HomeMy WebLinkAboutMinutes 89-09-21 a - ../ I 185 MINUTES OF A SPECIAL MEETING OF THE CYPRESS CITY COUNCIL HELD September 21, 1989 The special meeting of the Cypress City Council was called to order at 5:35 p.m. in the Cypress City Council Chamber Conference Room, located at 5275 Orange Avenue, by Mayor Margaret Arnold. PRESENT: Councilmembers Age, Bowman, Kanel, Kerry and Arnold ABSENT: None Also present were City Manager/City Clerk Darrell Essex, City Attorney Jerry Patterson and staff members Eynon and Hurst. CLOSED SESSION: The City Council immediately called for a Closed Session to discuss Hollywood Park Realty Enterprises, Inc. litigation. The Closed Session concluded at 7:10 p.m. and the meeting reconvened with all Councilmembers present. CONSIDERATION OF ISSUES REGARDING THE PROCESSING OF THE DEVELOPMENT PLANS FOR THE LOS ALAMITOS RACE TRACK AND GOLF COURSE PROPERTY: The City Manager requested that the City Council determine the extent of their involvement in the processing of any plans or documents which might be submitted for the development of the property adjacent to the Los Alamitos Race Course. Both the City Manager and the Planning Director also requested the City Council to determine whether or not they wished to expedite the processing of any development plans submitted for the development of the property adjoining the race track by authorizing staff to employ the necessary consultants who would be employed by the City but paid by the proposed developer. During the ensuing discussion, it was generally agreed by the Council that the development plan should be processed in the normal fashion and it was suggested that staff pursue the possibility of including the area in a redevelopment program. The City Attorney cautioned the City Council that the use of the land is the decision of the property owner and since the property is involved in litigation, policy issues should be discussed during the public hearing process and any meetings with the proposed buyer should be held with the full Council in attendance.
