Councilmember Bowman suggested that the Committee receive copies of the Management (MSI) study which determined what the cost was to provide special services. Councilmember Nicholson asked the Committee members to consider as many cuts as possible, as well as revenue sources since it appears citizens are not ready for a utility users fee until every other possibility has been exhausted.
