MINUTES OF AN ADJOURNED REGULAR MEETING OF THE
CYPRESS CITY COUNCIL
HELD
February 6 through 7, 1993
An Adjourned Regular Meeting of the City Council was called to
order at 9:00 a.m., Saturday, February 6, 1993 at Ben Brown's
Aliso Creek Resort, Board Meeting Room, 81106 Pacific Coast
Highway, Laguna Beach, Mayor Gail Kerry presiding.
PRESENT: Councilmembers Age, Bowman, Nicholson, Partin and
Kerry
ABSENT: None
Also present were City Manager/City Clerk Darrell Essex, City
Attorney John Cavanaugh and staff members Bacock, Barrett,
DeCarlo, Donovan, Eynon, Storey and Wicker.
ORAL COMMUNICATIONS: Mayor Kerry asked if there were any public
comments and no one wished to speak.
BUDGET WORKSHOP:
The City Manager reviewed the Agenda and discussed the purpose of
the Budget Workshop, indicating that each Department would
summarize the key budget issues involved with their department's
operation.
The Workshop began with the Finance Director, Richard Storey, who
summarized the current budget revenues and expenditures and
budget balances.
Following discussion of these issues, Gene Donovan, Public Works
Director, reviewed the Public Works issues followed by Chief
Wicker who summarized the budget impacts on the operation of the
Police Department.
The City Council expressed concern over the cost of Police
Department overtime and recommended that the City discontinue
staffing the security desk at the Los Alamitos Race Course, which
would result in approximately $85,000 in overtime savings.
During Lunch, David Barrett and Gary Bacock reviewed the
Administration and Personnel budgets, which emphasized the need
for a records management system and the impact of the employee
negotiations on the budget.
Following the working lunch, Marvin DeCarlo reviewed the Park and
Recreation District's budget, emphasizing the capital projects
and outlining a pro-posed reorganization of the District, which
would be submitted for the 93-94 Fiscal Year. The proposed
savings of this reorganization will make it economically feasible
to maintain and operate the new Senior Citizens Center, which
will be opening this year.
Chris. Eynon, Planning Director, followed this presentation with a
review of the upcoming planning projects with the need for
assistance from consultants and additional Planning staff. This
discussion also included a presentation by Bill Kelly of GRC
summarizing the economic development strategy that was being
developed by staff in conjunction with the Redevelopment Program.
The budget workshop session concluded with a review of budget
balancing strategies ranging from work furloughs to examining new
revenue sources.
RECESS: Mayor Kerry recessed the Workshop Session at 5:15 p.m.
The meeting reconvened at 9:15 a.m., Sunday, February 7, 1993 at
the Aliso Creek Resort with all Councilmembers present.
CLOSED SESSION: Mayor Kerry recessed the meeting to enable the
City Council to conduct a Closed Team Building Session, which
included the City Attorney and City Manager. The Team Building
Session was conducted by the facilitator, Mr. Len Wood. The
meeting reconvened at 12 Noon with all Councilmembers present.
ADJOURNMENT: Mayor Kerry adjourned the meeting at 12 Noon to
5:00 p.m., Monday, February 8, 1993, in the Administrative
Conference Room.
