CYPRESS CITY COUNCIL
HELD
January 20, 1998
The Adjourned Regular Meeting of the Cypress City Council was held for the purpose of a
Joint Meeting with the Cypress Traffic Commission. The meeting was called to order at
5:35 p.m., Tuesday, January 20, 1998, in the Administrative Conference Room, West Wing,
City Hall, 5275 Orange Avenue, Cypress, Mayor Mary Ann Jones presiding.

Councilmembers Carroll, Piercy and Jones
Commission Members R~, Hawkins, Mansolino and Imanuel
ABSENT:
Councilmembers Bowman and Keenan
Commission Member Hassett
AlSO present were the City Manager, Public Works Director, Traffic Engineer, Police
Sergeant R~ and Office Cote.
WRITTEN AND ORAL COMMUNICATIONS: No one spoke.
ITEMS FOR DISCUSSION:
1. Holder Bridge
Chairman Hawkins asked the Council for clarification about the Holder Street bridge and
the part they wished the Traffic Commission to play in those discussions.
Mayor Jones advised that the Council didn't have any firm position at this time and are
waiting for input from the traffic studies as well as from the citizens.
Councilmember Carroll said he would like to see a technical analysis from the Traffic
Commission first.
Commissioner R~ clarified that the recommendation would come to the Traffic
Commission for their review and recommendations prior to going to the Council.
2. Development Review.
Chairman Hawkins referred to Development Plan Reviews, which are informational and
come to the Commission after the fact. All development issues do have traffic-related
issues that come up. It appears that one of the problems was would be the delay while
waiting for traffic issues to be reviewed by the Traffic Commission. The Commission
would like to become involved in the technical aspects of the development plan reviews.
Responding to Mayor Jones, the City Manager advised that in his experience, the Traffic
Commission has had a considerable amount of involvement in traffic circulation issues
related to the General Plan and making Master Plan decisions. The problem with
individual development plan review was because of the time element.
There was a discussion on what types of projects could come before the Traffic
Commission for their review and input. The Public Works Director suggested that copies
of the traffic analysis could be distributed individually to the Commissioners and then
provide any input from them to the Council. Staff will provide some options for ways of
providing Commission input.
3. General Plan Update.
The Public Works Director commented that it was the Traffic Commission's desire to be
involved in the circulation element of the General Plan update.
The City Manager said that it is a two year effort with a lot of public involvement that has
to take place.
On behalf of Councilmember Bowman, the City Manager asked the Traffic Commission to
consider the traffic signal at Ball Road and Valley View Street. He asked that consideration
be given to a left turn lane turning north onto Valley View from eastbound Ball ROad. He
suggested that as the left turn signal terminates, that a green light come on in order to
allow left turns as oncoming traffic allows (protected/permissive signal).
Mayor Jones felt that a protected/permissive signal at that intersection would be
dangerous because of the high school.
Councilmember Carroll expressed his concern with protected/permissive traffic signals.
Mayor Jones asked for comments from the Traffic Commission on stop signs and speed
bumps. Chairman Hawkins responded that stop signs are used to determine who has the
right of way at an intersection. Speed bumps are not warranted by the state and can
cause a lot of other problems. He stated that education, enforcement and engineering
are the tools used to curb excessive speed.
There was discussion between the Commissioners and Councilmembers on various traffic
issues, requests for the traffic trailer and excessive speeds.
ADJOURNMENT: Mayor Jones adjourned the meeting at 6:20 p.m. to Monday, January 26,
1998 at 5:30 p.m. in the Administrative Conference ROOm.
