REPORT OF WORKSHOP AGENDA/ CLOSED SESSION The City Attorney reported that the City Council met in Closed Session and held a discussion on the item listed on the Closed Session agenda, Threat to Public Services or Facilities in consultation with the Cypress Police Department, Chief of Police. He stated the City Council received a briefing and no further reportable action was taken. PRESENTATIONS Director of Public Works introduced Assistant City Engineer Daniel Co. Director of Finance and Administration introduced Network Administrator Rheza Sanusi. ORAL COMMUNICATIONS (Limited to 30 minutes — three minutes per speaker, unless extended by the City Council) Katie Shapiro, Cypress, spoke regarding snowy owl in Cypress, Agenda Item No. 8 and franchise fees. Beth Culver, Cypress, spoke regarding Constitutional rights and documents received under a CPRA request. Marilyn Reames, Cypress, spoke regarding tenor of new City Council and personal goals for the new year. CONSENT CALENDAR All matters listed on the Consent Calendar are to be approved with one motion unless a Council Member requests separate action on a specific item. Mayor Pro Tern Minikus stated that Agenda Item No. 8, the Warrant Register, includes electronic fund transfer No. 12022 for$286.18 and electronic fund transfer No. 12175 for $286.18 as reimbursement for medical coverage he is entitled to receive as a CaIPERS annuitant. He indicated that in voting for any motion to approve the Warrant Register, he would not be voting on electronic fund transfers No. 12022 and No. 12175 for the reason disclosed. Council Member Burke asked questions regarding Agenda Item No. 5. A motion was made by Mayor Pro Tern Minikus, seconded by Council Member Burke, to approve Consent Calendar items No. 1 through 8. Item No. 4: Approve a Resolution of the Successor Agency to the Cypress Redevelopment Agency Notifying the Oversight Board Regarding the Disposition of Successor Agency Assets, Requesting the Oversight Board Adopt a Final Resolution to Dissolve the Successor Agency, and Directing the Successor Agency be Dissolved Upon the Oversight Board's Adopting of the Final Resolution Recommendation: Approve a Resolution which notifies the County Oversight Board regarding the disposition of Successor Agency assets, request the Oversight Board adopt a final Resolution to dissolve the Successor Agency, and directs the Successor Agency be dissolved upon the Oversight Board's adopting of the final Resolution. Item No. 5: Approve a Task Order for the Myra Avenue Pump Station No. 1 and Veterans Park Pump Station Evaluation Recommendation: Approve a task order to AKM Consulting Engineers to evaluate the Myra Pump Station No. 1 and Veterans Park Pump Station for $84,022 and authorize a contingency of$8,400. Item No. 6: Receive the Conceptual Design for Cerritos Avenue Frontage Landscape Improvements, Project 320 Recommendation: Receive the conceptual design for Cerritos Avenue Frontage Landscape Improvements, Project 320. Attended the swearing-in ceremony for newly- elected City of La Palma Council Members. Announced Modern Cellar is celebrating their one- year anniversary. Attended the Police Academy graduation. Met with Cypress High School student regarding homeless population. Mayor Hertz-Mallari Stated her focus this month has been on engagement with colleges, the community and surrounding cities. Will host Town Hall meetings. Will be meeting with the Mayor's from the cities of La Palma, Seal Beach, Los Alamitos, Buena Park and Anaheim. Stated it is National Law Enforcement Appreciation Day. CITY MANAGER REMARKS Spoke regarding upcoming rain storms and the City's efforts to keep the public safe. Announced Congresswoman Michelle Steele will open a district office in Cypress. The City Attorney provided an update in state law regarding Conflict of Interest rules. ADJOURNMENT - IN MEMORY OF RIVERSIDE COUNTY SHERIFF DEPUTY ISAIAH CORDERO Mayor Hertz-Mallari adjourned the meeting at 7:13 p.m. to an adjourned Regular Meeting, to be held on Monday, January 23, 2033, beginning at 5:30 p.m. in the Executive Board Room.
