Campaign Plan
1.General Information
a.Type of Campaign:
This campaign plan is oriented towards incumbent Young Kim (R) who presides over
California’s 39th congressional district. In consideration to California’s two primary systems
during this election cycle, the Republican incumbent shall be campaigning against the Democrat
challenger.
b.Information on your candidate:
Young Kim (R), as many individuals can relate to, found herself immigrating to the
United States from Seoul, South Korea at a very young age. With a heart full of hope, Young
Kim began studying and eventually through her hard work graduated with a bachelors in
business administration from University of Southern California. Putting her degree to work,
Young Kim found herself becoming one of the 157 million working Americans today.
Nevertheless, she found herself wanting to impact the world we live in and thus began her
pursuit into a field of politics. Her first campaign was launched in 2018 and opened her eyes to
the lump sum game known as campaigns. Having lost, Young Kim refused to be dismayed and
Kung 2
came back in 2020 securing her position in office. To this very day she resides in office hoping to
change the lives of her district members who placed this task unto her.
Being a lifelong Republican, Young Kim employs this into her policy every
chance she gets. For example, Young Kim is a strong advocate for the economy and nourishes
business within her district. As Young Kim herself once stated she believes that small businesses
are the backbone of the economy. Pursuing that ideology, Young Kim strives for a policy which
rewards hard work and mitigates the government's ability to take that money. In addition, she
defends fundamental god given rights which the government has been established to uphold.
Finally, Young Kim believes that education is the future and it is important to bolster the new
generation. She does this by financing STEM programs alongside the numerous schools and
colleges within her district.
One of Kim’s greatest weaknesses is her inability to gather opposing parties' support.
This is due to her ideology and political alignment which the majority of other candidates most
likely struggle with. In addition, she resides within a district that swings often making it difficult
to establish a political party connection. Continuing, in her past election she won only by 1.2%
of the vote which may appear as a sign of weakness. Nevertheless, that was the election which
stole the seat from the Democrat incumbent and thus may be fair reasoning as to why. To
conclude, it becomes even more important to combat the weakness as these potentially may lead
to the failure of the campaign.
2.Information on your district
Kung 3
According to DataUSA there are about 717,000 individuals who reside within district 39
as of 2019. The median age within the district is 40.5 years with a median household income of
$96,431. Significant to note out of the entire population there are only about 350,000 registered
voters within the district boundaries. Continuing, Asian Americans make up one of the highest
ethinic groups totalling at about 32.4% of the total population. This is interesting to note due to
the percentile being much higher than other districts. More importantly, about 34% of the voting
population identifies themselves as a Democrat of some sort. Contrary to this, about 36% of
individuals find themselves identifying with the Republican party. As a result, it becomes
increasingly more important to not only secure your party's support but appeal to the 26.6% of
individuals who do not identify as either. The candidate that emerges victorious is the one who is
best able to succeed in receiving said voter support. As the saying goes, “campaigns are a winner
take all game.”
Kung 4
Some of the major cities to note are Fullerton, Brea, Buena Park and Yorba Linda. One
important factor to note is the wide number of schools which reside in the district alongside
community colleges. This becomes prevalent due to the fact that voters need to consider a
candidate's education policy prior to offering their support. Thus, according to the demographics
it becomes necessary to hold a strong policy towards education as this is substantial to the voting
coalition. In addition, the highest employment by industries would be in order healthcare,
manufacturing, retail trade and educational services. To conclude, it becomes important to keep
these factors in mind as to gain knowledge of what issues matter to voters the most.
3.Overall Strategy
Why is your candidate better than the opponent?
My candidate is better than the opponent due to the fact that they hold policies better
suited for the interest of voters in the district. To expand, Young Kim favors a strong economy
and will do everything in her power to advance that. As a result, she reduces taxes on businesses
giving them a chance to employ more individuals alongside households allowing for them to
reinvest back into the economy. Furthermore, it becomes a guarantee that my candidate will push
these ideologies through her policy every chance available. In addition, my candidate will defend
fundamental constitutional rights not limited only to the second amendment. Finally, my
candidate believes that it is imperative to invest in law enforcement officers as they protect the
district. These values make my candidate better for the district than that of my opponent.
Who is your candidate? What are his/her strengths and weaknesses?
