Minutes 89-10-16 /c -/&// 214' MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD October 16, 1989 The adjourned regular meeting of the Cypress City Council was called to order at 5:45 p.m. in the Administrative Conference Room, Cypress City Hall, 5275 Orange Avenue, Cypress, California, Mayor Margaret Arnold presiding. PRESENT: Councilmembers Age, Bowman, Kanel, Kerry and Arnold ABSENT: None Also present were City Manager/City {lerk Darrell Essex, City Attorney Jerry Patterson and staff members Leonard, Hurst, Bryerton, Ferrell, Herbon, Krauss and Consultant Nick Nichols ORAL COMMUNICATIONS: None were presented. CLOSED SESSION: Mayor Arnold immediately called for a Closed Session at 5:46 p.m. to discuss matters of personnel and litigation. The meeting reconvened at 7:06 p.m. with all Councilmembers present and staff members Beardsley, Eynon and Hurst also present. CONSIDERATION OF AWARD OF CONTRACT FOR ONE (1) POLICE ENFORCEMENT MOTORCYCLE: The staff report dated October 10, 1989 indicated that the Kawasaki KZI000P8 model meets all of the required specifications, is the unit currently used and is the replacement unit desired by our Police Department. It was moved by Councilmember Bowman and seconded by Councilmember Age to: 1) Determine that it is in the best interest of the City to dispense with ~ormal competitive bidding pursuant to City Code Section 21A-8e, and 2) Authorize the purchase of one (1) Police enforcement motorcycle under the City of Brea's contract with V.I.P. Motorcycles, 7241 Orangethorpe Ave., Buena Park, CA 90621, in the amount of $6,096.06. The motion unanimously carried by the following roll call vote: AYES: 5 COUNCILMEMBERS: Age, Bowman, Kanel, Kerry and Arnold NOES: 0 COUNCILMEMBERS: None ABSENT: 0 COUNCILMEMBERS: None WORKSHOP SESSION: CONSIDERATION OF FINANCING ALTERNATIVES FOR THE CYPRESS HOMES DEVELOPMENT: The Public Works Director Bob Beardsley reviewed the Cypress Homes-Sorrento Development and the various financing alternatives which had been reviewed with the developer for the housing project. Mr. Beardsley explained that the purpose of this meeting was to introduce the various consultants which had been employed by the City to assist the staff in negotiating the financing alternatives of the developer. The following consultants were introduced and requested to explain their participation in these financial negotiations: Bond Counsel, Maryanne Goodkind and Elizabeth Hanna of Burke, Williamson & Sorensen; Assessment Engineer William C. Stookey of Willdan Associates with Robert N. Brown, CPA for Willdan Associates; Financial Advisor John C. Fitzgerald of Seidler-Fitzgerald Public Finance with their Counsel, Warren B. Diven of Brown & Diven; and Steve Copenhaver of GRC-Copenhaver, Inc. Each of the consultants discussed the pros and cons of community facility districts and special assessment districts as they might be applied to the Cypress Homes-Sorrento project and reviewed their role in the process of assisting staff, determining the best financial package that could be developed on the subject property, which will require City Council consideration and approval prior to the development. After considerable discussion, by the consultants, staff and City Council, it was moved by Councilmember Bowman, seconded by Councilmember Age and unanimously carried to adjourn the meeting. 1 215 City Council Minutes October 16, 1989 ORAL & WRITTEN COMMUNICATIONS: None were presented.
