MINUTES OF AN ADJOURNED REGULAR MEETING OF
THE CYPRESS CITY COUNCIL
HELD
June 4, 1990
The Adjourned Regular Meeting of the Cypress City Council was called to order
at 4:12 p.m., Monday, June 4, 1990 in the Administrative Conference Room,
Cypress City Hall, 5275 Orange Avenue, Mayor Cecilia Age presiding.
PRESENT: Councilmembers Arnold, Bowman, Kanel, Kerry and Age
ABSENT: None
ORAL COMMUNICATIONS: For Matters on the Agenda. No one wished to speak.
CONSIDERATION OF PROPOSALS FOR SPECIAL COUNSEL RELATING TO THE LITIGATION WITH
THE CITY OF LOS ALAMITOS: The City Attorney reported that a request for
proposal had been sent to six law firms and he read excerpts from the
Development Agreement .with the Los Alamitos Race Course and the City of
Cypress.
After discussion of the various proposals, it was the consensus of the City
Council that this entire issue be referred to the race track property owners
to select an attorney to represent both the owners and the City of Cypress
subject to the further review of the City Council.
CLOSED SESSION: Mayor Age requested a recess at 4:45 p.m, to enable the
Council to enter closed session. The meeting reconvened at 5:10 p.m, with all
Councilmembers present.
CONSIDERATION OF REVIEW OF APPROVED SUBLEASE AGREEMENT WITH THE GREATER LONG
BEACH'CHRISTIAN SCHOOLS FOR THE OXFORD FACILITY: The City Manager reported
tha-t this item will be on the Anaheim Union High School District's agenda June
14, 1990.
The City Manager further indicated that there appeared to be some concern on
the part of the Board regarding the loss of students from the District to the
Christian Schools if they were approved as a tenant on the Oxford site.
After further discussion, Councilmember Kerry suggested that a representative
frorn the C~„~y of Cypress attend the School District"s Board meeting on June
14.
It was moved by Councilmember Bowman and seconded by Councilmember Kerry to
request a representative from the City staff attend the June 14 Anaheim Union
High School District Board meeting. The motion unanimously carried by the
following roll call vote:
AYES: 5 COUNCILMEMBERS: Arnold, Bowman, Kanel, Kerry and Age
NOES: 0 COUNCILMEMBERS: None
ABSENT: 0 COUNCILMEMBERS: None
CONSIDERATION OF BUDGET WORKSHOP;
The City Manager presented a brief introduction of the 1990-91 Proposed Budget
and each Department Head provided a presentation of their respective
department"s Program Goals and Objectives for the 1990-91 fiscal year. Each
presentation was follows by a question and answer session for the City
Council.
The City Manager explained the budget figure of 563,000 for account 4163-11-
118-02, "Contribution to Other Agencies," which allows for the following
funding in 1990-91: Chamber of Commerce 512,000, Straight Talk Clinic
520,000, Boys & Girls Club 523,000, Casa Youth Shelter 53,000, Cypress College
Business Office 5100, Cypress "Pops" 51,500, Cypress High School Grad Night
52,000, Cypress High School Teaching Scholarships 5400, and a contingency of
51,000. Requests for unspecified amounts of money were also received from the
Little House and Hotline. The Council directed staff to reduce funding for
the following agencies: Chamber of Commerce 510,000, Straight Talk Clinic
518,000, Boys & Girls Club 520,000. Also, add Cypress High School Academic
Boosters to receive 51,450. It was moved by Councilmember Bowman and seconded

by Councilmember Arnold to approve these changes to the proposed budget.
Councilmembers Kanel and Kerry agreed to the 510,000 for the Chamber provided
they would receive 55,000 the next budget year and zero dollars thereafter and
hearing no further objection, Mayor Age so ordered.
It was moved by Councilmember Bowman and seconded by Councilmember Kerry to
increase the funding to the Cypress "Pops" to 55,000. The motion carried with
Councilmember Arnold and Mayor Age voting against the increase.
All other suggested contributions to remain as proposed.

ADJOURNMENT: Mayor Age adjourned the meeting at 10:25 p.m.