Kung 5
Young Kim is one of the first Korean American women to be elected into the House of
Representatives. Being a trailblazer, she immigrated to the United States at a young age in hopes
for more opportunities. With hard work she was able to graduate from University of Southern
California where she put her degree to work. Not feeling impactful enough she attempted to
branch into politics but failed her first attempt. Refusing to give up, Young Kim ran for election
again and found her effort was rewarded. From there she participates in politics daily in hopes of
advancing the betterment for her district and the livelihood of those who reside within.
Young Kim being a traditional republican displays a strong sense of support for the
economy and mitigation of taxes as much as possible. This policy is something many individuals
can relate with due to the interest of keeping one's own money to themselves. Continuing, she
also supports small businesses as well as keeping commerce within her district at an all time
high. To further support this she offers tax reductions for households and businesses in efforts to
spur the economy. As important as that is, Young Kim also understands the necessity of
education and developing younger individuals for the future. Young Kim advocates for more
youth participating in the government alongside STEM programs with the belief that they are the
future. Being an immigrant herself she understands the struggle and importance of incorporation
while maintaining national security to its utmost. Finally, Kim advocates for the protection of
fundamental god given rights which are expressed within the constitution.
One of her biggest weaknesses is the fact that she struggles with the Democrat’s vote due
to her political party and policies. Many individuals may not appreciate how she votes regarding
gun ownership which unfortunately shows up more and more on the news. In addition, she has
voted against policies supporting minority groups such as the LGBTQ population which
Kung 6
potentially does not bode well in getting their vote. Furthermore, her lack of support for
government welfare may also hinder her a bit as this proves significant to many voting
individuals. Finally, certain individuals also may not support her tax reductions as it may appear
to be giving the wealthy a bigger break.
Who is your opponent? What are his/her strengths and weaknesses?
The opponent for this election cycle will be Jay Chen (D). Being an immigrant as well he
understands the necessity of integration and the struggle of what that is like. In addition to this,
he is a veteran having served for the United States and still is part of the reserves. In addition to
this, Jay Chen also serves on the board of trustees for Mt. San Antonio Community College.
Having a strong background within the community, Jay Chen hopes to further advance so that
tomorrow's issues become history.
As a democrat Jay believes in the further development of community to support the
individuals within said community. To expand, he wants to develop jobs and increase taxes for
the ultra rich corporations. In addition, Jay also wants to support government programs which
support individuals which reside in his district as much as possible. In addition, a huge area that
plays great importance to him is education especially with his background having served in that
setting throughout his life. Finally, in this modern era a woman's right to choose becomes
increasingly more important. As a result Jay tackles this issue by advocating for choice in every
area possible. Likewise, health care plays a huge role in this as well which Jay Chen also
promises to touch upon as it is a necessity for every American.
As a Democrat one of the biggest struggles would be to gain opposing party support as
this is necessary to win the election cycle. Jay Chen’s tax policy may sound ideal to some
Kung 7
members however to others just sounds like an increase in cost. As a result this may dissuade
some voters and could potentially impact the election. In addition, his lack of support for the
second amendment would cause political groups and some individuals to attack him on that
basis. Finally, being new there is a slight lack of experience which also may appear as weakness
due to the lack of ability for getting things done. All these factors are important to consider come
ballot time in determining the future of district 39.
What is your campaign message? Provide the simple rationale for your campaign? This is
your campaign message.
In a fast changing world it is hard enough to survive without worrying about how
changes in politics will affect daily life. To combat this, Young Kim moves forward and adopts
the ideology of keeping your hard earned money in your own pocket. By doing so the economy
is able to grow causing there to be a surplus in jobs. In addition to this, there will be no reduction
in quality of education as without a doubt this is what defines the future from here on out.
Without a promising young generation all this effort will eventually be for naught. Continuing,
there are god given rights which precede the government and shall not be infringed upon in any
way. By collectively working together, Young Kim hopes to build a future for our children and
one that they too will proudly pass onto theirs. Let our legacy be not empty words promised for
change but the actions we perform today.
What is your slogan? This is a phrase that would fit on a yard sign. It should reinforce the
key point of your campaign message.
Your Money, Your Pocket.
Kung 8
Explain how and why this message will resonate with voters. How does it contrast with
your opponent?
