HELD
January 15, 1998
The Adjourned Regular Meeting of the Cypress CitV Council was held for the purpose of a
joint meeting with the Cypress Cultural Arts Committee. The meeting was called to order
at 6:07 p.m., Thursday, January 15, 1998, at the Cypress Senior Center, Conference ROOm,
9031 Grindlay Street, Cypress, Councilmember Walter K. Bowman presiding.

Also present were the City Manager, Director of Recreation al~d Park District and
Recreation Services Manager Patty Bailey.
ORAL COMMUNICATIONS: No one spoke.
Chair Shermet thanked the Commissioners for the time they spend on arts projects.
ITEMS FOR DISCUSSION:
Update on Current Commission Projects. Chair Shermet advised that she has asked that a
time capsule be buried on the eve of the millennium. Additionally, she mentioned an
arts recognition program on a quarterly basis, the Art in Public Places policy and arts
funding requests (grants). Recommendations were given for grants to the Cypress Civic
Theatre, Cypress Art League, Cypress POPS and the Youth Commission. There are
additional projects under consideration, including poles for street banners.
COMMISSION BROWN ARRIVED AT 6:15 P.M. AND MAYOR JONES ARRIVED AT 6:17 P.M.
Mayor Jones asked for discussion on Commission concerns. Chair Shermet requested a
full-time Cultural Arts staff person to assist them.
Commissioners requested the following considerations:
A continuing arts education program in the Cypress School District, that would meet the
national standards for the arts. Individual artists.would be hired to do school shows. A
docent program could be implemented that would utilize art students from the
surrounding colleges as well as senior citizens.
Assistance from the Council for funding to attend grant writing seminars for at least two
Commissioners, which would run approximately $250 per person.
All art related information that comes into the City be relayed to the Commission so they
can make that information available.

Inclusion in any arts events to which the Council is invited.
During these discussions, the Commissioners expressed a desire to provide their input on
the proposed Lincoln Avenue streetscape. The City Manager explained that this project is
moving extremely quickly and the time line would not be met if all the ideas of each
Board and Commission were incorporated. Mavor Jones stated that public input should
be provided at the workshop sessions which are public meetings.
There was some discussion about the Recreation and Parks District budget, the Cultural
Arts Commission's part in that budget and any Cultural Arts Commission
recommendations would be included in the staff report for the Council.
ADJOURNMENT: Mayor Jones adjourned the meeting at 7:15 p.m. to Tuesday, January 20,
1998 at 5:30 p.m. in the Administrative Conference Room, Cypress City Hall, 5275 Orange
Avenue, for a joint meeting with the Traffic Commission.
