City Council discussion ensued.
It was moved by Mayor Pro Tem Morales, and seconded by Council Member Minikus, to
approve Valley Vista Services’ Organic Waste Recycling Program and related franchise
amendments; and approve franchise amendments adjusting residential and commercial
recycling rates and changing the Consumer Price Index calculations; and approve the
city organics recycling compliance fee, subject to a Proposition 218 hearing; and approve
the Proposition 218 notice and schedule; and set a public hearing for the rate adjustment.
The motion was carried by the following roll call vote.

program implementation at a future Council meeting.

It was moved by Council Member Minikus, and seconded by Council Member Hertz, to
adopt a Resolution establishing an ad hoc subcommittee for the purpose of
recommending community forums on the potential for electing Council Members using a
district-based election system; and confirm the Mayor’s appointment of Mayor Peat and
Mayor Pro Tem Morales as the ad hoc subcommittee’s members.
The motion was carried by the following roll call vote:

Sara Rohani, Los Angeles, spoke on behalf of Asian Americans Advancing Justice Los
Angeles regarding district elections and the California Voting Rights Act.

Mayor Pro Tem Morales:
Wished everyone a Happy Thanksgiving.
Council Member Hertz:
Wished everyone a Happy Thanksgiving. Stated the Orange County Library is now a fine
free library system. Met with residents regarding Lexington Park and encouraged
residents to reach out to Council Members with questions and concerns.
Council Member Marquez:
Wished everyone a Happy Thanksgiving. Attended an Orange County Fire Authority
Special Meeting. Welcomed City of Fullerton to Orange County Fire Authority. Met with
residents regarding Lexington Park. Congratulated Coach Feldman and Cypress High
School football on an outstanding season. Attended the Arcadia Band Review to watch
the Cypress High School marching band.

Council Member Minikus:
Wished everyone a Happy Thanksgiving. Thanked those residents who brought forward
concerns regarding Lexington Park.
Mayor Peat:
Wished everyone a Happy Thanksgiving. Expressed appreciation of City staff for their
work this year. Announced the Orange County Board of Supervisors made a decision
on the County district maps and can viewed on their website.
CITY MANAGER REMARKS
The City Manager wished everyone a Happy Thanksgiving. Announced the Holiday Sing
Event will be held on December 7 at 6:00 p.m.
