Minutes 98-04-20MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CYPRESS CITY COUNCIL HELD April 20, 1998 The Adjourned Regular Meeting of the Cypress CIW Council was called to order at 6:05 p.m., Monday, April 20, 1998, in the Cypress Senior Center Conference ROOm, 9031 Grindlay Street, Cypress, Mayor Mary Ann. Jones presiding. JOINT MEETING WITH THE ANAHEIM UNION HIGH SCHOOL DISTRICT'S BOARD OF TRUSTEES. PRESENT: ABSENT: councilmembers Bowman, Carroll, Keenan, Piercy and Jones AUHSD Board Members Stanton, Terrell and President Martin BOard Members McGee and Smith Also present were the City Manager and staff members Angus, Christoffels, Kelly, Mariscal for the City of Cypress and Superintendent Jan Billings and Assistant Superintendent of Business Rita Newman of the Anaheim Union High School District (AUHSD). ORAL COMMUNICATIONS: NO one spoke. President Martin led the audience in the Pledge of Allegiance. superintendent Billings Introduced Dr. David Steinle who provided a power point presentation on the history and a description of the process used to determine the future of Oxford Junior High School. Dr. Jaques Fischer, ASSistant Superintendent of the Education Division, expressed the general results of the process, some of which were that the school should focus on grades 7-12, maintain a sense of community, high quality programming, long term commitment from the school district, faclllb/upgrade, and continued used of the fields and theatre by the City of Cypress. Superintendent Billings Introduced Mr. TOm Peters, who will be the new princlpal at the Oxford Academy. Mr. Peters provided an update on the recruitment and the application processes. Board Member McGee arrived at 6:30 p.m. There was a question and answer period between the Council and the Board on the lease, curriculum, storage areas, food service, BTSA and SELFA and busing. Mayor Jones asked if there were any comment5 from the audience on the Oxford Academy. In response to a question on the continuation school, the reply was that the continuation school will remain to serve Cypress residents. Mayor Jones brought up the problem of flooding on Salisbury Lane and Canterbury Drive with the water that comes from the Oxford facility when it rains and during the irrigation of the plavlng fields. The Assistant Superintendent of Administration reported that there had been an investigation made of the drainage problem and they are awaiting options. There were several people in the audience who were present because of the drainage problem into their yards. It was suggested that the report and ramifications from the school board could be made available to the Council by the second meeting In May. Several of the neighbors spoke about the drainage problems emanating from the Oxford facility. A list of names and addresses of the neighbors with specific problems was given to the AUHSD. Assurances were given bV Assistant Superintendent Newman that storage space was being sought for the Cypress Theatre. RECESS: Mayor Jones recessed the meeting at 7:00 p.m. and reconvened at 7:18 p.m. with all councilmembers present. WORKSHOP SESSION: Land Use Plan for Lincoln Avenue. The Community Development Director summarized the staff report which provided information on the existing land use regulations that apply with the Lincoln Avenue Specific Plan area and the proposed regulations that were recommended by the Lincoln Avenue Specific Plan Advisory Commi~ee. The report sought City Council approval of the Workplan for completion of the Lincoln Avenue Specific Plan, which included proceeding CiTY COUNCIL MINUTES April 20, 1998 with Phase 2 of the Keyser Marston Study to prepare a Financial Incentives Plan based on the Phase 1 Opportunities Assessment Study followed by preparation of the Specific Plan itself. A chart was presented that compared the existing zones with those proposed. Councilmember Bowman said that this was a very Important Issue, and he recommended that a bus tour be made of Lincoln Avenue to consider what the proposed uses might be. After additional discussion, the City Manager suggested that the tour be taken very soon because there is a lot of Interest In Lincoln Avenue. With the work that has been done on the streetscape, it is important that a plan be adopted quickly so the land uses can be considered. Additional direction was given to staff who will have the information available for the Council prior to the tour.
