PUBLIC PARTICIPATION
Consistent with current COVID-19 safety guidelines, members of the public can participate in
this meeting as follows:
1. Attend In-Person. Limited first-come, first-served seating is available. All in-person
attendees are required to wear a face covering regardless of vaccination status, adhere to social
distancing and seating restrictions, and must be free of any symptoms associated with
COVID-19.
2. Attend Virtually via Webinar. This option provides the ability to provide live public comments
during Oral Communications or Public Hearings and view slideshow presentations. Please

email containing a link to join the webinar. Advance registration is recommended.
3. Watch the Meeting. The City Council meeting can be viewed live on Spectrum Cable
Channel 36 or on the City's website at www.cypressca.org/watchlive.
4. Listen to the Meeting. The public may participate via the listen-only teleconference mode by
calling (562) 247-8321 and entering Access Code 825-436-485 when prompted. No registration
or audio pin is necessary.
5. Submit Public Comments Prior to the Meeting. The public may submit comments via email
to cityclerk@cypressca.org. Comments submitted by 3:00 p.m. on November 8, 2021 will be

Municipal Code Relating to Emergency Shelters

Recommendation: Conduct a public hearing and approve the first reading, by title only,
of an Ordinance amending Section 3.17.240 of Appendix I of the Municipal Code,
relating to performance and development standards for emergency shelters and finding
the action exempt from the California Environmental Quality Act.

Recommendation: Adopt a Resolution approving the Measure M2 Annual Expenditure
Report for the fiscal year ended June 30, 2021.
6.Approve an Agreement for Security Camera and Access Control Systems at the
Police Station

Recommendation: Approve an agreement with MVP Security Systems, Inc. to install a
security camera system and door access controls at the Police Station for an amount
not to exceed $95,397.
7.Approve an Agreement with the County of Orange for Meal Gap Services

Recommendation:
1. Approve the County of Orange Meal Gap Services agreement; and
2. Appropriate $105,000 in the General Fund for Meal Gap Services; and
3. Increase estimated revenues by $105,000 in the General Fund.
8.Approve a Task Order for the Civic Center Sewer Lateral Repair Design, Project

Recommendation: Approve a Task Order to AKM Consulting Engineers for $50,028 for
sanitary sewer design services and authorize a contingency of $7,500.
9.Award Contract for LED Street Sign Upgrades, Project 294

Recommendation: Award a contract to Crosstown Electrical & Data, Inc., for $73,618,
and authorize a contingency of $11,050.

1. Approve Plans and Specifications for Arterial Rehabilitation, Project 297; and

a contingency of $103,500; and
3. Approve a Task Order for Construction Inspection Services to TRC/Vali Cooper and
Associates, for $57,296, and authorize a contingency of $8,600.
11.Award Contract for Traffic Camera Upgrades, Project 295

Recommendation: Award a contract to Yunex Traffic for $56,135, and authorize a
contingency of $5,600.
