MINUTES OF AN ADJOURNED REGULAR MEETING OF THE
CYPRESS CITY COUNCIL
HELD
July 20, 1991
An Adjourned Regular Meeting was called to order at 8:45 a.m.,
Saturday, July 20, 1991, at the Ramada Inn, 5865 Katella Avenue,
Cypress, by Mayor Walter Bowman.
PRESENT: Councilmembers Age, Kerry, Nicholson, Partin and
Bowman
ABSENT: None
Also present were City Manager/City Clerk Darrell Essex,
Assistant City Manager, David Barrett, Planning Director
Christine Eynon, Finance Director Richard Storey, Public Works
Director Gene Donovan, Personnel Director Gary Bacock and
Recreation & Parks District Director Marvin DeCarlo.
Police Captain Krauss briefed the City Council on a gang related
incident which had taken place at Oak Knoll Park and reviewed the
various policies and programs that have been instituted relating
to gang activities in Cypress.
Finance Director Richard Storey reviewed the current economic
conditions of the City and presented a number of economic trend
charts which showed that budget expenditures are increasing in
proportion to the increased assessed value of the City; however,
the percent of the budget required for operating expenses has
substantially increased while the budget expenses for capital
projects has decreased. This trend is of concern to the staff
since it is critical to maintain a balance of capital projects to
avoid major rehabilitation costs in the future.
The Finance Director also reviewed the various trends in revenues
and stressed the need for increased retail development, which
would result in increases in sales tax revenues to the City.
The City Council also discussed the impacts of increased user
fees, increases in business license fees, increase in the
transient occupancy tax and other new revenue sources.
The City Manager summarized the historical perspective of
economic development in Cypress and related the changes in the
land use patterns which have impacted the availability of land
for retail sales tax revenues. It was the general consensus of
the City Council that priority should be given to encourage
businesses to locate in Cypress that generate sales tax revenues.
Staff was requested to investigate the allowable uses in PS zones
and the possible impact of affordable housing in areas which
might be made available for development in any future conversion
of the race track use.
Council discussed the various economic development strategies
that could be considered for both short and long term for the
City and staff was requested to review the property tax
allocation in the county island area recently annexed to the City
and to determine the cost of a special census to increase
revenues based on population count. Staff was further requested
to prioritize the fringe benefit study and to determine methods
that might be utilized to encourage the development of the hotel
complex on the property adjacent to the golf course.
RECESS: Mayor Bowman recessed the meeting at 11:45 a.m. and
reconvened at 1:15 p.m, with all Councilmembers present.
Planning Director Chris Eynon reviewed the significance of land
use decisions in the ongoing economic development of the City.
Discussion was held regarding planning and economic development
strategies that might be used to encourage retail sales tax
businesses.

The Finance Director also shared tax information regarding the
various levels of income received by the City from property taxes
from differing land uses. Staff emphasized the need to balance
the economic needs with other aspects of community development.
General discussion was held regarding the future potential of
economic development in the redevelopment project areas of the
City including the race track and Lincoln Avenue.
Council discussed with staff the possibility of joint powers
agreements with adjoining cities or consolidation of services,
the need to review all contract services and requested staff to
return to Council with revenue enhancements that could be enacted
to improve the current economic condition of the City. Staff was
directed to obtain information from the County Fire Department
regarding response times from the existing fire stations in the
City, to investigate the need for additional security at the
"Concerts on the Green," to provide an aerial photograph of
Lincoln Avenue from Valley View Street to Holder Street and
Valley View Street to Walker Street and to investigate the
possibility of a Cultural Arts facility on Lincoln Avenue
adjacent to Cypress College.
ADJOURNMENT: It was moved by Councilmember Partin, seconded by
Councilmember Age and unanimously carried to adjourn the meeting.
Mayor Bowman adjourned the meeting at 5:00 p.m.
