NOTICE
Effective January 2023, the general open session of all regular City Council meetings will begin
at 6:00 p.m.
PUBLIC PARTICIPATION
Members of the public can participate in this meeting as follows:
1. Attend In-Person. First-come, first-served seating is available in the Council Chambers. Face
coverings are recommended and all in-person attendees must be free of any symptoms
associated with COVID-19.
2. Attend Virtually via Webinar. This option provides the ability to provide live public comments
during Oral Communications or Public Hearings and view slideshow presentations. Please
register at https://attendee.gotowebinar.com/register/6682541831096695382 to receive an
email containing a link to join the webinar. Advance registration is recommended.
3. Watch the Meeting. The City Council meeting can be viewed live on Spectrum Cable
Channel 36 or on the City's website at www.cypressca.org/watchlive.
4. Listen to the Meeting. The public may participate via the listen-only teleconference mode by
calling (213) 929-4212 and entering Access Code 393-665-422 when prompted. No registration
or audio pin is necessary.
5. Submit Public Comments Prior to the Meeting. The public may submit comments via email
to cityclerk@cypressca.org. Comments submitted by 3:00 p.m. on January 23, 2023 will be
added to the City Council agenda as a Consent Calendar item.

1.Approve Conditional Use Permit No. 2023-01 to Permit the Sale of Beer and Wine
for an Existing Restaurant at 4720 Lincoln Avenue

Recommendation: Adopt a Resolution approving Conditional Use Permit No. 2023-01,
with conditions, and confirm the project is exempt from the California Environmental
Quality Act requirements.

6.Approve a Task Order for Landscape Inspection Services

Recommendation:
1. Approve a task order with Richard Fischer Associates for an amount not to exceed
$63,000 to perform landscape inspection services; and
2. Approve a $63,000 budget transfer from personnel costs to contract landscape
services in the General Fund ($56,700) and City Central Services Fund ($6,300).
7.Approve Purchase of Police Mobile Data Computers

Recommendation: Approve the purchase and installation of Police Department mobile
data computers and associated hardware and software from Dell Marketing LP U.S.,
under the National Association of State Purchasing Officers Valuepoint Master Price
Agreement for $159,906.90.
8.Award Contract for Traffic Camera Upgrades, Project 339

Recommendation: Award a contract for traffic camera upgrades to Macadee Electrical
Construction for $76,022, and authorize a contingency of $7,600.