As mentioned prior many Americans know the struggle of living daily and trying to
simply survive. More importantly, it becomes difficult enough to work daily rather than having
time to ponder about how politics will play a role in daily life. My candidate understands this and
pushes for a policy which allows for individuals to keep as much of their finances to themselves
as possible. This resonates with the majority of individuals due to the nature of wanting to
reinvest in themselves along with the American dream. Furthermore, this also helps businesses
as they are allowed to focus on the development of themselves and their employees. A strong
economy is something that the majority of voters can understand and thus becomes a key
principle in our campaign's message. This highly contrasts with my opponent due to a
fundamental disagreement in ideologies. Rather than increasing governmental expenditure my
campaign runs on the premise that we will keep this to an absolute minimum.
What is the environment in your district? Unemployment rate? What are the major issues
or problems?
Within this district as mentioned prior education plays a huge role due to the numerous
schools scattered throughout the district. It is important to incorporate this factor into the
campaign plan as these are all members who partake in politics. In addition, the majority of the
population within this district work in sales, management or an office job of some sort (datausa).
This becomes significant as throughout the course of the campaign it is necessary to appease
them in hopes of securing their votes. Tying in with that, the majority of health insurance
coverage within this district is provided by the employer which proves extremely relevant. By
Kung 9
strongly supporting these institutions they will be able to provide better care for their employees.
Taking a look at major industries the two which immediately pop out are the education sector
alongside healthcare. Being the two biggest industries it is important to cater towards these
individuals while not neglecting the needs of others. According to DATAUSA, there is a 8.89%
poverty rate which has dropped 4.92% in the span of a year.
As mentioned above the biggest issues within this district would be the tax rate which
affects everyone, continuing development of jobs and the education sector. As many individuals
pursue to purchase property within the area the main consideration would be the cost and rates in
which they are taxed by. Continuing, this becomes an important issue when voting arrives being
that this is a consideration in many people's minds. In addition, it is necessary to allow for
members of the community to have complete freedom throughout how they condone business as
this would further develop the economy.
Are there demographic trends in your district that give you a strategic advantage?
In the past this was one of the Republican controlled districts that Hillary Clinton won in
her 2018 election cycle. This shows that though currently having a Republican this district at any
moment can potentially switch. As a result, it becomes even more important to advocate for the
campaign as well as target key voters which can swing the election. Furthermore, though
unseating a Democrat by one percent it becomes imperative that this election that percentile is
able to grow. Without this it may cause Young Kim to be a target as this can be translated into a
sign of weakness.
In addition, this district holds a very high number of voters who do not identify with
either political party. According to ballot reports in 2018 they made up about 26.6% of total
Kung 10
registered voters. These individuals will be a key focus on this campaign as they are most likely
the decision makers in this election cycle. Keeping the demographics in mind becomes important
in the process of crafting a winning campaign.
Who are the major figures or groups in your district? Will they support your candidate or
your opponent?
Throughout the entire district there are a number of schools and colleges which play a
role each election cycle. Especially when there are groups oriented towards teachers that impact
each election based on a candidate's policy. To factor this in the campaign holds a very
supportive policy of education as this is an investment into the future of America. In addition,
more money and programs will be pursued, especially ones with an emphasis on the STEM
section. By doing so there is a higher likelihood of receiving these groups support as it will
provide great assistance throughout the campaign.
In addition, as mentioned in other sections one of the biggest political groups would be
the N.R.A. To expand, every election they contribute funds to whichever candidate better suits
their ideas as well as distributing advertisements alongside attack ads. These can prove
detrimental to a campaign as the N.R.A. holds a big population of supporters and thus is
something to keep in mind. Understanding the political nature of gun control it is important not
to explicitly endorse support however allow our voting policy be the determinant. Through this
the goal in mind is to gain the support and finances without causing any loss in other potential
support.
What major endorsements do you expect to receive? How will they help your campaign?
Kung 11
One of the major endorsements expected to receive would be none other than the
Republican party. Specifically, in the 2018 campaign the Womens for GOP Leadership endorsed
Young Kim alongside providing financial contributions. Keeping this in mind it is reasonable to
expect that they will provide a similar role in this election cycle due to their interest in keeping
the seat held. With their endorsement this provides access to voters which would not have been
available elsewhere. In addition, any finances contributed are of great importance as campaigns
are costly expenditures to run.
