Hello council members and city manager,
I'm a resident for 10 years, and recently heard about the controversy over the Valley Vista
contract. I keep hearing the question, "why wasn't this put up for bid", and haven't really
heard an answer to this question. Can you please inform me why this wasn't put up for bid?
