Minutes 98-07-15MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD July 15, 1998 The Adjourned Regular Meeting of the Cypress City Council was called to order at 7:36 p.m., Wednesday, July t5, 1998, in the Conference Room, West Wing of City Hall, 5275 Orange Avenue, Cypress, Mayor Mary Ann Jones presiding. PRESENT: ABSENT: Councilmembers Carroll, Keenan, Piercy and Jones Councilmember Bowman Also present were the City Manager and staff members Angus, Christoffels, DeCarlo, Kelly, Krauss, Mariscal, Storey and Wylie. WORKSHOP SESSIONS: REVIEW OF CITIZEN SATISFACTION SURVEY QUESTIONNAIRES: At the request of the City Manager, the Assistant to the City Manager presented the staff report, which indicated that the survey would consist of a 15 minute telephone survey of 400 Cypress residents and 200 Cypress businesses. The focus of both the surveys is on satisfaction with City services and programs, including questions about services that are directly provided by the City and services contracted by the City. She then provided explanations on the survey questions that had been prepared by Godbe Research & Analysis. COUNCILMEMBER BOWMAN ARRIVED AT 7:38 P.M. Members of the Council provided their input to the survey quest, ions, changing the respondent on the resident survey to head of household, add L.A. Times and Event newspapers, further clarify location of vacant property on Orange Avenue and Wicker Drive, addition of school district services to the resident survey. On the business survey, the elimination of Question NO. 8 and the requirement that the respondent be in a certain position. Ms. Wylie advised that the results of the survey will be presented at a Council workshop on August 24. LINCOLN AVENUE SPECIFIC PLAN LAND USE: The City Planner provided the City Council with an update on the timing for the completion of the Lincoln Avenue Specific Plan. No responses were received in staff's quest to select a consultant and, as a result, the target date for completion has been pushed from November 1998 to January/February 1999. The City Manager advised that he and the Community Development Director will meet with the consultants to determine if the completion date of November 1998 can be realized. The City Manager provided the Council with an update on the Lincoln Avenue streetscape. Larry Moss & Associates has hired an engineering firm, who Is behind in flnalizlng the drawings. They are encountering more engineering difficulties than anticipated and the City will be meeting with them on July 16. However, it is anticipated that the approval of design will be agendized for the AUgust 24 City Council meeting, with construction to be started prior to November. The community Development Director suggested that the Council proceed through the list of land uses and if a particular land use is an issue, it will be noted and revisited. At this time, the Redevelopment/Economic Development Manager advised that parcel information has been recelved from Keyset Marston Associates Phase 2 study. The first part of the study was the identification of the existing opportunities, such as Regional and Neighborhood Serving Retail and residential. Two target sites have been Identified, one for Regional Serving Retail and the other for Neighborhood §erving Retail. Staff felt that the residential market is so strong, it will occur on its own. DiSCUSSiOn was held on assembling small sites into large parcels, the uses for those parcels, and opportunity zones. Returning to the Land Use topic, the community Development Director gave a brief description on the residential uses because it is not shown in the Land Use Matrix and how the commercial uses have been identified. The basis of the matrix is the existing CH zone and the current CH zone does not show residential uses. CITY COUNCIL MINUTES JUly 15, 1998 The Council reviewed each of the proposed land uses categories, changed or designated uses and designated those uses that would be revisited. Councilmember Keenan suggested adding Recording Studio use with a Conditional Use Permit requirement. The Council then considered Ambulance Substation and allowed it with a Conditional Use Permit in Commercial Mixed zone. The Automotive Rental Agency (with vehicles on site) was allowed with C* and staff will return with parking standard. Automotive Rental Agency (office with no vehicles on site) permitted. Automobile Repair Garage and Automobile Service Station will not be permitted in Downtown or Campus Village zone with existing facilities grandfathered. Automobile/Truck Sales, NeW and Used, will be divided into with vehicles on site not permitted in Downtown and Campus Village and vehicles off-site permitted in all areas. Automobile Painting acceptable as written. Bingo Game Operations not allowed. Car Wash leave as proposed. Church, Convent, Monastery, or other religious institution will not be permitted. Club or Lodge with Conditional Use Permit in all areas. Dry Cleaning Plant (Wholesale) will be allowed with a Conditional Use Permit, limitations on use, and disallowed in Downtown and Campus Village. Dry Cleaning service, including on-site cleaning, permitted with limitations to meet environmental guidelines. The Farm Equipment Sales, Rentals, or Repairs and Feed and Grain Sales categories were eliminated. Councilmember Keenan suggested that Laundry Service category be combined with Dry Cleaning/Laundry Plant (Wholesale) and Dry Cleaning/Laundry Service. The Massage Parlor category will be discussed with the City Attorney and brought back to Council. The Motorcycle Sales and Service will be allowed with a Conditional Use Permit in all categories. Recreational Vehicle Sales, Service and Storage acceptable as proposed. Staff will return to Council with information on Satellite Dish Antenna and Single-Room Occupancy. Mayor Jones suggested that the category of Pawn Shop be include¢ in the same zone as Tanning Salon and Tattoo Parlor. Sporting Goods Store, with firearms would require C with limitations. Check Cashing facilities as a primary use not permitted. Truck and Trailer Sales, Rentals and Service to be treated the same as Automobile/Truck Sales The Community Development Director will return with Council comments incorporated and with special attention to residential/commercial. Mayor Jones asked that the residential/commercial use be presented to the Council at the next City Council meeting on the Consent Calendar.