In addition, Young Kim is also endorsed by the National Federation of Independent
Business. This being due to her strong support of small businesses alongside her own ventures
into this field. With this endorsement comes credibility and the support of members who take
part of this group. Furthermore, this also leads to potential connections which can result in more
funds being raised for the campaign. Finally, Young Kim is endorsed by the chairmen of the
entire Republican party. To no shock this allows for access to the vast amount of supporters who
identify themselves with this political party. Only naming a few, these endorsements prove key to
gaining more face value with voters as Young Kim will be able to identify herself with already
established parties and their coalition.
4.Voter Goals/Targeting
a.Total Registered Voters
2014 Registered Voters: 353,863
Democrat: 114,740 (32.42%). Republican: 136,092 (38.46%). Other: 8,650 (2.44%)
DTS: 94,381 (26.67%).
Kung 12
2018 Registered Voters: 365,642
Democrat: 126,111 (34.49%). Republican: 132,567 (36.26%). Other: 9,660 (2.64%)
DTS: 97,304 (26.61%).
b.Estimated Turnout and Why
2014 Turnout: 134,883 (38.12% Turnout)
2018 Turnout: 246,074 (67.30% Turnout)
I am able to first determine how many potential voters will come by taking a close look
at the total number of registered voters. Once I have that number I then compare it to the people
who voted for governor that year (as you begin to go down to the ballot there is a higher
likelihood of people not voting). From there I was able to estimate a turnout percentage for both
of those years. Seeing that there was a huge jump in turnout percentage from 2014 to 2018 this
will play a factor into my estimation. Thus, I believe that 68% of total voters will turnout based
on the available information. Continuing, I do not think that less people will turnout as it shows a
strong linear increase over the years. In addition, I can not foresee an even bigger jump in
turnout as the base percentage of 2018 is already very high. Concluding, I expect there to be a
stabilization and thus my prediction of 68%.
c.Estimated Drop off and Why
2014 Turnout: 134,883-133,225=1,658 (1.23%).
2018 Turnout: 246,074-244,393=1,681 (.07%)
Kung 13
I estimate the drop off to be the average between these two years. As we can see in 2014
there was a much larger amount of people who dropped off compared to the subsequent year.
Interestingly enough as we can see based off of 2018 the base number of drop off did not
fluctuate however the percentile did. As a result, I am factoring in a drop off rate of .65% as this
would be the middle ground between the two figures.
d.Exact Vote Goal and Why
As mentioned prior I am going off the assumption that there will be a voter turnout of
68% this election cycle. This would put about 248,637 voters coming out and participating in
this election. Young Kim being the incumbent would need to shoot for higher than fifty percent
plus one as this most likely would display weakness and qualify her as a target. Historically,
district 39 has swung back and forth from red to blue making it so that this would not identify as
a “safe” district. Young Kim was elected in the past election and won by a slight margin of 1% in
the 2020 election. As a result, to further secure her seat and also discourage the likelihood of
targeting the next election it is important to show an increasing percentile of voter support. Based
on this analysis, I am going to target 55% of the total available voters as this will secure the win
and also show strength for future campaigns. In conclusion, it becomes detrimental that Young
Kim secures at a minimum of 136,750 of the estimated turnout of voters.
e.Vote Target
Kung 14
The main determining factor in winning this election is dependent on the securing of 95%
of GOP voters. This is reasonable to assume as Young Kim identifies with the GOP and should
easily be able to utilize their voting turnout. Nevertheless, the base turnout of the GOP in itself is
not enough to win the election. To compensate for this it becomes necessary to also target about
68% of the decline to state voters. Being the incumbent and having those individuals already
vote for you in the past puts this percentile at a very achievable goal. Finally, the more difficult
areas would be securing 5% of the democratic base alongside 51% of those that identify as other.
