We will have sandwiches for you. + Because the open session items are all on the consent calendar, we will begin the meeting whenever closed session concludes, rather than 7pm. + As the open session items are all on the consent calendar, directors will not be at the meeting. If you have questions about a consent calendar item, it is important (and consistent with your Civility, Conduct and Governance Policy) that you ask the question prior to the meeting, so we can ensure our ability to answer it. + Please plan to be parked and at stage at Lexington Park by 1245 Saturday. + When I was with the Marriott team Monday they revealed they are planning to upgrade the Residence Inn (it celebrates its 20th anniversary this year). We’re lucky to have Lisa as the GM and for her to be so invested in Cypress and serve on the Chamber (and Police Foundation I think) board. She reports her guests are SUPER excited for Trader Joe’s to open. Their event raised $66,000 for CHOC. It was also really nice to be back to building relationships with important Cypress businesses face-to-face rather than trying to maintain them virtually. + The receivership hearing for 8121 Gay St. was Thursday. The judge ruled in our favor and granted the motion to appoint a receiver. This is a significant win in this case, which has been ongoing since 2004. + Chase Bank took advantage of the Business Recovery Program and had permit fees waived for solar canopies in its parking lot. + 5321 Marion Ave. received a Notice to Abate for overgrown weeds and an accumulation of junk located near the garage. If the property owner does not remedy the violations within 14 days, we will abate the nuisance and assess the property owner. However, it is rare for the city to have to abate a property. Except in extreme cases, posting of the notice is enough to motivate a property owner into compliance. This is the third time the city has had to post at this property and each time the owner voluntarily complies. + In 2001, when we were revitalizing Lincoln Ave., the city entered into a lease OCTA for a bit of land for access and parking at the northeast corner of Lincoln and Walker to help the strip center on this corner deal with construction disruptions. Over time, and with the dissolution of redevelopment, we lost track of the lease (but kept paying it long after construction was complete). In June, Community Development informed OCTA and the property owner, Joe Youssef, that the city would end the lease in May 2022. We engaged with both OCTA and Mr. Youssef to secure a new agreement between OCTA and Youssef for $1,000 a year. While we and OCTA believe this is an exceptional agreement for Mr. Youssef, he prefers for the city to keep leasing the land and letting him use it for free (naturally). Mr. Youssef purchased the property in 2002 and resides in Buena Park. + Counselors-In-Training (CIT) Applications are online now. The CIT program provides teens, ages 14- 16, an opportunity to gain experience in various recreational programs specializing in leadership, job experience, and program development. CIT’s assist with the Challenger Basketball League, PeeWee Sports, the Senior Center, and the Summer Parks and Day Camp programs. Please send applicants our way. + After receiving applications from interested bands, RCS and FOCCA have started booking bands for the 2022 Concerts on the Green. The band line up will be announced in the next few weeks once all bands are confirmed. + Orbis Management continues to work with the Festival and Primary Participants on their relationship management and conflict resolution. After meeting with the two main parties, Festival and Friends, Orbis is exploring a few options to move forward as the conflict revolves around a lack of trust and finances. Of note, Friends has thought about leaving the Festival and putting on their own event during the summertime. RCS will continue to provide updates as this process plays out. + PW is working like crazy to finalize Lexington Park! The sewer line was connected Thursday morning and bathrooms are operational. Crews are paving and striping Lexington Drive Friday. The striping was changed on Cerritos so you can make a westbound left hand turn into the park. PW installed the no pedestrian crossing signs at the exit on Barbara Anne. The contractor will remove the fences Friday afternoon. Everyone (contractor, RCS, and PW) has been all hands-on-deck to get ready for the grand opening. We’ve had a number of cars drive through the parking lot the past few weeks trying to sneak a peek, so we know the residents are excited. + PD contacted the District Attorney’s Office Ms. Kim’s (St. Stephen Circle) trespassing complaint. Ms. Kim alleges that people are walking on her lawn and hopping the wall which separates her front yard from Ball Rd. The District Attorney’s Office determined there was no crime for trespassing and the individuals in the photos would not be charged. As of Thursday, Ms. Kim has not filed a public nuisance complaint with Code Enforcement nor has she spoken to Building and Safety regarding a permit for a wall along her side property line. PD and code enforcement have gone above and beyond (even the high Cypress standard) for Ms. Kim. She has a private party dispute that is out of our regulatory purview. + On March 4 PD conducted a shoulder-tap Tobacco Grant operation. A shoulder-tap operation is when individuals under the age of 21 attempt to purchase tobacco products. The operation resulted in 20 contacts at 11 locations throughout the city. Only one individual was cited for selling tobacco to a person under 21 – good news! + PD is working with the DEA to register Cypress for the upcoming Drug Take Back Day on March 24. This event allows resident to drop off unused prescription medication at PD so it can be properly disposed of. All the medication turned will be packaged up and turned over to the DEA for destruction. + The City Clerk’s office received Public Records Act requests from George Pardon this week for “audits of Valley Vista performed pursuant to section 8.04 of the franchise agreement” and “a copy of the current lease agreement between the city and the Boys & Girls Club for the property located at 10161 Moody St., Cypress, Ca. … If there was a public process used to select the Boys & Girls Club for the use of this property that allowed other groups an opportunity to propose their using the property, I would like a copy of that document. If not, was there a written justification for not making the property available for other non-profits? I presume any lease agreement was approved by the City Council. If so, I would appreciate knowing when that occurred…I would also like copies of all previous leases related to that property.” + The PD open house will be Saturday, May 14. The day will be filled with station tours, children’s activities, a demonstration by West County SWAT, K9 demonstrations and much more. + Landscaping at Amazon, which has been plagued by supply chain issues, should be underway Tuesday. + Monday’s agenda includes payment to the county for HVAC and ADA work at the building which the city owns. The county didn’t do a good job of coordinating the project with the city (as its partner or landlord). The county didn’t approach the city about reimbursement until after the work was complete, which is reverse of a good process. However, PW has confirmed the work was built to standard; it is the city’s obligation under the lease; and the cost were reasonable. If this were a private party lease, we would have taken a harder line and might even refuse to pay for the work, but the county is a long-term partner, we own the improvements now, and the library is a great community asset. The lease is set to be renegotiated in the next few years and we will recommend better language to prevent future miscommunication. You’ll note the agenda report does not broach this issue because we don’t want to embarrass the county and, thankfully the work is acceptable so it’s largely a non-issue.
