MINUTES OF AN ADJOURNED REGULAR MEETING OF THE
CYPRESS CITY COUNCIL
HELD
July 19, 1993
An Adjourned Regular Meeting of the Cypress City Council was
called to order at 5:35 p.m., Monday, July 19, 1993, in the
Administrative Conference Room, West Wing, City Hall, 5275 Orange
Avenue, Cypress, Mayor Gail Kerry presiding.
PRESENT: Councilmembers Age, Bowman, Nicholson, Partin and
Kerry
ABSENT: None
Also present were City Manager/City Clerk Darrell Essex,
Assistant City Manager David Barrett, Finance Director Richard
Storey and Citizens Fiscal Advisory Committee Members Bloch,
Carroll, Elkin, Jones and Solheim.
The City Manager provided each member of the Council and the
Committee with a copy of the following documents: Administrative
Operating Budgets for the City of Cypress, Cypress Recreation &
Park District and the Cypress Redevelopment Agency, which are
currently adopted, and the Five Year Capital Improvement Program,
which is a General Plan requirement. He also provided a copy of
the City organization chart.
INTRODUCTIONS:
1. Comments by Members of the City Council and Selection of
Chairperson and Vice Chairperson.
At Councilmember Partin's request, each member of the Committee
provided the Council with a brief overview of their background.
Councilmembers then mentioned those items that they were desirous
of having the Committee investigate, which included: levels of
service, the effect of State and Federal government mandated
programs, fees and permits and redevelopment. Councilmember
Bowman suggested that the Committee receive copies of the
Management (MSI) study which determined what the cost was to
provide special services. Councilmember Nicholson asked the
Committee members to consider as many cuts as possible, as well
as revenue sources since it appears citizens are not ready for a
utility users fee until every other possibility has been
exhausted.
Mayor Kerry mentioned that several ideas were discussed in the
February budget workshop and she requested those be shared with
the Committee .
Replying to Councilmember Age, the City Manager stated that if
one Committee member requests information or asks questions, the
information should be supplied to all Committee members. He
advised that each department will be reviewed. Council suggested
that possibly visits should be made to the Maintenance Yard and
Police Department.
Mayor Kerry advised that everything should be considered, i.e.,
consolidation of certain City functions with other cities,
contracting out of certain services, combining police
administration, etc. Also, the Committee should determine what
makes Cypress a special place to live.
There was discussion on public input written or verbal, election
of Chair and Vice-Chair and any legal restrictions. The City
Manager advised that a five meeting orientation could be
necessary. Mayor Kerry stated that the Committee may find it
necessary to meet with the Council again for clarification and
Council is requesting the Committee to arrive at all possible
solutions, because there are many alternatives and choices.

The City Manager advised that it is unknown what the State has
done with the Special Districts, but they have taken more money
from the Recreation & Park District than they have given the City
and the total impact is yet unknown.
ADJOURNMENT: Mayor Kerry adjourned the Council meeting at 6:45
p.m.
