Morning Pete – attached is the updated presentation. I’ve included both a PDF of the full graphic
version and one with the notes.
The only thing I was not able to readily find was the highlighted information below – but we can add
that later, or allow the Council to recommend it be added?
I added the difference between the two systems with a visual representation – maybe too on the
nose? But the slides do capture Councilmember Peat’s comments.
Otherwise, I’ve incorporated and reordered everything else. Let me know if you need any additional
changes in order to send to Council.

Hi Arianna,
I think this is headed in the right direction and frames the issue without putting a finger on the scale
– good work and thanks.
Here are my thoughts:
1. Should slides 7 (What is a CVRA challenge), 8 (What Has Happened to Date), and 10 (The
Quiet Tsunami) come ahead of the presentation of elections systems types to better frame
why the community forums are being held?
2. Slide 6: I believe MV abandoned cumulative voting earlier this year
3. Slide 9: the Council has yet to decide if it will hold PH or make a decision about districts in
March and April. The schedule in the subcommittee material represents timing IF the Council
decides to voluntarily move away from its at-large election system, but that decision won’t be
made until (at least) March; and as we mention in Slide 6 by-district isn’t the only option
4. Slide 11: because they’re local it may be worth including Los Alamitos, Cypress School District
and Anaheim Union High School District on the list as nearby agencies that have transitioned
5. Slides 12-14: this would be a good spot to include a look back at Cypress’ history of electing
diverse candidates: since 2000, Cypress has elected an African American, two Asian Americans
and two Hispanics to the City Council and, for the first time, in 2020 female candidates
captured all open seats (I found this a slide 16, think it should move up)
6. Slides 17 – 18: I’m convince this information needs to be in the presentation, perhaps as one
slide that highlights their differences?

Gentlemen,
Thank you so much for your patience as I prepared this for your review and comment.
Attached is the full presentation outline for your Town Halls. Please note that there are detailed
NOTES on certain slides that will become part of the script for the presentation.
It is always our goal to keep the slides (or video visuals) high level and use voice over to provide the
details.
I’ve also provided this as a PDF with the Presentation Notes so that it is easier to read and provide
feedback.
A few suggested slides that Pete had noted, I am recommending that we build that data out
elsewhere so that the presentation or video does not run the risk of advocating for one position or
another – we want to stay as neutral as possible. There will ways be someone who thinks the
information was skewed as presented. This includes the Election history and positions for and
against Districting.
What I am recommending is that we place the Election History data on the back side of the Fact
Sheet we are preparing and script pros and cons to be verbally given as part of the “panelist” Q & A
Talking Points. I hope that makes sense.
