Resolution No. 4496 407
RESOLUTION NO. 4496
A RESOLUTION OF THE CITY OF CYPRESS AND ACTING AS EX-OFFICIO BOARD OF
DIRECTORS OF THE CYPRESS RECREATION AND PARK DISTRICT, A SUBSIDIARY
DISTRICT OF THE CITY OF CYPRESS, AMENDING RESOLUTION NO. 4399,
ESTABLISHING SALARY RANGES AND OTHER BENEFIT CHANGES FOR THE TOP
MANAGEMENT POSITIONS.
BE IT RESOLVED BY THE CITY COUNCIL of the City of Cypress, and acting as ex-
officio Board of Directors of the Cypress Recreation and Park District, a subsidiary District of
the City of Cypress, that the position classifications entitled "Top Management" personnel, as
listed below, shall have adjustments in salaries and benefits, as follows:
A. Monthly Salary Range adjustments (from the beginning of the range to the top of the
range), as follows: [No change, except for titles and the correction below]
POSITION Effective: 7/1/94 1/1/95 6/30/95
City Manager $8502-$10202* -- -- $8927-$10712*
Community Development Director (Planning Director - Pre-6/30/95)
$5632-$ 6758 $5716-$6859 $6002-$ 7202
Police Chief $6072-$ 7286 $6163-$7395 $6471-$ 7765
Recreation & Park Dir. $5096-$ 6115 $5173-$6207 $5431-$ 6517
Finance Director $5283-$ 6339 $5362-$6434 $5630-$ 6756

$4877-$ 5852 $4950-$5940** $5224-$ 6237
Public Works Director $5558-$ 6670 $5642-$6770 $5924-$ 7109
[** As a note, this rate of $5940, effective 1/1/95, is a correction of a typo on the last
resolution (which incorrectly stated $5970). The correct amount reflects a 1.5% increase
from the 7/1/94 rate of $5852]
B. Deferred Compensation - Due to changes in the PERS Law, effective 7-1-94, the
employee may contribute one (1) percent, or more, of base salary to employee's deferred
compensation plan(s) administered by the City. The salaries above have been adjusted to
include the previous deferred compensation (1% of salary) and the deferral is at the option of
the employee. This is a language change to reflect the City's current practice of providing
deferred compensation and to comply with the changes in the PERS law.
C. Health Benefits - Those classifications listed above shall be provided health benefits as
provided to other employee bargaining units in the City. Effective 8-1-95, the contribution
formula for medical insurance for top management will be the same as the Mid-Management
Employees' Association.
D. Miscellaneous - Effective 1/1/96, floating holiday leave shall be reduced from 24 hours per
year to 16 hours per year. All other fringe benefits shall remain the same.
E. *City Manager Contract - This change in salary is a result of the approval of the 3 year
contract (7/1/93-6/30/96) between the City and the City Manager at the 10/25/93 City Council
Meeting. The contract provides for a 5% salary increase each fiscal year and the above
rates include the 1% deferred compensation, as noted in section B. herein.
This Resolution shall become effective on June 30, 1995, and all resolutions and parts
of resolutions in conflict herewith are hereby rescinded.
PASSED AND ADOPTED by the City Council of the City of Cypress, and acting as ex-
officio Board of Directors of the Cypress Recreation and Park District, at a regular meeting
held on the 12th day of June, 1995.
