CYPRESS CITY COUNCIL
HELD
May 19, 1998
The Special Meeting of the Cypress City Council was called to order at 4:00 p.m., in the
Conference Room of the Cypress Senior Citizens Center, 9031 Grindlay Street,
Cypress, Mayor Pro Tem Tim Keenan presiding.
PRESENT: Councilmembers, Bowman, Keenan and Piercy
ABSENT: Councilmember Carroll and Mayor Jones
Also present were the City Manager and staff members Christoffels, DeCarlo, Kelly,
Krauss, Storey, Haina, and Wylie.
ORAL COMMUNICATIONS: None was presented.
STRATEGIC PLANNING ORIENTATION SESSION: Mayor Pro Tem Keenan
welcomed all the participants to the orientation session. The City Manager introduced
Facilitator Marilyn Snider, who then introduced Recorder Gall Tsuboi, also of Snider &
Associates. Ms. Snider reviewed the agenda and requested that everyone introduce
themselves and express their personal expectations of the strategic planning process.
Ms. Snider presented an overview of the strategic planning process and explained the
role of the facilitator and the recorder. She stated that it was important to develop a
precise mission/purpose and vision for the City, six month to one year strategic
objectives, and to identify goals that the City would accomplish in 3 - 5 years.
Discussion was held regarding the establishment of two Focus Groups composed of a
wide variety of representatives from the businesses, educational institutions, utility
companies, a homeowners association, and the youth of the community, to assist in
gathering information about the strengths/weaknesses, and long-term goals of the City.
It was suggested that at least 60 interested people be included, with an expectation
that 50 individuals would attend the meetings to be held in mid-July. One meeting
would be conducted in the early afternoon and the other in the evening hours. The
City Council was requested to bring names of possible focus group participants, from
the various categories selected, to staff on May 26, 1998.
It was decided that the strategic planning workshop/retreat would be conducted on
September 9, 1998, from 8 a.m. - 5 p.m., with the City Council/staff/consultant, and on
September 10, from 8 a.m. to Noon, with staff and the consultant.
Discussion was also held relating to the Citizen Satisfaction Survey and the preparation
of the Request for Proposals.
Ms. Snider summarized the meeting and asked for questions from the group.
