This appointment is for a term of one year. Term begins May 2022 and expires May 2023.
This seat is currently held by David Shawver, Mayor of Stanton.
• (1) Mayor to serve as Committee Vice Chair to the Orange County City Selection
Committee. Any candidate who wishes to secure this seat must be a Mayor of an Orange

1. Encourage projects in North Orange County, in particular County District 4.
With the limitations of SB 1 transportation funding, our cities of Anaheim,
Brea, Buena Park, Fullerton, La Habra, Placentia and Stanton will require
active representation and representation to ensure that projects that are
important to those cities and their elected officials are prioritized
accordingly. Moreover, it will be important to continue continuity of the
current OCTA Board of Directors and maintain the gains made and advance
the already established projects and initiatives.
2. The City of Fullerton hosts the busiest train station outside of Union Station
in Los Angeles. Fullerton also hosts one of OCTA’s largest Park and Ride
facilities. As the host city of the largest California State University and the
numerous students who commute via OCTA bus, I understand the
importance to increase ridership and maintain strong bus routes to
continue contributing to transportation options. My capacity to clearly
understand these many facets of OCTA’s business model and core values
will be an asset to the organization and an addition to the Board of
Directors.

SUBJECT: ORANGE COUNTY WASTE MANAGEMENT COMMISSION REAPPOINTMENT
Dear City Selection Committee Members:
I, Christine Marick, Council Member from the City of Brea, request a City Selection
reappointment to continue serving as the 4th District Representative on the Orange County Waste
Management Commission. My qualifications and interests to serve on this Commission are
outlined, below:
Since the City of Brea is a host city for the Olinda Alpha Landfill, Brea prefers to have a seat on the
Orange County Waste Management Commission. As the Waste Management Commission's 4th
District Representative since 2016, I have worked diligently to administer waste management
services, protect the environment, and advocate for recycling to promote stewardship in
communities. I have advised the Orange County Board of Supervisors on matters regarding the
operation of the County's landfills, municipal solid waste and hazardous waste management, and
resources related to the County's solid waste disposal system. At the direction of the Board of
Supervisors, I have also served on the Local Task Force responsible for waste reduction planning.
As the 4th District Representative, I will continue to:
•Protect rate payers and keep fees low
•Maximize resources (i.e. green energy with methane gas)
•Be a strong advocate to protect Orange County's interest
•Balance revenues from importation to keep fees low, while preserving Orange County's
capacity for the future
As a long-standing Council Member of Brea, I am dedicated to serving the local and surrounding
community. I was first elected to the Brea City Council in 2012 and was re-elected in 2016 and
2020. I previously served as Mayor in 2016 and 2019. Prior to my election to the City Council, I
served on the City of Brea's Planning Commission. In addition to currently serving on the Orange
County Waste Management Commission, I am also on Orange County's Public Library Advisory
Board and the City of Brea Investment Advisory and Finance Committees.

Christine Marick
Biography
Council Member Christine Marick is currently serving her third term on the Brea City Council.
She was first elected in 2012 and re-elected in 2016 and 2020. She previously served as Mayor in
2016 and 2019. Prior to her election to the City Council, she served on the City's Planning
Commission. Mayor Marick currently serves on Orange County’s Public Library Advisory Board
and Waste Management Commission, as well as the City’s Investment Advisory and Finance
Committees.
Born and raised in Washington, DC, Council Member Marick earned her Bachelor of Science
degree from Georgetown University and her MBA from the UCLA Anderson School of
Management. Council Member Marick has worked in diverse industries, including government,
educational services, and investment management. She is currently the Chief Professional Officer
for the Boys & Girls Clubs of Brea-Placentia-Yorba Linda.
Council Member Marick has called Brea home since 2003. She and h er husband were initially
drawn to Brea for its hometown feel, abundant shopping and dining, and convenient location. They
now appreciate Brea’s high level of community services and citizen involvement as well as the
high-quality schools.

Biography
Mayor Cecilia Hupp was elected to the Brea City Council in November 2014 and re-elected in 2018. This
is her second time serving as Mayor; the first was during Brea’s Centennial Year in 2017.
During her service on the City Council, Mayor Hupp has championed housing and community development
and advocates for affordable housing opportunities for senior citizens. Mayor Hupp has surveyed the
progress of innovative, mixed-use developments at La Floresta, Brea Place, and Central Park Village. She
has presided over the conversion of repurposed railroad tracks into a 50-acre linear, multi-use trail, known
as the Tracks at Brea, as well as the construction of the 57 Freeway/Lambert Road Interchange. Mayor
Hupp has also overseen the implementation of two regional homeless Navigation Centers, in partnership
with North Orange County Cities, and approved Brea’s first workforce-housing project. In doing so, Mayor
Hupp seeks team-building to achieve mutually-beneficial goals.
Mayor Hupp considers herself a fiscal conservative, who believes in prudent spending, as well as
transparency in government. While in office, she has lobbied both the state and federal levels over issues
such as paramedic tax reform, local control, and pension reform. Mayor Hupp exudes fiscal
resourcefulness through having established a $10 million PARS irrevocable trust fund account to assist
with the City’s employee retirement obligations. Additionally, she judiciously approved a 25% fiscal

Mayor Hupp opened S&S Home Loans in Brea in 1983 with husband, Scott. The couple purchased a home
in town and have resided here since 1988. In addition to working in the mortgage business for over three
decades, Mayor Hupp participated with her children in youth sports programs as a team mom while her
husband coached. Currently, she has three granddaughters and one grandson. She enjoys gardening,
cooking, and golf. Plus, she often visits the Brea Dog Park with two pet Shih Tzu dogs.

LAFCO Orange County City Representative
!. What would you hope to accomplish in your year as a member of this committee?
Since 2021, I have served as LAFCO Orange County City Alternate Representative. I participated
in updating OC LAFCO’s strategic plan, stressing the need to develop a template that identifies
each type of municipal services review (MSR), and determining whether a MSR can be
streamlined.
Both future governance in unincorporated Orange County and open space are complex issues
that require thoughtful review and analysis on technical issues. I have attended the
informational meeting with communities interested in incorporation and listened to the
concerns of the residents.
2. What qualification or skills do you bring to the position you are seeking?
My vast experience in regional issues serving as a Regional Council member at SCAG, Chair of
the Community, Economic, and Human Development Committee, Chair of the RHNA
subcommittee, and Vice Chair of Legislative Committee have given me a broad prospective and
comprehensive understanding of issues affecting Orange County and Southern California. I
previously served in the California State Senate and gained extensive public policy experience
on water and environmental issues. I believe my skillset as an attorney will bring consensus
and find common sense solutions to complex and technical issues.
Additionally, I am an eight-year City Council Member, a current LAFCO OC City alternate
member, a member of the St. Jude Memorial Board, served on the Orange County Commission
on Children and Family, and served over a decade as the President of the Board for Lifesteps
Children and Family Services, which is a statewide nonprofit that provide services to
developmentally disabled children in disadvantage communities. Further, in my capacity at
SCAG, I have presided discussions over contentious issues such as transportation and housing,
and developed skill-sets needed in common sense problem solving and consensus building.
Through these roles, I have gained expertise and experience on governance, budget, and
thorough review on technical studies.
