Thank you for the hard work and planning that has gone in to this project. My general
impression is that the messaging is very thorough, although a bit academic. You might
consider some changes in language to make it even more Cypress-focused. See what you think
in the context of the overall presentation.
Title Slide
I suggest a title such as Cypress Election Challenge: At-Large or District Elections?
I also think the VOTE graphics could confuse some people who are doing a quick click-through.
They might think this is an issue they'll vote on.
Presentation Overview Slide
I suggest a second slide be inserted to provide an overview of what will be discussed. It gives
participants some structure to hang the information on in their minds and let them know
there is a way for them to engage. Something like
This Presentation
Explains the challenge that is requesting Cypress change from At-Large Elections to
District-Based Elections
Provides an overview of the Federal and State Legislation related to the challenge
Describes the differences between At-large and District elections, voting and
representation
Reviews Cypress' election history
Provides several ways for residents to ask questions and tell Cypress City Council
Members what they think
Some ways to make it more Cypress-focused. Do whatever you think makes the most sense in
the context of the overall flow
Use the word Cypress instead of jurisdiction whenever it makes sense to do so
Consider Reframing page 5 from What is a CVRA Challenge - to Cypress has received a
CVRA Challenge. Then the bullet points change to something like:
Cypress received a challenge on xyz
Challenge claims that xyz
Consider adding more detail to slide 7 What are At-Large Elections
City of Cypress has used this system since xyz
All Voters select all of the Council Members. If 3 seats are available, you vote for 3
candidates.
Candidates may live anywhere in Cypress
Candidates run and campaign throughout the entire City.
Consider adding more details to slide 8 What are By-District Elections
Cypress would be equally divided by population into Districts; there are many
different ways to divide the City.
Candidates run and campaign in the District where they live, not throughout the
City
Voters choose 1 candidate to represent them. If 3 seats are open, you vote for
the 1 candidate that will represent your District