This can be done through a targeted campaign which seeks to hold the base GOP while still
maintaining efforts to secure the requisite votes.
f.Base Number
By taking a look at past election cycles we can see that the absolute lowest percentage of
votes secured by a GOP candidate within this district is 48.84%. Interestingly enough this was in
Young Kim’s failed 2018 campaign. To touch upon, the main reason for such a low percentile
(relative to everything else) is due to the inability for Young Kim to conjure up financial support
in comparison to her opposition during that election. As a result I am able to determine that in
the absolute worst case scenario there is still a high likelihood of gaining 48.4% of the vote.
g.Opponents Base Number
For my opponents base number I took a look at past election cycles and made note of the
percentages to determine what the absolute lowest vote possible was. I am able to determine
during the 2014 election cycle democrats only secured 31.5% of the total vote. Though being
Kung 15
shockingly low it is important to note that the incumbent GOP at the time was highly approved
by the public playing a factor into this statistic. Nevertheless, this number serves as our
opponents base showing even with a terrible campaign there still will be a certain margin of
support for said democratic candidate.
h.Swing Votes
Total Percentage of Swing Votes: (100%-(My base number+Opponents base number.) 100% -
(48.4% +31.5%) = 20.1% Percentage of Swing Voters
Swing Votes needed to win: 50% - 48.4/20.1% = 8% of Swing votes needed to win
Vote Goal: 55% - 48.4%/20.1% = 33% of Swing votes needed to meet vote goal
Seeing that the base number of GOP voters is reasonably high puts the campaign in a
very strong position. Nevertheless, for a victory to be secured there still must be a small
percentage of swing voters who side with our campaign. We are able to deduce this by inputting
our vote goal, subtracting it by the base number and dividing that by the percentage of swing
votes to find out what percentage we need. Once that percentile is discovered then we deduce
that 33% of swing voters are needed to reach said vote goal.
5.Earned Media/Press Plan
As with every campaign, sometimes the determining factor in success is which candidate
is able to better get him or herself out and known by the rest of the population. At the end of the
day come ballot time, all candidates simply become a name on a voting slip. Thus, it becomes
increasingly demanding that as part of the campaign we begin to associate a face and ideals to
that name. We tackle this issue by breaking it down into three separate segments. First, how we
Kung 16
are able to get our candidate more time with the press. This can be done through many ways such
as proposing policies which will eventually lead to interviews. Furthermore, any campaign news
being released to the public should also result in time on screen for Young Kim In addition to
this, it would also be wise to allot some funds from the campaign in hopes of purchasing mass
media. Through the incorporation of these elements we will be able to ascertain enough publicity
so that our candidate will not become just a name. The second part is how we chose to condone
ourselves during these key media times. To expand, the main goal of every second on screen will
be to push the campaign message alongside advocating for peoples votes. In addition, it is
important to remember that our candidate is the incumbent and thus already generally known by
the population. As a result, it becomes a heightened requirement for the challenger to make
himself known and to display that he is capable. Furthermore, by being the incumbent we are
able to build upon what we have already done alongside the network of individuals met through
time serving. Finally, it is important that every press interaction be treated as an opportunity to
further advocate for the campaign. There is a famous saying which goes, “any press is good
press.” Though not necessarily true the principle stands which the campaign will adopt in hopes
of gaining more notoriety than the opposition.
Kung 17
6.Finance Plan/Fundraising Plan
By using the Federal Election Commission we are able to gather an accurate report of
how much funds each candidate raised per election cycle. As a result, we have access to Young
Kim’s 2018, 2020 and her ongoing 2022 campaign. In addition, there also are past candidates
not exclusive to Young Kim, which though helpful no longer, accurately portrays the district’s
finance composition. Expanding, as the years progressed funds raised by each campaign began to
propel upwards until finally stabilizing around 2018. Thus, in hopes of maintaining maximum
accuracy it seems more sensible to analyze Young Kim’s past finance reports to predict money
raised in support of the campaign. Taking a look we are able to determine that according to the
FEC in 2020 she was able to accumulate around 6.4 million for her campaign. Upon closer
inspection the figures determine percentiles of where the contributions come from on a monthly
basis. For example we are able to see that 92% of young Kim’s finances come from some sort of
individual donation. With that information we begin to tie it in with our prediction thus making a
reasonable hypothesis of where the funds will be coming from.
Kung 18
For this campaign it seems very reasonable to raise seven million dollars in hopes of
re-electing Young Kim. Firstly, this number is very achievable due to her having achieved a close
figure in her past election. In addition, as she is the incumbent and already has served this may
prove effective in the assistance of raising more contributions. Through her time serving more
individuals are able to associate her with her policies and thus begin to understand core
ideologies. Finally, this figure is sensible as according to her 2022 reports she has already raised
around 2.5 million dollars for her campaign. Being almost halfway there it makes sense that she
will be able to surpass her 2018 figure and make for a stronger campaign all around. Money may
not be everything however money is a part of everything.
