RESOLUTION NO. 6912
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CYPRESS, AND
ACTING AS EX-OFFICIO BOARD OF DIRECTORS OF THE CYPRESS
RECREATION AND PARK DISTRICT, APPROVING A ONE-TIME RETENTION
STIMULUS FOR ELIGIBLE EMPLOYEES IN THE CYPRESS EMPLOYEES'
ASSOCIATION, MAINTENANCE EMPLOYEES' ASSOCIATION, AND POLICE
MANAGEMENT ASSOCIATION
WHEREAS, the City Council appreciates employees' continued service to the City and their
willingness to partner with the City in periods of financial uncertainty to ensure high quality and
high value services continue to be provided to the community; and
WHEREAS, the Cypress Employees' Association (CEA), Maintenance Employees'
Association (MEA) and Police Management Association (PMA) entered into multi-year agreements
in 2021 which included FY 2022-23 cost-of-living adjustments (COLA) between two and one-half
percent and three percent which were in line with the recent and anticipated Consumer Price Index
(CPI) increases at that time; and
WHEREAS, in recent months, the inflation rate is the highest it has been in over four
decades with CPI averaging seven and one-half percent; and
WHEREAS, the City Council desires a $1,000 one-time retention stimulus payment be
made to eligible employees in the CEA, MEA, and PMA to help alleviate the impacts of inflation;
and
WHEREAS, the three-quarter (3/4) time employee in the CEA will receive a prorated
retention stimulus in the amount of$750; and
WHEREAS, to be eligible for the payment, individuals must have been employed prior to
July 1, 2022 and remain employed through October 28, 2022; and
WHEREAS, the payment is not performance based and is not considered pensionable
compensation; and
WHEREAS, the retention stimulus will be paid with the regular payroll on November 4,
2022.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Cypress, and
acting as the ex-officio Board of Directors of the Cypress Recreation and Park District, does
hereby approve a one-time retention stimulus in the amount of$1,000 for eligible employees in the
CEA, MEA, and PMA.
