PUBLIC PARTICIPATION
Members of the public can participate in this meeting as follows:
1. Attend In-Person. First-come, first-served seating is available in the Council Chambers. Face
coverings are strongly recommended and all in-person attendees must be free of any symptoms
associated with COVID-19.
2. Attend Virtually via Webinar. This option provides the ability to provide live public comments
during Oral Communications or Public Hearings and view slideshow presentations. Please
register at https://attendee.gotowebinar.com/register/480905921814352656 to receive an
email containing a link to join the webinar. Advance registration is recommended.
3. Watch the Meeting. The City Council meeting can be viewed live on Spectrum Cable
Channel 36 or on the City's website at www.cypressca.org/watchlive.
4. Listen to the Meeting. The public may participate via the listen-only teleconference mode by
calling (415) 655-0060 and entering Access Code 667-817-913 when prompted. No registration
or audio pin is necessary.
5. Submit Public Comments Prior to the Meeting. The public may submit comments via email
to cityclerk@cypressca.org. Comments submitted by 3:00 p.m. on October 24, 2022 will be
added to the City Council agenda as a Consent Calendar item.

5.Adopt a Resolution Approving a One-Time Retention Stimulus Payment to
Full-Time Employees in the Cypress Employees' Association, Maintenance
Employees' Association and Police Management Association

Recommendation:
1. Adopt a Resolution approving a one-time retention stimulus payment of $1,000 to
eligible employees in the Cypress Employees' Association, Maintenance Employees'
Association, and Police Management Association, and
2. Authorize the appropriation of $41,700 in the City's General Fund and $7,900 in the
Cypress Recreation and Park District's General Fund using available FY 2021-22
salary savings to fund the one-time retention stimulus payments.
6.Adopt a Resolution Updating the Public Works Contract Award Thresholds

Recommendation: Approve an agreement with RSG, Inc. for on-call affordable
housing consulting services.
9.Approve the Revised Award of Purchase for One Replacement Police Vehicle
Prepared by: Doug Dancs, Director of Public Works
Recommendation:
1. Authorize the revised award of purchase for one replacement police vehicle,
including partial upfitting, for $72,480.56 from Wondries Fleet Group via National Auto
Fleet Group through the Sourcewell cooperative purchasing program; and
2. Authorize an appropriation increase in the amount of $11,421.
10.Approve an Update to the Fiscal Strategies
Prepared by: Matt Burton, Director of Finance and Administrative Services
Recommendation: Approve an update to the Fiscal Strategies to establish annual
discretionary payments to CalPERS using a portion of available year-end operating
surpluses.
11.Award Contracts for Oak Knoll Park Parking Lot Resurfacing, Project 332

Recommendation:
1. Approve Plans and Specifications for the Oak Knoll Park Parking Lot Resurfacing,
Project 332; and
2. Award a contract to J B Bostick Company, Anaheim, CA, for $53,000, and authorize
a contingency of $7,950; and
3. Approve a Task Order for Construction Inspection Services to Ardurra Group, Inc.,
for $16,550, and authorize a contingency of $1,700.

12.Certify a Special Assessment Against 8121 Gay Street for the Collection of
Nuisance Abatement Costs

Recommendation: Adopt a Resolution certifying a special assessment against 8121
Gay Street (APN: 262-031-41) for collection of delinquent city nuisance abatement
costs.
13.Approve the Urban Area Security Initiative Sub-Recipient Agreement with the
City of Santa Ana

Recommendation:
1. Approve the Fiscal Year 2021 Urban Area Security Initiative (UASI) Sub-Recipient
Agreement with the City of Santa Ana; and
2. Authorize the City Manager to execute all UASI related documents.
