MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CYPRESS CITY COUNCIL
HELD
October 5, 1992
The Adjourned Regular Meeting of the Cypress City Council was called to order
at 4:00 p.m., Monday, October 5, 1992, in the Administrative Conference Room,
West Wing, Cypress City Hall, 5275 Orange Avenue, Cypress, Mayor Richard
Partin presiding.
PRESENT: Councilmembers Age, Bowman, Kerry, Nicholson and
Partin
ABSENT: None
Also present were City Manager/City Clerk Darrell Essex, Greg Diaz,
representing the City Attorney's office, Police Chief Wicker and Personnel
Director Bacock.
ORAL COMMUNICATIONS: No one wished to speak.
CLOSED SESSION: The City Council immediately went into Closed Session to
discuss matters of pending litigation and personnel issues. The meeting
reconvened at 5:00 p.m., with all Councilmembers present.
RECESS: Mayor Partin recessed the meeting at 5:00 p.m. to enable the Council
to reconvene at the Cypress School District's Education Center, 9370 Moody
Street, Cypress for dinner. The Workshop Session with the Cypress School
District's Board of Trustees convened at 6:00 p.m. in the School District
offices. Present for the City were all Councilmembers, City Manager/City
Clerk Darrell Essex, Finance Director Richard Storey and Redevelopment
Consultant Bill Kelly. Present for the Cypress School District were all Board
members, Superintendent Calton, Director of Fiscal Services Joan Upton and
Consultant Richard Godino.
PROPERTY DEVELOPMENT: The consultants reviewed the proposals from UHS/ARV and
Hyter for developing property into a senior apartment complex near the Cypress
Senior Center, which is currently under construction at 9131 Grindlay. No
action was taken by either agency. The school district will consider whether
it wishes to negotiate with one of the developers, along with an exchange of
property with the City.
DEDICATION PLANNED FOR CHILD ARE CENTERS AT CAWTHON AND MORRIS SCHOOLS:
Councilmembers were invited to the planned dedication for the two child care
centers on October 21.
LANDELL SCHOOL REOPENING AND YEAR-ROUND SCH DULE PLANNING: Information on
planning by the school district to have a year-round school at Landell when it
reopens in the summer of 1993 was shared.
INTERAGENCY COOPERATION: The areas of interagency cooperation shared by the
staffs of the School District and the City were: the construction of child
care and computer lab facilities, the school district working with Cypress
Recreation and Park District for youth league-requested improvements on sites,
use of the community center for the school district's orientation breakfast in
September, exploration of shared gas facilities and the City's assistance on
working with Briggeman to establish recycling program in the schools.
ADJOURNMENT: The meeting was adjourned at 7:37 p.m. by Board President
Erickson.