7.Anticipated Role of Political Parties and Outside Groups
The biggest factor that political parties will play is with candidate identification for the
party they reside in. The majority of Americans know what the GOP and Democratic party are
and also offer their support. As a result, by associating one's campaign with that political party
they are appealing to the voters and supporters of said political party. In addition, they are also
tapping into the vast connections along with political donors amongst each party coalition. By
associating with the Republicans, Young Kim hopes to secure endorsements, donors and voters
alike. All these prove essential to the success of a campaign as it is nearly impossible to
accomplish alone.
One of the biggest groups most anticipated to play a role this election cycle would be the
NRA. Being an extremely huge political group it becomes important for them to advance their
means through funding candidates which share similar ideals. In the last election cycle the NRA
made donations to Young Kim’s campaign and most likely will do so again. In addition, they
Kung 19
also most likely will contribute by making third party advertisements alongside having their
supporters advocate for Young Kim. This becomes increasingly significant due to the wide reach
the NRA has in consideration to the tools within their disposal. In addition to this there are many
donors within the Republican party who most likely want to keep this district a part of the red.
As a result, my candidate will be able to tap into this through careful crafting of policy alongside
promising to advance supporters ideas.
Finally, it is important to note the many schools which reside within said district. As a
result, many political groups such as teachers across America will also factor this in when
election time comes. It is important to note this as their support alongside funds may potentially
determine the results of the election. Furthermore, there is the possibility of launching attack ads
against a candidate they deem to be a threat to their agenda. To conclude, all these outside groups
are important to consider for the campaign plan in hopes to gain their support as well as
mitigating efforts against.
8.Field/GOTV/Volunteer Plan
One area where we hope to succeed especially with this campaign is our ability to get out
the vote and reach individuals across the district. Taking a look at our finance report we can see
that money has been allocated to purchase gift cards for the volunteers. Continuing, this proves
as an incentive to motivate individuals to volunteer as their labor will be rewarded. As a result,
we hope this tactic will cause more members of the community to come out and support our
campaign through their volunteer work. Alongside this, we also will look for volunteers on
school campuses offering internships and community service as this proves to be invaluable
experience gained. This too should help with the addition of volunteers as hopefully many
Kung 20
individuals will want to capitalize on this opportunity. Summarizing, through the usage of gift
card incentives alongside valuable experience this should cause an influx in volunteers in support
of our campaign. These volunteers will be responsible for canvassing homes, making calls and
handling social media so that previous funds can be allocated elsewhere. Finally, these
volunteers are also potential votes gained as they will be able to witness Young Kim’s campaign
on a more personal level.
In addition, it is also necessary to have paid workers canvas homes and attempt to
persuade more support throughout the population. Seeing as in person interaction tends to stick
longer than a virtual ad it becomes important to maximize this tool. Thus, within the budget there
have been funds allocated just for this specific use. Understand this there are more than enough
workers to easily hit 100,000 homes each month. Throughout the course of the campaign this
should result in 700,000 homes which amounts for nearly the entire district. Not only will they
be able to amass support but also find out how each household intends to vote this cycle.
Furthermore, swing vote homes will be targeted as this is what will lead to the victory. With our
volunteers working in combination with paid workers this should make for an effective GOTV
plan as there should be more than enough time to reach the entire district. To conclude,
understanding the importance of human interaction we have allocated a portion of the budget for
this very purpose in hopes of setting us apart.
9.Paid Media Plan
Kung 21
Throughout the course of the campaign exactly 60% of the entire budget has been set
aside to pay for strictly television advertisements. The reasoning behind this is due to the nature
of the media market district 39 resides in. Being within the Los Angeles area this causes for one
gross rating point to cost $2,300. Dividing the funds allocated to the final three months we are
able to spend $1,400,000 each of the subsequent months of the campaign. This adds up to about
609 gross rating points per advertisement. This should allow for a good portion of the population
to experience said advertisement while in person interactions alongside mail can substitute the
remainder. In addition, as touched upon prior, a good portion of the budget shall also make up for
mailing as this will further shed light unto Young Kim’s campaign. These mailing pieces can
include but are not limited to biography, attack and contrast pieces. Anything the opponent
chooses to launch will be followed upon swiftly as this is part of the monthly budget.
