Invitation to Register: TTU Law Mental Health Law Symposium 2 Texas Tech Law Review and Texas Tech University School of Law are proud to host the virtual 2022 Texas Tech Mental Health Law Symposium Webinar on April 8, 2022 – REGISTER NOW! Like our prior programs on mental health law in 2016, 2018, and 2020, this year’s symposium will address practical legal and policy issues that can contribute to improvements in our public mental health system and help address the significant challenges faced by our criminal justice system and law enforcement with regard to alleged offenders with mental illness. The program is 3 specifically designed to be of benefit to practicing lawyers and judges. Due to the continuing impact of the Coronavirus, this year’s symposium will be conducted virtually. We are excited to be able to offer the symposium free of charge! Approved for 6.5 hours of MCLE credit, including 0.5 hour of ethics. Although there is no fee associated with the conference, you must be registered in advance – REGISTER NOW! The program features an array of outstanding speakers who are leaders in their fields. For example, Dr. Andy Keller, the President, CEO, and Linda Perryman Evans Presidential Chair for the Meadows Mental Health Policy Institute, will lead off the day by addressing Texas Mental Health Law & Policy Challenges. He will be followed by San Marcos Chief of Police Stan Standridge, the immediate past President of the Texas Police Chiefs Association, who will focus on Law Enforcement and Mental Health Diversion Initiatives, Challenges, and Opportunities. Judge Steven Leifman from Miami and Dr. Kenneth Minkoff of ZiaPartners, Inc. will present on Redesigning and Modernizing Civil and Criminal Pathways to Improve Access and Services for Persons with Mental Illness: New Model Proposals. Judge Leifman is a past recipient of the William H. Rehnquist Award for Judicial Excellence from the National Center for State Courts for his “groundbreaking work helping people with mental illnesses who are either in the criminal justice system or at-risk of incarceration.” He and Dr. Minkoff are both members of the Group for the Advancement of Psychiatry (GAP) – Committee on Psychiatry and the Community, and Dr. Minkoff is the co-chair. They also serve as part of a Work Group for the National Judicial Task Force to Examine State Courts’ Response to Mental Illness. 4 Professor Christopher Slobogin, the Milton R. Underwood Chair in Law and Director of the Criminal Justice Program at Vanderbilt Law School will follow Judge Leifman and Dr. Minkoff and provide an Analysis of the Modernization and Criminal Justice Pathways Model Proposals. In continuing an exploration of alternative pathways, Professor Richard J. Bonnie, the Harrison Foundation Professor of Medicine & Law and Director of the Institute of Law, Psychiatry and Public Policy at the University of Virginia School of Law, will discuss a proposal for Expedited Diversion of Criminal Defendants to Court-Ordered Treatment. In addition, Judge Milton Mack, State Court Administrator, Emeritus, from Michigan, and Dr. Debra A. Pinals, Director of the Program in Psychiatry, Law, and Ethics in the Department of Psychiatry at the University of Michigan will discuss Modernization Initiatives and Alternative Criminal Justice Pathways in Michigan. Other program highlights include presentations by Beth Mitchell, Senior Managing Attorney at Disability Rights Texas, who will address “Civil” Commitments under Chapter 46B of the Texas Code of Criminal Procedure, and a discussion of Criminal Defense Challenges in Representing People with Mental Disabilities by Elizabeth Kelley. Ms. Kelley has law offices in Spokane, Washington, and New York City, and was Editor of the book, Representing People with Mental Disabilities: A Practical Guide for Criminal Defense Lawyers (American Bar Association 2018). Finally, Horn Distinguished Professor Brian Shannon of the Texas Tech School of Law will focus on Ethical Challenges in Judicial Proceedings involving Defendants with Mental Illness. In addition, a number of the speakers (Judge Leifman, Judge Mack, Dr. Minkoff, Dr. Pinals, Ms. Kelley, and Professors Bonnie, Slobogin, and 5 Shannon) have all been a part of a workgroup that has been drafting model civil and criminal mental health laws and processes to reflect both cutting edge brain and behavioral research and health provider and public safety innovations and efficiencies. The model laws are designed to re-examine civil and criminal approaches to optimize individual health outcomes while protecting civil liberties and preserving public safety.
