Minutes 92-04-06 N - L / MINUTES OF AN ADJOURNED MEETING OF THE CYPRESS CITY COUNCIL HELD April 6, 1992 The Adjourned Meeting of the Cypress City Council convened at 5:08 p.m., Monday, April 6, 1992, in the Administrative Conference Room, City Hall, 5275 Orange Avenue, Mayor Richard Partin presiding. PRESENT: Councilmembers Age, Bowman, Kerry, Nicholson and Partin ABSENT: None Also present were City Manager/City Clerk Darrell Essex and Public Works Director Gene Donovan. Also present was David Shuter, Executive Director of the Central Orange County Fixed Guideway Agency. WORKSHOP SESSION: Proposed Light Rail System. Mr. Shuter reviewed the status of the light rail project and indicated that they were in the very early stages of the process and this was the first workshop with the local government regarding the light rail alternatives. Mr. Shuter then introduced Ms. Kay VanSickle, Deputy Director of the Rail Program Office, Orange County Transportation Authority and Paul Taylor of DKS Associates, consulting firm. Discussion was held with the City Council regarding the potential impacts on the community in the event the Pacific Electric rail line was selected as the connecting link to the Los Angeles County rail system. Concerns were expressed by the Council regarding property values, noise and other environmental impacts on adjacent properties and traffic impacts at major street crossings. During the discussion, it was suggested that information be provided to the City Council during the public hearing regarding impacts of light rail systems in other areas which were similar to the City of Cypress. Following the discussion, it was agreed that the consultant would obtain the additional information either in writing or by having representatives attend the public hearing to testify on the impacts of the light rail system in their respective areas. Mr. Shuter indicated that every attempt would be made to have this information available at the April 13 City Council meeting but he was not sure of the availability of the representatives from the other agencies with such short notice. ADJOURNMENT: It was moved by Councilmember Bowman and seconded by Councilmember Nicholson to adjourn the meeting.