Continuing, within the first three months of the campaign there will be $25,000 to spend on
billboards, yard signs and anything else of that nature. Seeing as unlike digital ads these do not
vanish without continued patronage there is no need to continually spend funds each month.
Finally, $18,750 has been set aside each month for digital ads on media platforms.
Understanding that about $16 is equivalent to 1,000 clicks there has been enough space
purchased to be viewed at around one million times. Overall, this seems to be an effective
amount of the budget allocated as the rest will be remediated through in-person interaction.
T.V. AD-
Ad Type: Bibliographical and Contrast
Scene: Showing millions of Americans everyday waking up and joining the workforce.
“Millions of Americans wake up everyday in hopes of securing their own portion of the
Kung 22
American Dream.” Show footage of Young Kim’s contribution alongside tax cuts and helping
small businesses. “Immigrating to the United States, Young Kim worked hard and secured her
own portion of that dream. Young Kim understands these struggles on a personal level and
advocates for policies keeping your money in your pocket. Being the Incumbent she understands
what is required everyday to make her district a better place overall. Rather than increasing your
taxes, Young Kim hopes to mitigate expenditures while developing businesses all around her
district.” Show happy footage of individuals supporting Young Kim (students, teachers, workers,
ETC). “With your help she hopes to build upon fundamental values which allow for America to
be the country it is today. That is why it is imperative that each and every individual comes to
vote as their voice needs to be heard.” During this show footage of policies and their results
which Young Kim has enacted during her time elected. Reiterate the campaign message
alongside continuing to advocate for votes through the entirety of said advertisement.
10.Social Media/Internet Plan
The majority of my social media interactions will be through volunteers as I do not want
to have to utilize hard earned campaign funds. Thus, I will have volunteers constantly being
active within the social media sphere to influence younger voters who historically use these
platforms more. In addition, every post will always advocate for voter support as without this all
this effort is simply wasted. In addition, social media proves to become an effective tool in
educating the masses at what exactly the candidates platform is and the policies they support. As
a result, it becomes important to use this platform effectively in showing voters what exactly
Young Kim hopes to accomplish. Furthermore, social media will be an effective way to go viral
Kung 23
and respond to attacks from opposing candidates. As a result, this instrument must be effectively
used in gaining support from your district.

4.This coming election cycle it is necessary for me to have all your support as I will
attempt to change things for the better. For me to make these changes I will need you to
back me up as it is impossible for me to do this alone. I believe in the American people
and allowing for the democratic process to run its course. Every single vote matters and
that is why I am asking for yours.
5.Do you remember what it was like to be a child and wondering what the future holds for
you? So do our children today which eventually will grow and become the next
generation. It is imperative that we as a collective bolster the youth at whatever means
necessary. My campaign will spare no expense in the education sector as this is what
builds the foundations for a successful future.
6.Many Americans go to work on a day to day basis and have no time to worry about how
politics will shift their lives. I understand these concerns and advocate a policy of
keeping your hard earned money to yourself. No longer will you have to worry about
high tax rates and instead focus on the dreams which everyday become closer to reality.
That is why I need your support to make my dream a reality and benefit everyone in my
district who gave me their support.

7.Everyday millions of Americans wake up and take part in the labor force in hopes of
making their dreams a reality. These hard working people do not have time to worry
about how politics will impact their daily lives. My policies will reduce taxes on these

8.Education is the future and should be treated as such. The youth should have everything
at their disposal and I hope to give them so. In addition, we should advocate for more
STEM programs as this without a doubt is what will push us into the next generation. I
will need your vote to further our education sector and invest in our future today.

9.Voting is the very tool in which our democracy is founded upon today. With each vote
Americans are able to shift their government to how they see fit today. A government

11.Budget
Kung 26
One of the first things required to handle is making sure all the essentials for a campaign
can fit within the budget. As a result, 60% of the entire funds are set aside to purchase television
advertisements for the campaign. Being a part of the Los Angeles media market this causes for
an exceptionally high cost of 2,300$ for one gross rating point. Splitting them evenly towards the
final three months (as they are the most important) there is about a 609 gross rating point average
per advertisement. In addition, there are consistent amounts set aside to continually advertise
digitally through the entire portion of the campaign. In addition, to make sure the advertisements
are being properly targeted prior to each media buy there is a significant portion of money set
aside to conduct a poll. This allows for greater understanding of our district rather than
attempting to shoot blindly into the dark. Lastly, every month there is bibliographical mail being
passed out to individuals within the district in hopes of shedding more publicity. If necessary, the
biography mail at any time can be transferred for attack ads or contrast as they already have been
allocated within the budget.
In regards to staff there have been monthly expenditures allocated for the recruitment and
usage of necessary staff members. These are not limited to field coordinators, volunteer
coordinators and campaign managers. In addition, the campaign has purchased an email address
alongside a campaign website for individuals to witness what Young Kim stands for. Continuing,
paid workers are on budget every month hoping to reach a minimum of 100,000 houses each pay
period. Throughout the course of the campaign as they remain consistent they should eventually
reach the entire district at a more personal level than advertisements alone. Finally, the required
office space has been purchased and calculated through finding of a six month lease within the
Kung 27
district. Money also has been set aside for utility expenditure along with leftover funds for other
unforeseeable expenditures.
12.Campaign Speech
Throughout the campaign speech one of the key factors was making sure that Young Kim
explicitly asks for voters' support. This is due to the fact that an actual request remains much
longer in individuals' minds than just reasons for voting in your favor. As a result prior to
beginning policy ideas I made sure to incorporate an element of requesting the coalition's
support. In addition to this the majority of the speech consists of reasons why Young Kim is the
better candidate through her policies. To better fortify these points we focus on how she will
handle economic issues alongside her stance on education. With these matters in mind it will
provide a gateway to amass more potential voters through publicity. Understanding Obama’s
strong oriating skills I hoped to follow suit by adding the idea of the United States being the
great equalizer. In addition, there is utilization of repetition of ideas to further hone in the spirit
of connection which unites us all.
Speech: https://www.youtube.com/watch?v=z71HH41IbxU
Democrat or Republican what unites us is the spirit of the United States of America.
Millions of Americans every day wake up and go to work in hopes of building upon a future that
they can be a part of. Nevertheless, as time moves forward it becomes hard enough to make a
daily living. With new taxes constantly taking money away it becomes almost impossible. A
government should work for its citizens and not the other way around. With this ideology in
Kung 28
mind my campaign moves forward with one simple slogan in mind. That being, “Your Money,
Your Pocket.” With this in mind I stand before you asking for your vote as without it I am unable
to make the changes I see.
Immigrating to the United States at a very young age I found myself unable to gain a
footing. One key principal I realized quickly was that through hard work each individual would
be able to pave their way to the American dream. Wanting to become a part of that dream I
worked myself through college graduating from University of Southern California with an
emphasis in business. Putting the degree to work I found myself unfulfilled as I wanted to do
more to help the community around me. Rather than live the rest of my life unfulfilled I chose a
career in politics to help everyone to make that dream a reality. Thanks to the individuals who
put me in office I was able to enact my American dream each and every day through the service
of my community. With the upcoming election I am here before you once again asking for your
support for this campaign as without it I am unable to succeed.
I believe in a future where the hard work and sweat off your brow is rewarded through
success in your endeavors. Never once asking for a handout but only the opportunity to do it
yourself. For these individuals I hope to build an economy where their businesses can flourish
and not be overregulated by our government. Furthermore, their money is theirs alone and should
remain that way with the government having no right to your finances. In addition, a key focus
should be on the development of jobs throughout my district as we hope to combat our poverty
rate every single year. Small businesses construct the backbone of our economy and also leads to
the growth of necessary jobs. With that being said our policy will be in alleviating restrictions
alongside tax burdens so that these businesses have the ability to flourish.
Kung 29
I believe in investing in our future as without this all our work will be for waste. The
children we raise today will be the decision makers of tomorrow. In hopes of building the most
prosperous future of all I refuse to allow for any reductions in education of any form.
Furthermore, as technology advances and what we used to only fathom materializes before our
eyes it becomes an even greater need to continually invest in STEM programs within our district.
By developing a strong education system we will hold no doubts or qualms about leaving our
future with our children.
Finally, support or not, what matters is that we are united through our country which has
paved our freedom through the blood of others. Let us not forget the cost of that and build upon
the future that many have died for. Let us never forget that we have god-given rights which have
been put to the test of time and yet still remain. Let us never forget that we are not divided nor
are there sides but the same goal in the betterment of our community. Thank you for your time,
God bless America.
